Presentation – Outreach work initiatives for vulnerable seniors program

Michèle Osborne, Director General of the Centre Action Générations des Aînés Vallée-de-la-Lièvre (CAGAVL), leads the first part of the presentation and explains the context in which the various outreach workers operate. The importance for outreach workers to establish a relationship of trust with seniors is highlighted. Once this relationship is established, the goal is to link them with existing resources that meet their needs, and to promote reconciliation with family and friends when possible. Outreach workers must have the eyes of interveners to properly grasp the lived experience and needs of the senior, but they are not social workers. As examples, outreach workers help with making medical appointments, they organize weekly thematic meetings as well as other socialization activities, they help seniors complete administrative procedures and in their search for housing, etc. Outreach workers work in close collaboration with the CISSSO and also ensure the defense of their rights in general.

Exchange period

Questions are asked regarding the collaboration that exists between outreach workers and the health and social services network. It is highlighted on one hand that outreach workers have privileged access to the CISSSO to report certain problems experienced by seniors, but that, on the other hand, there are challenges linked in particular to staff turnover in the network. It must also be mentioned that sometimes, seniors who experience heavy problems refuse to collaborate with network interveners. But all in all, there is good collaboration between the CISSSO and the outreach workers, and the contribution of the latter for the home maintenance of seniors is recognized. We also wonder what the expected role of the City is regarding the ITMAV: it is actually, as much on the part of the elected officials as the administration, to make the initiative known and to be its spokesperson in our respective environments. We also talk about putting up posters aimed at making ITMAV services known in public places of the City such as libraries. This is already done in other places such as CLSCs, places of worship, etc.

Presentation – "Au fil du temps" podcast series by the Société Alzheimer Outaouais
The commission was presented with a podcast series that connects students with seniors living with neurocognitive disorders to share life stories. The project is funded by the Québec Amie des Aînés program and aims to value the lived experiences of seniors.

Anne Villeneuve, Director General of the Société Alzheimer Outaouais, leads this presentation. The "Au fil du temps" podcast series is subsidized by the Québec amie des aînés (QADA) program. The podcasts connect students and people living with a neurocognitive disorder, and the exchanges take place around a theme (religion, sport, reading, travel experiences, etc.). The life path of the affected people is addressed in a way that values this experience. There are video and audio versions.

Monique Guindon attended the meeting of the Association québécoise de défense des droits des personnes retraitées et préretraitées (AQDR), where the main subject discussed was access to health services.

Gisèle Bisson mentions that Dr. Morissette gave a lecture on Law 11 concerning medical aid in dying, and that this lecture is available online. On the side of the Société Alzheimer Outaouais, the programming of activities for winter 2025 is available online and in paper copy, and registrations are underway. Activities are planned on Law 11 with Dr. Morissette: training will be offered to interveners as well as a public lecture in January. It is important to properly accompany families in the end-of-life processes. A matching donation campaign is also underway. It is recalled that the holiday season is often difficult for bereaved people, especially when it is the first Christmas without the loved one. It is important to show our presence and to be particularly attentive.

A discussion was held regarding a meeting on caregiver health and the current lack of a centralized entry point for health services in the region.

Mr. Lessard attended a meeting yesterday organized by the AQDR and Action Santé Outaouais, which focused in particular on the health of caregivers. The absence of an entry point for health services and the lack of collaboration between organizations were highlighted.
