2025.02.19 – Regular meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, February 19, 2025, at 9:30 a.m.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Consortium Architecture49 + ProulxSavard, 1244, rue Sainte-Catherine Ouest, 3rd floor, Montréal, Québec, H3G 1P1, for the services of an architectural firm to plan and produce all documents necessary for its construction project of a new multifunctional complex, including a multi-level parking structure, and to ensure monitoring throughout its realization for a total amount of $3,220,209.45 including taxes, in accordance with the call for tenders documents and its bid submitted on January 29, 2025, as being the bid that obtained the best score after evaluation by a selection committee, all in accordance with the authorized evaluation grid.

The funds for this purpose will be taken from the following budget item:

CONSIDERING THAT this committee, by its resolution number CE-2016-447, awarded a contract to the firm Aréo-Feu Ltée., for the supply of individual and self-contained respiratory protection starting June 8, 2016, for a total amount of $1,212,842.26 including taxes; CONSIDERING THAT purchases of parts were higher than expected; CONSIDERING THAT under Règlement 816-2017 concerning the delegation of power from the executive committee to certain officials, including the power to authorize expenses and enter into contracts on behalf of the City of Gatineau, a resolution of the executive committee is necessary since the cumulative amount of additional fees exceeds the 10% limit provided for in the regulation or is greater than $250,000:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes: • an additional amount of $130,196.22 including taxes, to cover the amount of invoices to be paid under the contract for the supply of individual and self-contained respiratory protection equipment; • authorizes the treasurer to make transfers if necessary to follow up on the awarding of the contract.

The total cost of this adjusted contract represents a cumulative amount of $1,343,038.48 including taxes.

CONSIDERING THAT boulevard du Plateau was built and developed several years ago; CONSIDERING THAT according to the property index of the Land Registry Office of the Hull land registration division, it appears that the transfer of titles for a part of this boulevard was not carried out and that it still belongs to a joint-stock company; CONSIDERING THAT section 72 of the Loi sur les compétences municipales (Municipal Powers Act) allows a local municipality to become the owner of any thoroughfare open to public traffic for at least 10 years, when the formalities prescribed by law have been accomplished, which are: • The municipality adopts a resolution identifying the thoroughfare concerned, either by its cadastral designation when its footprint corresponds to that of one or more whole lots of the current cadastre, or, otherwise, by a technical description prepared by a land surveyor; • Where applicable, a copy of the technical description, certified by a land surveyor, is filed at the municipality's office; • The municipality publishes twice, in a newspaper distributed on its territory, a notice containing:

• the full text of this article;
• a summary description of the thoroughfare concerned;
• a declaration stating that the formalities provided for in paragraphs 1 and 2 have been accomplished; • No property tax has been levied by the municipality over the last 10 years; CONSIDERING THAT despite the procedures prescribed by section 72 of the Loi sur les compétences municipales, the City adopted Règlement 851-2023 on the procedures for publishing public notices under section 345.1 of the Loi sur les cités et villes (Cities and Towns Act), having precedence over the procedures prescribed by this same law or by any other laws, allowing the publication of the two notices on the City of Gatineau's website; CONSIDERING THAT the City of Gatineau deems it in the public interest to avail itself of this procedure to obtain a valid property title for this part of boulevard du Plateau:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee decrees that the City of Gatineau intends to avail itself of the procedure enacted in section 72 of the Loi sur les compétences municipales regarding the obtaining of the property title for lot 1 792 761 of the Quebec cadastre, Hull land registration division and, to this effect, recognizes the cadastral designation identifying the thoroughfare concerned. It is further resolved that this committee mandates the Clerk's Office to follow up on this and authorizes the Clerk or, in her absence, the Deputy Clerk or the Assistant Clerk to sign the declaration of ownership to be published at the Land Registry Office. CONSIDERING THAT the government of Canada has recently launched an active transportation fund where the maximum grant awarded to municipalities for a capital project can reach 60% of eligible expenses; CONSIDERING THAT several projects from the 2025-2028 cycling network master plan could be eligible for the Government of Canada's Active Transportation Fund; CONSIDERING THAT under Règlement 817-2016, any grant application for the benefit of the City that is greater than $250,000 requires the approval of the executive committee before being forwarded to the organization responsible for paying the grant:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee: • authorizes the Mobility Service to submit relevant grant applications to the government of Canada under the Active Transportation Fund; • confirms the City of Gatineau's commitment to pay its share of eligible and ineligible project costs and to pay the ongoing operating costs of these projects. • authorizes the Mayor or, in her absence, the Acting Mayor and the Clerk or, in her absence, the Deputy Clerk or the Assistant Clerk to sign the documents concerning this application. CONSIDERING THAT this committee, by its resolution number CE-2023-951, awarded a contract to the firm 130247 Canada inc. (Pavage Inter Cité), for section 1 of snow blowing along public roads for a period of one year, for an approximate total amount of $560,503.13 including taxes, and for section 2, to the firms 130247 Canada inc. (Pavage Inter Cité) and Gauvreau Terre de surface, for the non-urgent call-back list for a period of one year, for an approximate total amount of $149,467.50 including taxes; 0021354 CONSIDERING THAT this committee, by its resolution number CE-2024-342, authorized the Public Works Service to avail itself of the only optional period provided for in the contracts, section 1 for an approximate amount of $560,503.13 and section 2 for an approximate total amount of $149,467.50 taxes included, and subject to indexation, thus bringing the total approximate value of the contracts for section 1 to $1,121,006.26 and for section 2 to $298,935.00 including taxes and subject to indexation; CONSIDERING THAT additional snow blowing is necessary due to the number of precipitation events received in a very short period of time; CONSIDERING THAT under Règlement 816-2017 concerning the delegation of power from the executive committee to certain officials, including the power to authorize expenses and enter into contracts on behalf of the City of Gatineau, a resolution of the executive committee is necessary since the cumulative amount of additional fees exceeds the 10% limit provided for in the regulation or is greater than $250,000:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes an additional amount of $224,201.25 including taxes, for section 1, and an additional amount of $56,050.32 including taxes, for section 2, thus bringing the total approximate value of the contracts to: • Section 1: $1,345,207.51 taxes included; • Section 2: $354,985.32 taxes included.
