The PowerPoint document "Economic Development Governance" is presented to the members. The presentation is broken down into the following sub-themes: • Objectives of the presentation; • Contextualization; • Principles; • Roles and responsibilities; • Next steps.

Questions, answers, and comments are formulated regarding, among other things: • The meaning of "service basket" is clarified. It is primarily a basket of services offered to businesses. ID Gatineau is involved mainly with production companies in the industrial sector. In the agri-food sector, a gap has been identified in the support for agricultural businesses; • The optimized mixed model will propose much more structured and structuring collaboration mechanisms between ID Gatineau and the City. We are now talking about co-creation, and ID Gatineau will be integrated into the City's organizational objectives. The optimized mixed scenario had been recommended by the Economic Development Commission; • ID Gatineau is eligible for certain grants to which the City does not have access; • The level of collaboration of the Economic Development Department (SDE) in the implementation of the PDZAA will be re-evaluated, since several actions of the PDZAA are linked to economic development. In the meantime, a resource from the SDE will continue to sit on the PDZAA monitoring committee; • Previously, the development of the agri-food sector was not a mandate of the Economic Development Office; • Phase 1 of the new SDE governance proposes a zero-cost reorganization within existing budget envelopes. Currently, no budget envelope has been granted for Phase 2. Budgetary work will have to be carried out to finance this phase; • The main request of the UPA president is to create a position at the City dedicated to supporting farmers; • A reflection on the potential role of ID Gatineau in supporting agricultural businesses will take place as part of the Phase 2 work; • The Agriconseil Outaouais network offers certain services for farmers. It is suggested to orient the City's offer to complement this existing offer; • It is specified that the other MRCs of the Outaouais have a resource dedicated to the agricultural sector. These resources also work on agricultural development at the regional level. Adding a resource to the City would allow for participation in regional development and avoid working in silos; • The chair of the Agricultural Advisory Committee also sits on the Economic Development Commission. He proposes that this information regarding the UPA request be sent to him by email, and he will forward it to the appropriate parties. CCA – MINUTES OF THE 122ND MEETING OF JANUARY 12, 2026

The PowerPoint document "2024-2025 Work Plan Review" is presented to the members. The presentation is broken down into the following sub-themes: • Objectives of the presentation; • Contextualization; • 2024-2025 Work Plan Review; • 2026 Meeting Calendar.

Questions, answers, and comments are formulated regarding, among other things: • It is recalled that the Agricultural Advisory Committee (CCA) can, on its own initiative, analyze any question or matter affecting the decreed agricultural zone, in accordance with its mandate; • The 2026 CCA work plan will be presented at the meeting on March 9, 2026; • A public presentation of the revised PDZAA action plan is scheduled for the committee of the whole on February 3, with a view to its adoption by the council at its regular meeting on March 17, 2026; • It is noted that only one citizen intervention was recorded during the CCA public question periods in 2024 and 2025. a) General Announcements The holding of the 2026 Rendez-vous agroalimentaires de l’Outaouais from January 21 to March 11, 2026, is announced. Each year, the Table agroalimentaire de l’Outaouais, in collaboration with the Outaouais regional directorate of the MAPAQ, organizes knowledge transfer and exchange activities on various themes related to agriculture and agri-food.

Every other year, a fairly extensive program is offered and covers different sectors, including maple syrup production, marketing, innovation, processing, two cattle evenings on cattle feed during drought periods, the use of pesticides in field crops, and biodiversity in pastures. In total, no less than twelve activities are aimed at agricultural producers, artisanal and industrial processors, and partners. More details are available at www.agro-outaouais.com.

The 2026 Journées acéricoles (Maple Syrup Days) are also announced, which will be held on January 21, 2026, in L'Ange-Gardien. Members are invited to participate in these two events.

The annual general meeting of the UPA des Collines-de-l’Outaouais will be held on March 24, 2026, at 6:00 p.m. The CCA chair will be invited to participate.

To promote the development of maple syrup production, 50,000 hectares of public land have been granted by the Ministry of Natural Resources and Forests. Of this, 23,000 are located in the Outaouais-Laurentides. It is requested that the council members be informed of this.

It is proposed that the CCA of the City of Gatineau visit other CCAs in the region. New CCA members are invited to visit agricultural businesses. They are their primary ambassadors. It is added that tours for elected officials are relaunched when political staff is renewed following municipal elections, and it is requested that they be funded in the sectoral agreement in which the City participates. These tours are planned for the spring or autumn. CCA – MINUTES OF THE 122ND MEETING OF JANUARY 12, 2026
