2024.11.20 – Ordinary meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, November 20, 2024, at 9:33 a.m.

Authorization of an additional amount - Tender 2023 SP 006 - Traffic maintenance and work signage - Public Works Department

CONSIDERING THAT this committee, by its resolution number CE-2023-277 of April 5, 2023, awarded a contract to the firm Signalisation GardaWorld SENC, for traffic maintenance and work signage services, mainly for short and long-term work, in urban or non-urban environments, for construction sites and/or road incidents, for an approximate amount of $1,018,760.02 for two years including taxes;

CONSIDERING THAT Article 7 of the Special Specifications mentions that the quantities indicated in the tender form are provided for information purposes only and may vary upwards or downwards according to the actual needs of the City during the contract;

CONSIDERING THAT under Règlement 816-2017 concerning the delegation of power from the executive committee to certain officials, including the power to authorize expenditures and enter into contracts on behalf of the City of Gatineau, a resolution of the executive committee is necessary since the adjustment amount exceeds the limit provided for in the bylaw:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes an additional amount of $400,000 including taxes, to the firm Signalisation GardaWorld SENC, based on the unit prices appearing in the tender form, all in compliance with the tender documents 2023 SP 006. The revised total cost of the contract, following this adjustment, represents an amount of $1,418,760.02 including taxes. Funds for this purpose will be taken from various budget items, up to the limit of available funds. A treasurer's certificate was issued on November 15, 2024.

Optional period - Tender 2022 SP 347 - Maintenance of snow depots - Public Works Department

CONSIDERING THAT the following firms were awarded contracts:

CONSIDERING THAT the Public Works Department wishes to avail itself of the first optional period provided for in the contract:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes the management of the Public Works Department to avail itself of the first optional period provided for in the contract, all in compliance with the tender documents and the bids submitted on September 9, 2022. Funds for this purpose will be taken from the following budget items, up to the limit of budgetary availability:

The treasurer is authorized to provide in the 2025 budget the sums necessary to follow up on this. A treasurer's certificate was issued on November 15, 2024, conditional upon the adoption of the 2025 budget.

Tender 2024 SP 425 - Purchase of hot-mix asphalt - Public Works Department

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract:

• to the firm DJL Construction inc., 960, chemin Edelweiss, Wakefield, Quebec, J0X 3G0, for the supply of hot-mix asphalt for section 1 (winter), for a period of two years, all in compliance with the tender documents and its bid submitted on September 24, 2024, and according to the attached price table, and this, in the most advantageous way for the City;

• to the firms DJL Construction inc., 960, chemin Edelweiss, Wakefield, Quebec, J0X 3G0, and Pavage GIP inc., 636, chemin Klock, Gatineau, Quebec, J9J 3G9, for the supply of hot-mix asphalt for section 2 (summer), for a period of two years, all in compliance with the tender documents and their respective bids submitted on September 24, 2024, and according to the attached price table, and this, in the most advantageous way for the City.

During procurement, the Public Works Department must take into account the following points:

• Sectors to be served; • Distance from the plant; • Transportation costs; • Waiting time; • Traffic peak hours; • Prices submitted.

Furthermore, this committee authorizes the Public Works Department to proceed with the purchase of hot-mix asphalt beyond the quantities listed in the Tender Form, according to actual needs, up to the limit of available funds. After the first year of the contract, unit prices will be revised annually, all based on the Consumer Price Index of Statistique Canada and monthly according to the variation in the price of bitumen. The contract could be renewed for an additional one-year period. Funds for this purpose will be taken from the relevant budget items, up to the limit of available funds. The treasurer is authorized to provide the necessary sums in the 2025 and 2026 budgets to follow up on this. A treasurer's certificate was issued on November 15, 2024, conditional upon the adoption of the 2025 budget.

Temporary modification to parking and traffic regulations for 'Noël dans le Vieux-Aylmer' - November 29 to December 8, 2024

CONSIDERING THAT the parade will take place on Rue Principale on Saturday, November 30, 2024, between the marina and the Galeries d’Aylmer as part of the 'Noël dans le Vieux-Aylmer' festivities;

CONSIDERING THAT the Christmas market will take place at La Basoche and on surrounding streets on the weekends of November 29 and 30, December 1, and December 6 to 8, 2024;

CONSIDERING THAT a Christmas tree lighting will take place near Rue Principale and that this could generate significant traffic;

CONSIDERING THAT the closure of the street to automobile traffic is necessary to allow the parade to pass safely;

CONSIDERING THAT the modification to parking regulations is necessary to ensure the safety of participants and to ensure the fluidity of vehicles;

CONSIDERING THAT the Police Service ensures traffic control;

CONSIDERING THAT the costs related to road traffic modifications (except for the lighting) are covered in service according to the framework of the Major Events Support Program via resolution number CM-2024-454 of June 11, 2024:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes the closure to automobile traffic as well as a temporary modification to parking regulations on certain streets as part of the 'Noël dans le Vieux-Aylmer' event during the following days of November and December 2024, namely:

• Prohibition of automobile traffic for the parade on Saturday, November 30, 2024, between 5 p.m. and 9 p.m. on the following streets: o Rue Principale, between address 1 and Rue de Bordeaux; o Boulevard Wilfrid-Lavigne, between Rue Principale and Rue North; o Rue LeGuerrier, between Boulevard Wilfrid-Lavigne and Rue John-Egan; o Rue Front, between Rue Symmes and Rue Principale; o Rue Prince-de-Galles, between Rue du Patrimoine and Rue Principale.

