2024.08.28 – Regular meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, August 28, 2024, at 9:32 a.m.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Pavage GIP (GIP Paving inc.), 636, chemin Klock, Gatineau, Quebec, J9J 3G9, for the reconstruction of Chemin Perry, between Chemin Eardley and Chemin Pink over an approximate length of 2,570 m, based on the unit and lump-sum prices entered in the bid form for an approximate amount of $1,426,770.72 including taxes, all in accordance with the call for tenders documents and its bid submitted on July 17, 2024, as being the lowest bid received and compliant. A treasurer's certificate was issued on August 23, 2024.

CONSIDERING THAT the ministère des Transports et de la Mobilité durable (MTMD) must carry out pavement repair work on Autoroute Guy-Lafleur East and West between rue Saint-Louis and boulevard de La Vérendrye (phase 1) as well as between montée Mineault and chemin Findlay (phase 2);

CONSIDERING THAT the work for the first phase has been postponed. The MTMD requests an extension of the derogation granted by resolution number CE-2024-522;

CONSIDERING THAT the work will extend until October 25, 2024;

CONSIDERING THAT there will be a closure of one direction depending on the phases with a detour route;

CONSIDERING THAT during the pavement repair work, traffic on this section would be greatly affected if carried out during the day;

CONSIDERING THAT the Ministry wishes to carry out the work at night (from 7 p.m. to 7 a.m. Monday to Friday) and on weekends (Friday 7 p.m. to Monday 5 a.m.), all to minimize impacts on traffic;

CONSIDERING THAT Article 7 of Règlement numéro 44-2003 concerning noise on the territory of the City of Gatineau stipulates that work carried out outside permitted hours, i.e., Monday to Saturday between 7 a.m. and 9 p.m., must be authorized by the executive committee if a building used for accommodation is located less than 150 m from the work;

CONSIDERING THAT the work will be carried out outside the periods permitted by Règlement numéro 44-2003;

CONSIDERING THAT a limited number of residences will potentially be affected:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• authorize an extension of the derogation to Règlement numéro 44-2003 concerning noise on the territory of the City of Gatineau to authorize the ministère des Transports et de la Mobilité durable to carry out pavement repair work on Autoroute Guy-Lafleur East and West between rue Saint-Louis and boulevard de La Vérendrye (phase 1) as well as between montée Mineault and chemin Findlay (phase 2) until October 25, 2024, outside permitted hours;

• request that the ministère des Transports et de la Mobilité durable publish press releases to the public and notify the Service des infrastructures et des projets of the exact schedule of the work, at least five working days before carrying it out.

CONSIDERING THAT the ministère des Transports et de la Mobilité durable (MTMD) must carry out pavement repair work on boulevard des Allumettières from 1000 m west of boulevard des Grives to the intersection with autoroute Guy-Lafleur;

CONSIDERING THAT the work began with a few weeks of delay, the MTMD requests an extension of the derogation granted by resolution number CE-2024-522;

CONSIDERING THAT the work will extend until December 15, 2024;

CONSIDERING THAT there will be a closure of one direction depending on the phases and traffic diversion in the opposite direction;

CONSIDERING THAT during the paving work, traffic on this section would be greatly affected if carried out during the day;

CONSIDERING THAT at least one lane will be maintained in each direction on the open roadway by diverting one lane onto the opposite direction roadway which is not obstructed;

CONSIDERING THAT the Ministry wishes to carry out the work at night (from 7 p.m. to 7 a.m. Monday to Friday) and on weekends (Friday 7 p.m. to Monday 5 a.m.), all to minimize impacts on traffic;

• request that the ministère des Transports et de la Mobilité durable publish press releases to the public and notify the Service des infrastructures et des projets of the exact schedule of the work, at least five working days before carrying it out.

CONSIDERING THAT the City of Gatineau is the owner of the building located at 211, rue Montcalm, Gatineau, Quebec, bearing the name of the La Fonderie building, and has the power to lend or operate or authorize the operation thereof;

CONSIDERING THAT Gestion ARSO has operated and managed the spaces located on the second floor of the building in the past and thus possesses experience in the management of the building;

CONSIDERING THAT the memorandum of understanding signed in 2004 with Gestion ARSO was terminated by written notice on January 29, 2021, after 17 years of operation to allow for decontamination work on the building;

CONSIDERING THAT the City wishes to re-establish an agreement with Gestion ARSO for the loan of a portion of the building and the management of the sports fields of La Fonderie:

PROPOSED AND RESOLVED THAT this committee:

• authorize the awarding of the contract to the organization Gestion ARSO for the management of the sports facilities of La Fonderie starting September 1, 2024, for a period of five years.

• authorize the mayor or in her absence the acting mayor and the clerk or in her absence the deputy clerk or the assistant clerk to sign the protocol concerning the loan and management of the sports facilities of the La Fonderie building.

Councillor Edmond Leclerc votes against this project.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Polane inc., 621, rue Vernon, Gatineau, Quebec, J9J 3K4, for the redevelopment of the skateboard park and the ice rink/basketball court at Parc René-Lévesque, based on the unit and lump-sum prices entered in the bid form for an approximate amount of $440,815.28 including taxes, all in accordance with the call for tenders documents and its bid submitted on July 8, 2024, as being the lowest bid received and compliant. A treasurer's certificate was issued on August 26, 2024.
