CONSIDERING THAT the land targeted by the request is occupied by the maison John-Hamilton, a cited heritage building which is governed by Règlement numéro 513-6-2020 citing the maison John-Hamilton as a heritage property, located at 771 Alexandre-Taché Boulevard;

CONSIDERING THAT the maison John-Hamilton possesses strong heritage interest due to its historical, architectural, artistic, and landscape value, in addition to its values of age, use, authenticity, and rarity;

CONSIDERING THAT this property is currently abandoned and is subject to acts of vandalism and intrusion;

CONSIDERING THAT the maison John-Hamilton will be entirely restored according to its original appearance;

CONSIDERING THAT the proposed expansion respects the insertion criteria of the citation bylaw by maintaining the integrity, legibility, and predominance of the original building from Alexandre-Taché Boulevard, through particular attention to the volumetry and materials used;

CONSIDERING THAT the project aiming to build 169 units must also be approved by the council under the Règlement relatif aux usages conditionnels numéro 506-2005;

CONSIDERING THAT the height of the building does not respect the maximum authorized in the zoning and that a PPCMOI (Specific Project for the Construction, Modification or Occupation of an Immovable) must be approved under the Règlement relatif aux projets particuliers de construction, de modification ou d’occupation d’un immeuble numéro 507-2005;

CONSIDERING THAT the work respects the objectives and criteria of Règlement numéro 513-6-2020 citing the heritage property maison John-Hamilton;

CONSIDERING THAT the existing main building, built before 1903, is identified in Appendix 6 of the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008 as a building of potential heritage interest, and that a notice of intent to authorize the demolition must be transmitted to the ministère de la Culture et des Communications, if the Committee authorizes the demolition, in response to a transitional measure applicable since April 1, 2021, targeting buildings built before 1940;

CONSIDERING THAT the building condition report filed in January 2024 reveals, in particular, a cracked and poorly insulated foundation, deteriorated exterior wall and roofing claddings, a perforated roof, and failing insulation and waterproofing causing water infiltration and dilapidated interior spaces;

CONSIDERING THAT the declared restoration costs are $175,000;

CONSIDERING THAT no complaint file regarding the deterioration of the neighborhood's quality of life targeting the building to be demolished is active;

CONSIDERING THAT the applicant has filed an assessment of the building's heritage value which gives it a low heritage value and that the SUDD (Urban Planning and Sustainable Development Service) is in agreement with this assessment;

CONSIDERING THAT the preliminary program for the reuse of the cleared land consists of building a two-story residential building with four units;

CONSIDERING THAT the construction project constituting the proposed reuse program for the cleared land must be approved by the council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, since it is located in the PIIA sector of insertion villageoise des Explorateurs, and that it could require minor variances to the Règlement de zonage numéro 532-2020;

CONSIDERING THAT the Demolition Review Committee may set the conditions necessary for the issuance of a demolition certificate;

CONSEQUENTLY, this Committee recommends that the Demolition Review Committee approve, under the Règlement visant à régir la démolition d'immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the detached single-family home located at 12 Metcalfe Street, conditionally upon:

  1. The approval of the construction project constituting the preliminary program for the reuse of the cleared land by the council under the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005 and the granting by the council of minor variances to the Règlement de zonage numéro 532-2020, if required;
