Questions, answers, and comments were formulated, concerning among other things:
- The project is not located near a high-level service corridor and the environment does not offer many alternatives to automobile use;
- Reducing the building footprint to provide more green space would possibly jeopardize the quality of the housing;
- The neighborhood is undergoing revitalization;
- Existing municipal water and sewer services have the capacity to serve the project;
- The Service de l’urbanisme et du développement durable (SUDD) requires the preservation of the white pine, under the recommendation of the Service de la transition écologique.

CONSIDERING THAT a request to build three multi-family dwellings, with a semi-detached appearance, containing eight units each, for a total of 24 units, in the form of an integrated residential project, has been formulated for the property located at 781, rue Notre-Dame;
CONSIDERING THAT the Comité sur les demandes de démolition (CDD) has approved the demolition of the existing building on the targeted property, a detached two-family dwelling, to make way for this project;
CONSIDERING THAT on the same stretch of rue Notre-Dame, two other integrated residential projects of the same scale were built from 2009 to 2011 and that a future project is planned shortly at 761, rue Notre-Dame;
CONSIDERING THAT with the exception of the requested minor variance, the project complies with all other provisions of Règlement de zonage numéro 532-2020, currently in force;
CONSIDERING THAT the project respects the applicable criteria of Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSEQUENTLY, this Committee recommends that the council approve, pursuant to Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, an integrated residential project at 781, rue Notre-Dame, to build three multi-family dwellings with a semi-detached appearance containing eight units each, as illustrated in the project analysis in the documents:
- Plan projet d’implantation - Groupe Handfield Arpenteurs-Géomètres – April 5, 2024 – Annotated by the SUDD - 781, rue Notre-Dame;
- Plans d’architecture - Doucet + Turcotte Architectes inc. – June 2024 - 781, rue Notre-Dame.

Questions, answers, and comments were formulated, concerning among other things:
- A certificate of authorization issued by the ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques (MDDELCC) must be obtained for the installation of a septic tank and a leaching field beyond a certain volume;
- It would have been desirable to obtain the opinion of the Service de la mobilité for this project, since the daycare service is only accessible by car and there are few children in the neighborhood;
- A summary mobility study was submitted by the applicant and does not anticipate any traffic conflicts;
- A residential neighborhood is nearby, and there are no other daycare services in the vicinity.

CONSIDERING THAT a request to authorize the development of a daycare service with a maximum capacity of 100 children has been formulated at 258, chemin des Érables;
CONSIDERING THAT the request must be approved pursuant to Règlement relatif aux usages conditionnels numéro 506-2005;
CONSIDERING THAT the applicant has obtained pre-approval from the ministère de la Famille authorizing them to operate a daycare service with a capacity of 100 children;
CONSIDERING THAT the building is currently vacant and will be entirely renovated to make way for the daycare project;
CONSIDERING THAT the project as submitted complies with all provisions of Règlement de zonage numéro 532-2020;
CONSIDERING THAT the building targeted by the request satisfies the three evaluation criteria for the conditional use request concerning daycare services pursuant to Règlement relatif aux usages conditionnels numéro 506-2005;
CONSIDERING THAT one member registers their dissent to the project;
CONSEQUENTLY, this Committee recommends that the council grant, pursuant to Règlement relatif aux usages conditionnels numéro 506-2005, a conditional use at 258, chemin des Érables, to allow the development of a daycare service with a maximum capacity of 100 children, as illustrated in the project analysis in the document:
- Plan d’architecture by Pierre J. Tabet, architect – dated December 4, 2024 - 258, chemin des Érables.
And this, conditionally upon:
- The filing by the applicant at the time of the building permit application of the final approval of the project by the ministère de la Famille du Québec.
