2024.09.11 – Regular meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, September 11, 2024, at 9:33 a.m.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• awards a contract to the firm Pavage GIP (GIP Paving inc.), 636, chemin Klock, Québec, J9J 3G9, for the road rehabilitation of Chemin d’Aylmer, between Chemin Rivermead and Place Samuel-De Champlain over an approximate length of 2,370 m, and Rue Front, between Chemin Eardley and Rue Principale over an approximate length of 850 m, based on the unit and lump-sum prices entered in the tender form for a total amount of $3,863,397.00 including taxes, all in accordance with the call for tender documents and its bid submitted on August 16, 2024, as being the lowest compliant bid received;

• authorizes a derogation to Règlement numéro 44-1-2003 concerning noise on the territory of the City of Gatineau in order to allow the contractor Pavage GIP (GIP Paving inc.) to carry out certain night work, specifically from Sunday to Saturday between 9 p.m. and 7 a.m., for the road rehabilitation project of Chemin d’Aylmer and Rue Front for the period from September to November 2024 and from May to June 2025.

A certificate from the treasurer was issued on September 9, 2024.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Aqua Data inc., 110-330, rue Joseph-Carrier, Vaudreuil-Dorion, Québec, J7V 5V5, for professional consulting engineering services - Hydraulic model calibration, for an approximate amount of $285,138.00 including taxes, in accordance with the call for tender documents and its bid submitted on July 16, 2024, as being the only bid received having obtained a final score after evaluation by a selection committee, all in accordance with the authorized evaluation grid. A certificate from the treasurer was issued on September 9, 2024.

CONSIDERING THAT the first edition of Courons Gatineau will take place on Rue Jacques-Cartier and in Parc du Lac-Leamy on Saturday, September 28, 2024; CONSIDERING THAT several mitigation measures have been put in place to limit the impacts on residents and merchants in the neighborhood; CONSIDERING THAT the modification to traffic and parking regulations is an essential element for the safety of participants; CONSIDERING THAT the Gatineau Police Service will ensure traffic control:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes the event organizers, in collaboration with the Gatineau Police Service, to close streets and on-street parking spaces according to the schedule below on Saturday, September 28, 2024:

1. Traffic on the Lady-Aberdeen Bridge will be interrupted by the Gatineau Police Service between 4:15 p.m. and 4:45 p.m. for the passage of the starting peloton of the 10 km race. Subsequently, traffic will be interrupted on an ad-hoc basis to allow runners to cross as they exit Parc du Lac-Leamy;
2. Rue Jacques-Cartier in the eastbound direction (towards Rue Saint-Louis) as well as the parallel recreational path will be closed to all traffic between Boulevard Gréber and Rue Saint-Louis from 2 p.m. to 7:30 p.m. However, vehicles will be able to circulate at all times in the westbound direction (towards Boulevard Gréber), in order to guarantee access to residences and businesses at all times. Signaling beacons will be installed along the entire length of the circuit to separate the lanes safely;
3. Parking on Rue Jacques-Cartier will also be prohibited for the day of September 28, 2024, to ensure sufficient clearance for runners and automobiles. The parking spaces in Ruelle du Como will not be used by volunteers and participants; they will remain available at all times for customers of local businesses;
4. Two-way traffic implementation on Rue Saint-Antoine, between Rue Jacques-Cartier and Ruelle du Como on Saturday, September 28, from 2 p.m. to 7:30 p.m.

All according to plan number G-2024-034-01 and the following conditions:

• Respect the signage plan prepared by the Mobility Department of the City of Gatineau, and entrust its application to an authorized company;
• Ensure access for emergency vehicles at all times during the event;
• The organization undertakes to provide the Events Office, 30 days before the event, with a general civil liability insurance certificate of $3,000,000 designating the City of Gatineau as an additional insured.

CONSIDERING THAT the Tour de Gatineau will take place from September 20 to 22, 2024; CONSIDERING THAT street closures and traffic control are essential elements for the safety of participants; CONSIDERING THAT the Gatineau Police Service ensures traffic control for the entire duration of the event; CONSIDERING THAT the costs related to road traffic modifications (signage plan and police surveillance) are covered in service according to the framework of the Major Events Support Program via resolution number CM-2024-454; CONSIDERING THAT the installation of the required temporary road signage is the responsibility of the organization according to current standards:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes the organization to close roads and parking lots (including parking meters) according to the following schedule:

1. The cycling event expects daily traffic of 1,500 to 5,000 people;
2. Street closures and traffic control are essential elements for the safety of participants;
3. Emergency vehicles will have access to all sections of the closed streets if the situation requires it;
4. Residents who are owners or tenants on the closed street sections will have access to their property or business at all times;
5. Residents who are owners or tenants on the closed street sections will have access to their parking under the control of the Police Service and the organizing committee;
6. The Gatineau Police Service, the Gatineau Fire Safety Service, the Mobility Department, and the Société de transport de l'Outaouais have been consulted and are in agreement with the conduct of the event;
7. The City's Communications Department will produce a press release to this effect;
8. A circular will be produced and distributed to enclosed residents and businesses;
9. This event is made possible thanks to the collaboration of the City of Gatineau and the support of the Events Office.

The following conditions must be met:

• Implement the required temporary signage according to the requirements of the signage plan and in compliance with the road signage standards of Quebec and the City of Gatineau concerning street closures;
• Ensure an emergency lane at all times during the event;
• Release the City of Gatineau from any liability for damage to others that may result from the holding of the event and provide the Events Office of the Arts, Culture and Letters Department, no later than two weeks before the event, with insurance forms designating the City of Gatineau as an additional insured, liability and indemnification, as well as general civil liability for an amount of $3,000,000.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm L’Arsenal/Thibault et Associés, 2250, rue André-C.-Hamel, Drummondville, Québec, J2C 8B1, for the purchase of a pumper truck based on the unit prices in the tender form, for a total amount of $2,119,368.67 including taxes, all in accordance with the call for tender documents and its bid submitted on July 18, 2024, as being the only compliant bid received. A certificate from the treasurer was issued on September 9, 2024.
