Regarding winter measures, the warming center in the Hull sector (Centre Robert-Guertin) will follow last year's model; psychosocial support will be available on-site. A needs assessment form is used to direct individuals to available spaces or services. Taxi transport to the Gatineau sector is available. The site has been reorganized to allow for the start of work on the Village Transition project, which is scheduled to open on December 20, 2024. New converted shipping containers can accommodate up to one hundred shelter spaces. A sanitary block offering showers and toilets will be erected on the site. An access road has been set up for emergency services. A call for tenders has been launched to ensure an organization provides security for the premises.
At parc Sanscartier in the Gatineau sector, the model will also be similar to last year, with the addition of a psychosocial worker to offer orientation services. The City is finalizing a management framework for makeshift camps, which will be presented shortly to all stakeholders and the municipal council. Le Gîte Ami is assuming responsibility for the operations of the Motel Montcalm. This will allow the mental health teams of the CISSSO to be more present in the field. Service offerings are also provided by la Soupière de l’Amitié in Gatineau as well as la Soupe populaire de Hull and the Centre Yolande-Duval in Hull. Mental health teams will be deployed to these locations to meet with clients. It is noted that, in general, interventions are coordinated by the CISSSO while issues of management and site security are the responsibility of the City.

The document Bilan 2023 et mise à jour 2024 Plan d’action intégré 2022-2026 – Familles, aînés et personnes handicapées is presented. Members received it before the meeting. The objectives of the presentation are to: report on the 2023 results of the Integrated Action Plan (PAI) — Families, Seniors, and Persons with Disabilities 2022-2026 and its 2024 update; obtain a recommendation from the CGVS for the tabling of the 2023 report and the 2024 update of the PAI.
Daniel Cayley-Daoust joins the meeting at 10:47 a.m. It is recalled that this plan was adopted by the municipal council in 2022. It includes four major action strategies: working well with the community; knowing well; informing well; and improving accessibility (this last strategy is divided into three components: municipal communications; public facilities and infrastructure; and events and activities). This action plan is supported by various municipal teams. It is indicated that the 2024 update focuses mainly on statistics since the plan, its strategies, and its actions remain the same and continue until 2026. The highlights are presented according to these major strategies and the specific objectives attached to them; the plan includes eight objectives and forty actions. Thus, of the forty actions listed, 67.5% of the actions are in progress and 32.5% are planned.
The presentation gives rise to the following comments, questions, or clarifications:
- Ms. Shauna-Louise Cameron is commended for the work accomplished.
- It is asked if there will be another edition of the meeting with seniors. It is specified that the City must evaluate the whole situation. Given the current context and new teams (new Citizen Interaction Service, Communications Service, and the SLSDC team), the process will need to be harmonized.
- It is specified that to date, there is no indication that any objectives or actions cannot be achieved.
Recommendation Considering that the City of Gatineau is subject to the Loi assurant l’exercice des droits des personnes handicapées en vue de leur intégration sociale, scolaire et professionnelle and that this law requires municipalities to produce an action plan and an annual report regarding persons with disabilities; Considering that the annual update process has made it possible to note that the measures proposed for 2024 can be renewed as is; Considering that the Commission Gatineau, Ville en santé, committed in its 2022-2023 Work Plan to review the annual report;
CGVS-2024-05 The Commission Gatineau, Ville en santé recommends to the municipal council:
- to accept the tabling of the 2023 report and the 2024 update of the Plan d’action intégré 2022-2026 — Familles, aînés et personnes handicapées.
