Minor variances – Construction of the new Police Service Headquarters – 975 Saint-Joseph Boulevard – L'Orée-du-Parc District – Isabelle N. Miron
Questions, answers, and comments were formulated regarding, among other things:
- Trees in the backyard and a vegetated surface above the parking ramp have been added in quantities exceeding regulatory requirements;
- The circulation aisle at the back of the building will provide access to garage doors;
- Vehicular access to the property is specified;
- Snow storage will likely be done off-site;
- The addition of an extra floor to the parking structure was studied, but this option was ultimately discarded. A green roof will be installed on the structure to compensate for the creation of heat islands;
- The building will obtain LEED certification;
- The concept of mobility will be studied during the submission of the PIIA request;
- The Service de l’urbanisme et du développement durable treats requests from other municipal services in the same way it would with external applicants;
- The reuse of existing buildings was evaluated, but the research proved unsuccessful. The building at 80 rue Jean-Proulx will be kept for the administrative offices of the Police Service.

CONSIDERING THAT the municipal council of the Ville de Gatineau adopted resolution CM-2024-335, authorizing the acquisition of 975 boulevard Saint-Joseph to allow for the construction of the new Headquarters of the Service de la police de la Ville de Gatineau;
CONSIDERING THAT the municipal council also authorized, by the same resolution CM-2024-335, the acquisition of 80 rue Jean-Proulx to allow for a secondary vehicular link leading to rue Jean-Proulx;
CONSIDERING THAT an authorization certificate has been issued for the demolition of the commercial building located at 975 boulevard Saint-Joseph;
CONSIDERING THAT the project requires the granting, by the council, of minor variances to the Règlement de zonage numéro 532-2020, aiming to reduce the minimum insertion front setback, increase the threshold level of the main entrance door, and decrease the required number of trees bordering the parking space;
CONSIDERING THAT the majority of the construction of the new main building will take place on the footprint of the existing building to be demolished;
CONSIDERING THAT the project provides for vegetative compensation measures, notably in the storage areas as well as on the roof of a parking structure;
CONSIDERING THAT the minor variances raised will not cause prejudice to the owners of neighboring properties;
CONSIDERING THAT the project complies with the Règlement de zonage numéro 532-2020, with the exception of the requested minor variances;
CONSEQUENTLY, this Committee recommends that the council grant minor variances to the Règlement de zonage numéro 532-2020, at 975 boulevard Saint-Joseph, in order to build the new Headquarters project of the Service de la police de la Ville de Gatineau, namely to:
- Reduce the minimum insertion front setback from 28 m to 19 m;
- Increase the main entrance door threshold level from 56.1 m to 57 m;
- Decrease the number of trees required in three sections of grass strip, bordering the parking space, from six trees to no trees. All as illustrated in the project analysis in the documents entitled:

Minor variances – Construction of an eight-unit multi-family dwelling – 2 Côté Street – Deschênes District – Caroline Murray
Questions, answers, and comments were formulated regarding, among other things:
- It is desired that secure spaces be set up on boulevard de Lucerne to allow pedestrians to reach bus stops safely;
- The neighboring vacant lot is not intended for construction. It is the route of the old railway;
- The land will lose a lot of vegetation. The mineral impact of the project is significant;
- Reducing the circulation aisle to 6 m instead of 7 m would require the granting of an additional minor variance. The same applies to the reduction of the minimum one-meter green strip around the parking space.

CONSIDERING THAT a request to allow the construction of an isolated structure multi-family dwelling has been formulated for the property located at 2 Côté Street;
CONSIDERING THAT the project involves obtaining three minor variances concerning the insertion front setback, the minimum distance between the parking space and the building wall, as well as the minimum number of parking spaces;
CONSIDERING THAT the project involves the demolition of the existing building on the land and that the Comité sur les demandes de démolition (CDD) approved the demolition of the targeted building during the June 17, 2025 session;
CONSIDERING THAT the project will allow for a densification of the site which is currently occupied by a single dwelling;
CONSIDERING THAT the project proposes an opaque fence or a vegetative barrier as well as a generous right side setback in order to reduce the possibility of prejudice to the right of enjoyment of neighboring properties;
CONSIDERING THAT, with the exception of the minor variances raised, the project complies with the provisions of the Règlement de zonage numéro 532-2020;
CONSEQUENTLY, this Committee recommends that the council grant minor variances to the Règlement de zonage numéro 532-2020, for the realization of a construction project for an isolated multi-family dwelling comprising eight units at 2 Côté Street, and aiming to reduce:
- The insertion front setback from 12.25 m to 6 m;
- The minimum distance between a parking space and the building wall from 6 m to 1.15 m;
- The minimum number of parking spaces from 12 to 8. As illustrated in the project analysis in the document entitled:

Questions, answers, and comments were formulated regarding, among other things:
- The dwelling will be covered exclusively in vinyl siding. There will no longer be stone cladding.

CONSIDERING THAT a request to regularize exterior renovation work already carried out and to obtain authorization to execute the remaining work has been formulated for the property located at 43 John Street;
CONSIDERING THAT the property is located in the secteur d’insertion villageoise des Explorateurs, where work performed on a wall facing a street and modifying the exterior appearance of the building is subject to council approval, pursuant to the Règlement sur les plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSIDERING THAT the work to be regularized consists notably of the removal of the existing staircase and exterior cladding, the installation of a new wooden exterior staircase and new vinyl siding on a portion of the north side wall, as well as the removal of an entrance door providing access to a dwelling and the sealing of its opening;
CONSIDERING THAT the remaining work consists of completing the installation of the exterior cladding and making the necessary corrections to the recently installed staircase to ensure its compliance with the Code de construction du Québec;
CONSIDERING THAT the cladding of the exterior walls already installed, and to be installed, is blue vinyl siding similar to the old vinyl cladding removed and to the types of cladding present on surrounding buildings in the insertion environment;
CONSIDERING THAT the corrections to be made to the staircase consist of replacing the current wooden flight with a white metal flight, and covering the balcony structure (landing) with white aluminum sheet metal;
CONSIDERING THAT the new staircase is of a design similar to the one that existed before the work, as well as those of neighboring buildings in the insertion environment;
CONSIDERING THAT the guardrail currently in place, composed of horizontally arranged wooden boards, differs however from the guardrails generally observed in the sector, which are mostly made up of vertical balusters;
CONSIDERING THAT the project complies with the applicable regulatory provisions of the Règlement de zonage numéro 532-2020 and that it respects the majority of the applicable objectives and criteria of the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005;
CONSEQUENTLY, this Committee recommends that the council approve, pursuant to the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005, the work located at 43 John Street, which aims to regularize exterior renovations already carried out, to complete the installation of the exterior cladding, as well as to make the necessary corrections to the recently installed exterior staircase, all as illustrated in the project analysis in the documents entitled:
