2024.07.10 – Regular meeting of the executive committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, July 10, 2024, at 9:35 a.m.

CONSIDERING THAT this committee, by its resolution number CE-2023-91 of February 8, 2023, awarded a contract to the firm Allen Entrepreneur général inc. for modernization and recommissioning work on the post-ozonation process at the drinking water production plant in the Aylmer sector (UPEP Aylmer) for a total amount of $5,607,000.00 including taxes;

CONSIDERING THAT change notices numbers AMC-10007, 10032, 10080, and 10141 have already been approved for an amount of $249,118.45 including taxes, for additional work;

CONSIDERING THAT 24 new change directives have been recommended by the firm AtkinsRéalis for an amount of $251,935.34 including taxes, for additional work;

CONSIDERING THAT under Bylaw number 816-2017 concerning the delegation of power from the executive committee to certain officials, including the power to authorize expenditures and enter into contracts on behalf of the Ville de Gatineau, authorization by municipal authorities is required when the total of additional work exceeds the lesser of 10% of the awarded contract or $250,000:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• ratifies change notices numbers AMC-10007, 10032, 10080, and 10141 which have already been approved for an amount of $249,118.45 including taxes;

• authorizes the tender cost adjustment of $251,935.34 including taxes, to the contract of the firm Allen Entrepreneur général inc., as part of the modernization and recommissioning project for the post-ozonation process at the drinking water production plant in the Aylmer sector (UPEP Aylmer), with budgetary impact, thus bringing the cumulative adjustments to be approved to an amount of $501,053.78 including taxes.

The total revised cost of this contract, following this adjustment, represents an amount of $6,108,053.78 including taxes. A treasurer's certificate was issued on July 3, 2024. Adopted

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• awards a contract to the firm CSW Landscape Architects Limited, 502-319, McRae Avenue, Ottawa, Ontario, K1Z 0B9, for the professional services of a firm offering specialized consulting services in landscaping and engineering for advisory services, coordination, preparatory studies, preparation of plans, specifications, and call for tender documents, as well as services during construction for the project "Development of vacant lots, flood zone – Pointe-Gatineau District" located in the Gatineau sector, for a total amount of $277,094.92 including taxes, in compliance with the call for tender documents and its bid submitted on April 19, 2024, and its revised bid on June 14, 2024, as being the only bid that qualified having obtained the passing grade after evaluation by a selection committee, all in accordance with the authorized evaluation grid;

• authorizes the firm CSW Landscape Architects Limited to submit any authorization request as well as all documents required relating to this work to the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs, and to present any commitment in connection with the authorization requests required for the project "Development of vacant lots, flood zone – Pointe-Gatineau District";

• authorizes the firm CSW Landscape Architects Limited to submit any authorization request as well as all documents required relating to this work to the competent authorities in the matter, if the situation is made necessary, and to present any commitment in connection with the authorization requests required for the project "Development of vacant lots, flood zone – Pointe-Gatineau District";

• confirms its commitment to submit to the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs and to the concerned authorities, no later than 60 days after the end of the work or according to the prescribed deadlines, a certificate signed by an engineer or an authorized professional, as the case may be, regarding the compliance of the work with the granted authorizations.

PROPOSED AND UNANIMOUSLY RESOLVED

CONSIDERING THAT the ministère des Transports et de la Mobilité durable must carry out road resurfacing work on the East and West Autoroute Guy-Lafleur, between rue Saint-Louis and boulevard de La Vérendrye (phase 1) as well as between montée Mineault and chemin Findlay (phase 2);

CONSIDERING THAT the work should be carried out between July 23 and August 9, 2024 (phase 1) as well as between September 12 and 30, 2024 (phase 2);

CONSIDERING THAT the work will be spread over two phases of three consecutive weeks;

CONSIDERING THAT there will be a closure of one direction according to the phases with a detour route;

CONSIDERING THAT during the road resurfacing work, traffic on this section would be greatly affected if it were carried out during the day;

CONSIDERING THAT the Ministry wishes to carry out the work at night (from 7 p.m. to 7 a.m. Monday to Friday) and on weekends (Friday 7 p.m. to Monday 5 a.m.), all to minimize impacts on traffic;

CONSIDERING THAT Article 7 of Bylaw number 44-2003 concerning noise on the territory of the Ville de Gatineau stipulates that work carried out outside permitted hours, i.e., Monday to Saturday between 7 a.m. and 9 p.m., must be authorized by the executive committee if a building used for accommodation is located less than 150 m from the work;

CONSIDERING THAT the work will be carried out outside the periods permitted by Bylaw number 44-2003;

CONSIDERING THAT a limited number of residences will be potentially affected:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• authorizes a derogation from Bylaw number 44-2003 concerning noise on the territory of the Ville de Gatineau in order to authorize the ministère des Transports et de la Mobilité durable to carry out road resurfacing work on the East and West Autoroute Guy-Lafleur, between rue Saint-Louis and boulevard de La Vérendrye (phase 1) as well as between montée Mineault and chemin Findlay (phase 2), outside permitted hours;

• requests the ministère des Transports et de la Mobilité durable to publish press releases to the population and to notify the Service des infrastructures et des projets of the exact schedule of the work, at least five working days before carrying it out. Adopted
