Questions, answers, and comments were formulated regarding, among other things:
- The file is considered incomplete, as it does not include a 3D view or elevations to better contextualize the project;
- The project stems from a request by the Fire Safety Department (Service sécurité incendie);
- A request is made to verify the following elements: o Whether the Fire Safety Department was aware that this is a heritage building; o Whether the spiral staircase is a component that contributes to the typology and heritage character of the building; o Whether it is possible to reinstall a spiral staircase; o Whether it is possible to use materials consistent with the historical appearance of the building.
- The building file in the built heritage inventory only mentions elements on the facade;
- It is believed that the regularization request from the Fire Safety Department stems from the fact that the exterior staircase is the only exit. In the event that there had been two exits, the spiral staircase could have been preserved. This information must be verified;
- The proposed exterior staircase extends beyond the side facade;
- There is uncertainty as to whether Part 9 of the Building Code is applicable; it is believed that Part 10 is more relevant;
- A request is made for this subject to be deferred to a later meeting, once answers to the questions have been obtained;
- There is concern about the consequences that deferring this file would have on the applicant's timelines, since the next meeting of the Local Heritage Council is in August;
- A request is made that the Urban Planning and Sustainable Development Department (Service de l’urbanisme et du développement durable) and the Fire Safety Department communicate to ensure that an infringement notice is not issued to the applicant due to the deferral of the file.

CONSIDERING THAT a request for the installation of an in-ground pool, its access and protection facilities, and an accessory building housing its mechanical equipment has been formulated for the property located at 145, rue Principale;
CONSIDERING THAT the James-Mulligan house, built in 1865, appears in the document "Ville de Gatineau – Inventaire du patrimoine bâti – 2008," that it possesses strong heritage value, and that it is designated as a building of particular interest;
CONSIDERING THAT the proposed work is subject to the council's decision under Règlement numéro 2100-97 constituting the Aylmer heritage site and the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT the granting by the council of a minor variance to the Règlement de zonage numéro 532-2020 is necessary to allow the construction of an accessory building housing the pool's mechanical equipment;
CONSIDERING THAT the proposed accessory building, located in the side yard, with an area of 11 m2, will be covered with siding and roofing similar to those present on the main building as well as the accessory building already present;
CONSIDERING THAT, with the exception of the minor variance, the work complies with the provisions of the Règlement de zonage numéro 532-2020 and respects the applicable objectives and evaluation criteria of the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSEQUENTLY, this Committee recommends that the council approve, under the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005 and Règlement numéro 2100-97 constituting the Aylmer heritage site, the installation of an in-ground pool, its access and protection facilities, and an accessory building housing its mechanical equipment at 145, rue Principale, as illustrated in the project analysis in the document:
- Proposed site plan (landscaping plan) - Cubiq Architecture Inc. – March 18, 2025 - 145, rue Principale.
