NOTICE OF MOTION is given by Councillor Steve Moran that he will propose, or that it will be proposed at a future council meeting, the adoption of Bylaw number 988-2025 authorizing an expenditure and a loan of $6,700,000 to finance the City of Gatineau's participation in the Programme d’habitation abordable Québec (PHAQ) – Stream 4 "Qualified Developers Initiative".

CONSIDERING THAT this council, by its resolution number CM-2024-809 of October 22, 2024, granted a financial contribution of $6,700,000 to the project located at 341-347, boulevard Saint-Joseph for the construction of 108 affordable housing units under the Capital pour TOIT - Fonds de solidarité FTQ program;

CONSIDERING THAT on April 17, 2025, the Société d'habitation du Québec (SHQ), through a letter signed by its President and CEO, informed the organization and the City that the project located at 341-347, boulevard Saint-Joseph has been selected and transferred to the Programme d’habitation abordable Québec (PHAQ) - Stream 4 "Qualified Developers Initiative";

CONSIDERING THAT, similar to the Fonds Capital pour TOIT program of the FTQ, the municipal contribution required by the SHQ under the PHAQ - Stream 4 for the project is $6,700,000;

CONSIDERING THAT the change of program has no impact on the amount of the municipal contribution or the scope of the project;

CONSIDERING THAT the City of Gatineau promotes the creation of quality affordable, social, and community housing that meets the needs of the population in order to ensure a balanced and diversified housing supply for all Gatineau residents:

IT IS PROPOSED BY COUNCILLOR MARC BUREAU, SECONDED BY COUNCILLOR STEVE MORAN, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2025-429 of June 3, 2025, this council:

• repeals resolution number CM-2024-809 of October 22, 2024; • grants a financial contribution of $6,700,000 for the realization of the affordable housing project located at 341-347, boulevard Saint-Joseph, under the SHQ's PHAQ - Stream 4 "Qualified Developers Initiative" program, subject to the following conditions: 1. receiving the final selection letter from the SHQ confirming its financial participation in the project; 2. the approval of a loan bylaw for which the $6,700,000 in funds will come from available balances released from the Investment Plans – Maintenance Stream of previous years as well as the 2024 investment plan earmarked for social housing; • authorizes the treasurer to perform the accounting entries required to give effect to this resolution; • authorizes the mayor, or in her absence the acting mayor, and the city clerk, or in her absence the deputy city clerk or assistant city clerk, to sign any document necessary to give full effect to this resolution.

A certificate from the treasurer was issued on June 1, 2025.
