2024.02.28 – Regular meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, February 28, 2024, at 9:31 a.m.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Polane inc., 621, rue de Vernon, Gatineau, Quebec, J9J 3K4, for the development work of the tennis courts at Parc Paul-Pelletier, based on the unit and lump-sum prices entered in the tender form for an approximate total amount of $1,471,094.75 including taxes, all in accordance with the call for tenders documents and its bid submitted on November 3, 2023, as being the lowest compliant bid received. A treasurer's certificate was issued on February 26, 2024.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award to the firm T.G.C. inc., 535, rue Pépin, Sherbrooke, Quebec, J1L 1X3, for the replacement of the 900 mm diameter concrete culvert under Rue Maclaren Ouest, between Rue Georges and Rue de la Lièvre, based on the unit and lump-sum prices entered in the tender form for a total amount of $1,420,000.00 including taxes, all in accordance with the call for tenders documents and its bid submitted on January 31, 2024, as being the lowest compliant bid received. A treasurer's certificate was issued on February 26, 2024.

CONSIDERING THAT the Responsible Procurement Service published on December 20, 2023, on the Quebec government's electronic tendering system, a notice of intent to grant a contract by mutual agreement to the identified "sole" supplier pursuant to section 573.3 para. 1 (2) of the Loi sur les cités et villes (chapter C-19);

CONSIDERING THAT following the research and verifications carried out, the supplier "Centrisys-CNP" was the only one able to meet the specified requirements;

CONSIDERING THAT in this context, the City of Gatineau had the obligation to verify that only one supplier met the technical requirements and that there was no alternative solution that could guarantee the purchase of parts for a Centrisys-CNP CS21-4HC 2PH model centrifuge;

CONSIDERING THAT following this notice of intent, no other supplier came forward:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to Centrisys CNP, 9586, 58th Place, Kenosha, WI, 53144, for the purchase of products for a Centrisys-CNP CS21-4HC 2PH model centrifuge for an approximate amount of $251,068.40 including taxes. A treasurer's certificate was issued on February 26, 2024.

CONSIDERING THAT this committee, by its resolution number CE-2023-98 of February 8, 2023, awarded a contract to the firm 3874575 Canada inc./Plomberie G et R St-Cyr, for technical inspection services related to the installation of approximately 500 water meters in 2023, and 500 water meters in 2024 in businesses and industries throughout the city, for an approximate total amount of $374,674.78 including taxes, for a period of two years;

CONSIDERING THAT the firm 3874575 Canada inc./Plomberie G et R St-Cyr is not meeting its contractual obligations;

CONSIDERING THAT the firm 3874575 Canada inc./Plomberie G et R St-Cyr signified in writing on November 14, 2023, its desire to terminate the present contract immediately;

CONSIDERING THAT the performance bond in the amount of $37,467.48 will be retained as a penalty by the City as provided for in section 3.12 of the General Specifications;

CONSIDERING THAT section 60 of Règlement numéro 14-2001 concerning the internal management of the council, commissions, and the plenary committee as well as the sharing of functions between the council and the executive committee, as amended, grants the executive committee the power to award any contract subject to the tendering procedure;

CONSIDERING THAT it is therefore appropriate that the City's position be expressed by this committee, the competent and decision-making authority in matters of calls for tenders and the awarding of contracts that may result therefrom:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee terminate the contract awarded to the firm 3874575 Canada inc./Plomberie G et R St-Cyr, 780, rue de Vernon, Local A, Gatineau, Quebec, J9J 3K5, for technical inspection services related to the installation of approximately 500 water meters in 2023, and 500 water meters in 2024 in businesses and industries throughout the city, as part of call for tenders 2022 SP 500 awarded by resolution number CE-2023-98 of February 8, 2023, for the reasons mentioned above. A new call for tenders will be launched. A treasurer's certificate was issued on February 26, 2024.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Comtech Solacom Technologies inc., 79, Wellington street West, suite 3000, Toronto, Ontario, M5K 1N2, for the supply and maintenance of a 911-PG call management system for a period of five years, for a total amount of $1,452,850.52 including taxes, all in accordance with the call for tenders documents and its bid submitted on December 11, 2023, as being the only bid received and compliant with the duly authorized evaluation grid. The contract could be renewed for a period of five years or for two additional one-year periods. The funds for this purpose will be taken from the following budget items:

Furthermore, the treasurer is authorized to provide the necessary sums in the budgets for the years 2025 to 2029 in order to follow up on this. A treasurer's certificate was issued on February 26, 2024.

CONSIDERING THAT section 573.3 (5) of the Loi sur les cités et villes does not apply to a contract whose object is a contract for the supply of media space;

CONSIDERING THAT the City of Gatineau must inform, raise awareness, prevent, and encourage behavioral changes among its population via various communication campaigns in response to the needs of all municipal services;

CONSIDERING THAT the Communication Policy identifies the Communications Department as the sole entity responsible for developing communication strategies, campaigns, and media placements for the City of Gatineau;

CONSIDERING THAT the budgets related to media purchases fall under the budgets of municipal services;

CONSIDERING THAT the sum related to media purchases can vary from one year to another depending on the strategies deployed, but represents significant financial commitments:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the Communications Department to proceed with the purchase of media placements necessary for the deployment of communication strategies related to the communication campaigns of the various municipal services or for any other need, all while taking into account prices, availability, and analyses of targeted results, and this, in the most relevant way to achieve the City's objectives, for an approximate total amount of $830,926 including taxes. A treasurer's certificate was issued on February 26, 2024.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• award a contract to the firm Avizo Experts-Conseils inc., 1994, rue Michelin, local 100, Laval, Quebec, H7L 5C2, for professional services offering consulting engineering services specialized in civil engineering for advisory services, concept development, coordination services, preparatory studies, preparation of plans, specifications and call for tenders documents as well as services during construction for the "Extension of Boulevard d'Europe" project for a total amount of $643,860.00 including taxes, in accordance with the call for tenders documents and its bid submitted on February 8, 2024, as being the bid that obtained the best score after evaluation by a selection committee, all in accordance with the authorized evaluation grid;

• authorize the firm Avizo Experts-Conseils inc. to submit any authorization request as well as all documents required relating to this work to the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs, and to present any commitment in connection with the authorization requests required for the "Extension of Boulevard d'Europe" project;

• authorize the firm Avizo Experts-Conseils inc. to submit any authorization request as well as all documents required relating to this work to the competent authorities in the matter, if the situation is made necessary, and to present any commitment in connection with the authorization requests required for the "Extension of Boulevard d'Europe" project;

• confirm its commitment to submit to the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs and to the authorities concerned, no later than 60 days after the end of the work or according to the prescribed deadlines, an attestation signed by an engineer or an authorized professional, as the case may be, regarding the compliance of the work with the authorizations granted.
