IT IS PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Kone inc., 3330, rue de Miniac, Saint-Laurent, Quebec, H4S 1Y4, for the modernization of four elevators at the Maison du citoyen, based on the lump-sum prices entered in the tender form for a total amount of $2,146,259.38 including taxes, all in compliance with the call for tenders documents and its bid submitted on April 23, 2026, as it is the lowest bid received and compliant. A treasurer's certificate was issued on May 22, 2026.

Implementation of a Pedestrian Crossing and Parking Signage Modifications - Rues du Barry and de Sillery - Touraine Electoral District - Tiffany-Lee Norris-Parent

IT IS PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee decree:

• The implementation of a pedestrian crossing on rue de Sillery at the north approach of the intersection with rue de Pierrefonds;
• Modifications to the parking signage on rues du Barry and de Sillery, file RS-25-249, as illustrated in plan number CRO-25-340 of April 21, 2026, in order to:

This resolution cancels or replaces any previous signage governing parking in the parking zone mentioned herein. The signage will be installed by the contractor as part of the Réfection du boulevard La Gappe et des rues de Sillery et du Barry project (Project 19-3015), according to the construction plans (G-2002-061-03) issued by the engineering firm CiTEK.

Tender 2025 SP 640 - Professional Consulting Engineering Services - Hydraulic Study of Ruisseau Moreau - Touraine, Pointe-Gatineau, Carrefour-de-l'Hôpital, and Versant Electoral Districts - Tiffany-Lee Norris Parent, Marc Carrière, Catherine Craig-St-Louis, and Luc Chénier

IT IS PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm JFSA Québec inc. located at 130-455, montée Paiement, Gatineau, Quebec, J8P 0B1, for professional consulting engineering services - Hydraulic study of Ruisseau Moreau, for an approximate amount of $310,531.38 including taxes, in compliance with the call for tenders documents and its bid submitted on March 16, 2026, as it is the bid that obtained the best score after evaluation by a selection committee, in accordance with the authorized evaluation grid. A treasurer's certificate was issued on May 22, 2026.

Temporary Modification to Parking Regulations for the Festival L'Outaouais en fête – June 19 to 24, 2026

CONSIDERING THAT activities will take place at parc des Cèdres as part of the Festival de l’Outaouais en fête;

CONSIDERING THAT the modification to parking regulations is necessary to ensure the safety of participants;

CONSIDERING THAT the width of certain streets and avenues in the parc des Cèdres sector is below average;

CONSIDERING THAT the costs related to road traffic modifications are covered in service according to the framework of the Programme de soutien aux grands événements via municipal council resolution number CM-2026-38 of January 20, 2026;

CONSIDERING THAT the Police Service ensures traffic control:

IT IS PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the temporary modification to parking regulations on various streets located near parc des Cèdres as part of the Festival de l’Outaouais en fête for the period of June 19 to 24, 2026, namely:

No parking at any time on both sides of the following streets:

• Rue du Couvent, between rues Dalhousie and Tiberius;
• Rue Prince-de-Galles;
• Rue Patrimoine, between rues Prince-de-Galles and Oscar-Guertin.

No parking at any time on one side of the following streets:

• Rue Metcalfe, between rue Harvey and its northern end, even side / East;
• Rue John, between rue Cathcart and its northern end, even side / East;
• Rue Harvey, between rues Front and Metcalfe, even side / South;
• Rue Cathcart, between rues Front and John, odd side / North;
• Rue Raoul-Roy, between rues Arthur-Croteau and Xavier (west intersection), odd side / South;

All according to plan M-2025-035-001 and the following conditions:

1. Respect the road signage standards of Quebec and the City of Gatineau regarding street closures;
2. Ensure an emergency lane at all times during the event.

The organization undertakes to provide the Events Office of the Arts, Culture and Letters Service, two weeks before the event, a general liability insurance certificate of $3,000,000 and also undertakes to release the City of Gatineau from any liability for damages to others that may result from the holding of the event and to designate the City of Gatineau as an additional insured on their liability insurance policy. The Public Works Department, Road Division, is authorized to proceed with the installation of the required regulatory signage, all as indicated on the signage plans produced by the Mobility Department.
