Presentation

The presentation aims to inform members about current conditions regarding the spring freshet and the state of preparedness of the Organisation municipale de sécurité civile (OMSC - Municipal Civil Security Organization). The main hydrological indicators, observed conditions, as well as the risk level associated with the 2026 spring freshet are presented. The presentation concludes with an overview of the continuous improvements made to preparation and interventions, as well as a reminder of the important stages of spring freshets in the region.

Discussion

Following the presentation, questions are raised regarding the current situation compared to previous years. It is indicated that the indicators observed to date are favorable, while specifying that it is premature to draw definitive conclusions since the freshet has not yet begun and future weather conditions remain decisive. A member positively highlights the improvements made by the City in terms of flood preparation and management. Comments are also made regarding the territorial coverage of sandbag distribution sites, particularly for certain sectors, and it is suggested to continue the reflection on this subject later.

Presentation

Members are briefed on the content of the 2023-2026 action plan, which was developed and implemented in collaboration with various community partners. This plan includes 12 axes, 17 objectives, and 73 actions. Actions considered successes, as well as areas for improvement, are presented. The results of the actions are presented according to the 12 axes of the plan. The presentation concludes with the planned next steps, namely the development of the next 2026-2029 plan, including future actions and the prioritization of clienteles focused on prevention.

Members ask clarifying questions. The discussions focus in particular on the actions that have yielded positive results, the areas for improvement identified, and the orientations to be prioritized for the next 2026-2029 action plan, including the importance given to prevention and the prioritization of clienteles. In short, the work carried out by the Police Service is commended.
