CONSIDERING THAT a request to install an electronic message board and renovate an existing non-conforming, grandfathered detached sign has been submitted for the property located at 101, rue Saint-Jean-Bosco;
CONSIDERING THAT the property is located in residential zone Ha-09-029, which is subject to restrictive signage provisions limiting the maximum number of detached signs to one per site, a maximum total display area of 2 m², and a lighting type by reflection only;
CONSIDERING THAT the installation of an electronic message board requires the adoption of a Projet particulier de construction, de modification ou d'occupation d'un immeuble (PPCMOI), as the specifications grid for the affected zone (Ha-09-029) does not specifically permit this type of signage;
CONSIDERING THAT the new signage project complies with the provisions of Règlement de zonage numéro 532-2020 in effect, with the exception of the non-conformities raised which are subject to the PPCMOI procedure;
CONSEQUENTLY, this Committee recommends that the Council approve, pursuant to Règlement relatif aux projets particuliers de construction, de modification ou d'occupation d'un immeuble numéro 507-2005, a project for the installation of an electronic message board at 101, rue Saint-Jean-Bosco, according to the following parameters:
- Authorize the installation of a detached electronic message board sign according to the specific conditions set out in Article 734 of Règlement de zonage numéro 532-2020, including two electronic message boards on each side of the sign;
- Increase the maximum display area of the detached sign subject to the intervention from 2 m² to 5.7 m²;
- Authorize a translucency lighting mode.
As illustrated in the project analysis in the documents:

CONSIDERING THAT a request for the construction of a six-story student residence comprising 152 rooms has been submitted for the property located at 259, boulevard Alexandre-Taché;
CONSIDERING THAT the project must be approved pursuant to Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, as the property is located in an integrated protection woodland;
CONSIDERING THAT the results of the woodland characterization do not indicate the presence of such a large wooded area and that the residual woodland is not of high value;
CONSIDERING THAT the proposed tree felling complies with the felling requirements set out in Article 363.2 of Règlement de zonage numéro 532-2020;
CONSIDERING THAT minor variances to Règlement de zonage numéro 532-2020 concerning the reduction of the minimum required rear setback as well as the exemption of the project from the obligation to provide bicycle parking spaces inside the main building must be granted by the Council for the realization of the project;
CONSIDERING THAT a minor variance to Règlement de zonage numéro 532-2020 concerning the increase of the maximum number of parking spaces authorized on the property at 279, boulevard Alexandre-Taché must be granted by the Council for the realization of the project;
CONSIDERING THAT the project respects the majority of the applicable evaluation criteria of Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSEQUENTLY, this Committee recommends that the Council approve, pursuant to Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, the student residence construction project located at 259, boulevard Alexandre-Taché, as illustrated in the project analysis in the documents titled:
- Proposed site plan – ADHOC X L’Atelier architectes – September 2024 – 259, boulevard Alexandre-Taché;
- Landscaping and proposed planting plan – ADHOC X L’Atelier architectes – September 2024 – 259, boulevard Alexandre-Taché;
- Proposed elevations – ADHOC X L’Atelier architectes – September 2024 – 259, boulevard Alexandre-Taché;
- Proposed cladding materials and volumetric inspirations – ADHOC X L’Atelier architectes – September 2024 – 259, boulevard Alexandre-Taché.
And this, conditionally upon:
- The approval by the Municipal Council of the minor variances required at 259, boulevard Alexandre-Taché, for the realization of the proposed project;
- The approval by the Municipal Council of the minor variance required at 279, boulevard Alexandre-Taché, for the realization of the proposed project;
- The approval by the Municipal Council of an agreement for municipal works aimed at the extension of the sewer and water networks required for the project as well as an agreement aimed at the maintenance and snow removal of the parcel required by the Service de sécurité incendie de la Ville de Gatineau.

CONSIDERING THAT a request to build a detached single-family home has been submitted for the property located at lot number 4 073 635 facing the private Knotty Street;
CONSIDERING THAT the property, located in agricultural zone Ag-19-039, benefits from an authorization from the Commission de la protection du territoire agricole (CPTAQ) dated December 2, 1988, for the construction of a residence and its outbuildings;
CONSIDERING THAT the future construction on this lot will have no impact on the separation distances to a potential livestock installation in the neighboring agricultural lands, since the new residence will be inserted between two existing homes;
CONSIDERING THAT lot number 4 073 635 benefits from a grandfathered right for the subdivision and its location, outside the urbanization perimeter, allows the new construction to be supplied by an artesian well and connected to a private wastewater evacuation and treatment system;
CONSIDERING THAT the request for a Projet particulier de construction, de modification ou d'occupation d'un immeuble (PPCMOI) is the only regulatory tool allowing for a derogation from the provisions of Article 53 of Règlement d’administration des règlements d’urbanisme numéro 501-2005 requiring that the land on which a construction is to be erected be adjacent to a public street compliant with the requirements of Règlement de lotissement numéro 503-2005;
CONSIDERING THAT the projected single-family home will respect the provisions of the urban planning regulations in effect, with the exception of the non-conformity raised regarding Règlement d’administration numéro 501-2005 which is the subject of this PPCMOI;
CONSIDERING THAT the vote is requested, and that four members vote for the project, three members vote against, one member abstains from taking a position, and two members are absent;
CONSEQUENTLY, this Committee recommends that the Council approve, pursuant to Règlement relatif aux projets particuliers de construction, de modification ou d'occupation d'un immeuble numéro 507-2005, the construction of a detached single-family home at lot number 4 073 635 facing the private Knotty Street rather than a public street.
