  • Owners who hope to be able to build housing on agricultural land and who do not exploit their land have an upward effect on the cost of agricultural land;
  • There is a desire for the City to send a clear message to inform these owners that the urban perimeter will not change;
  • The inclusion of agricultural land in the urban perimeter in Ontario gives hope to these owners that the same thing could happen on the Quebec side;
  • Agricultural territory is a wealth for the Ville de Gatineau, and the objective is to enhance it;
  • The latest data to identify agricultural lots that are in production and those that are not dates back to 2016. However, any agricultural operation registered within the meaning of the Loi and which generates income of $5,000 or more appears on the assessment roll. The City has access to this information, which is renewed annually as part of the Programme de crédit de taxes foncières agricoles;
  • The possibility of introducing a fee for unexploited properties located in the agricultural zone is included in the work plan of the Plan de développement de la zone et des activités agricoles (PDZAA), and is also being evaluated by the Finance Committee of the Ville de Gatineau. The funds from the fees could be invested in a fund aimed at the development of agriculture, whether it be land consolidation or project support.

a) Consultation held last week concerning the Plan de développement bioalimentaire de l’Outaouais

The Plan de développement bioalimentaire de l’Outaouais (PDBO), funded by the ESBO, is a regional strategic plan for the entire bio-food sector. The Table agroalimentaire de l’Outaouais (TAO) was created to implement regional consultation and to develop this tool. The last version has expired. The TAO is now working to redefine the new priorities and new actions of this plan. In the consultation phase, territorial discussion groups were created, bringing together production, processing, and marketing companies, agri-food sector partners, and social sector partners. The territorial discussion group for the city of Gatineau met last Tuesday. About twenty people participated. The main takeaway was that it is increasingly difficult for a company to be profitable. The issue of the visibility of regional products in various marketing channels was discussed, as was the "Croquez l’Outaouais!" campaign. The distress of producers was noted. There is also a desire to evaluate the possibility of aligning food needs and healthy eating with the supply of local production and processing. For the next phases, the bio-food forum will take place on January 30. The discussion groups aimed to target the issues, and the forum will serve to determine the priorities, with a view to developing the action plan. The launch of the PDBO is scheduled for April 2025. The final objective is that as of April 1, 2025, the extended ESBO-2 will support projects that meet the priorities and actions of the PDBO.

b) Abattoir Les viandes du Pontiac

An update is requested on this slaughterhouse that has closed its doors. The response is that it has still not reopened. This slaughterhouse closed its doors because it was no longer profitable. It was bought by the MRC de Pontiac and will be managed by a farmers' cooperative. The slaughterhouse will obtain provincial certification, not federal. The financing of the cooperative is in progress.