• Prohibition of automobile traffic except for residents outside the market's operating hours from Wednesday, November 27, 8 a.m. to Monday, December 9, 9 p.m. on the following streets: o Rue Broad, between Rue Principale and Rue Patrimoine; o Rue Park, between Rue Principale and Rue Patrimoine.

• Prohibition of automobile traffic for the lighting on Friday, November 29, between 5:30 p.m. and 8:30 p.m. on the following street: o Rue Principale between Rue Dozois and Rue Dalhousie.

• Parking prohibited for the parade on Saturday, November 30, between 4 p.m. and 9 p.m. on both sides of the following streets: o Principale, between the marina and Boulevard Wilfrid-Lavigne; o Du Couvent, between Rue Front and Chemin Eardley.

• Parking prohibited for the parade on Saturday, November 30, between 4 p.m. and 9 p.m. on one of the two sides of the following streets: o Patrimoine (odd/north side) along its entire length; o Symmes (odd/north side), between Rue Tiberius and Rue Front; o Court (odd/west side), between Rue Patrimoine and Rue Principale; o Court (even/east side), between Rue Symmes and Chemin Eardley; o LeGuerrier (odd/north side), between Boulevard Wilfrid-Lavigne and Rue John-Egan.

• Parking prohibited for the market from Wednesday, November 27, 8 a.m. to Monday, December 9, at 4 p.m. on one of the two sides of the following streets: o Rue Park (odd/west side), between Rue Principale and Rue Patrimoine; o Rue Broad (even/east side), between Rue Principale and Rue Patrimoine.

• Parking prohibited for the tree lighting on Friday, November 29, on one of the two sides of the following street: o Rue Principale (odd/north side), in front of numbers 53 and 55.

All according to plans CRO-22-477 and G06-144-01 and under the following conditions:

• Respect the road signage standards of Quebec and the City of Gatineau regarding street closures; • Ensure an emergency lane at all times during the event; • The organization undertakes to provide the Events Office of the Arts, Culture and Letters Department, 30 days before the event, a general liability insurance certificate in the amount of $3,000,000 and also undertakes to release the City of Gatineau from any liability for damages to others that may result from the holding of the event and designate the City of Gatineau as an additional insured on their liability insurance policy.

The Public Works Department (Road Division) is authorized to proceed with the installation of the required regulatory signage, all as indicated in the signage plans produced by the Mobility Department.

Tender 2024 SP 407 - Purchase, maintenance, and training for extrication tools - Fire Safety Department

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Boivin & Gauvin inc., 4655, rue Charles-Malhiot, Trois-Rivières, Quebec, G9B 0V4, for the purchase, maintenance, and training of extrication tools for a period of 10 years, for a total approximate amount of $1,456,558.49 including taxes, all in compliance with the tender documents and its bid submitted on October 7, 2024, and this, as the only bid received and compliant. After the first year of the contract, unit prices will be revised annually, all based on the Consumer Price Index of Statistique Canada. Funds will be taken from the following budget items:

The treasurer is authorized to provide the necessary sums in the budgets for the years 2025 to 2034 to follow up on this. A treasurer's certificate was issued on November 15, 2024.

Tender 2024 SP 256 - Group purchasing with the Union des municipalités du Québec (UMQ) - Supply and delivery of bulk fuel - Three-year firm contract

CONSIDERING THAT the City of Gatineau has received a proposal from the Union des municipalités du Québec (UMQ) to set up, in its name and in the name of several other interested municipal organizations, a group purchasing initiative aimed at publishing a public call for tenders for the bulk supply of different types of fuel (gasoline, diesel, and heating oil);

CONSIDERING THAT Articles 29.9.1 of the Loi sur les cités et villes and 14.7.1 of the Code municipal:

• allow a municipal organization to enter into an agreement with the UMQ for the purpose of purchasing equipment; • specify that the rules for awarding contracts by a municipality apply to contracts awarded under this article and that the UMQ undertakes to respect these rules; • specify that this contractual process is subject to the UMQ's Contract Management Policy for its group agreements adopted by the UMQ's board of directors;

CONSIDERING THAT the City of Gatineau wishes to participate in this group purchasing initiative to procure the different types of fuel (gasoline, diesel, and heating oil) in the quantities necessary for its activities and according to the rules established in the tender document prepared by the UMQ:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• confirms its adherence to the group purchasing initiative set up by the UMQ for the period from April 1, 2025, to March 31, 2028, and entrusts the UMQ with the tender process leading to the awarding of group purchasing contracts for the different types of fuel necessary for the activities of the City of Gatineau; • accepts a three-year contract; • undertakes to complete for the UMQ, within the set deadlines, the registration form that it will provide and which will aim to determine the annual quantities of the various types of fuel that it expects to need; • undertakes to respect the terms and conditions of the contract as if the City had contracted directly with the supplier to whom the contract will be awarded; • undertakes to pay the UMQ management fees based on the quantities of fuel required by our municipal organization. It is understood that the UMQ: o will invoice participants quarterly for management fees of $0.0055/liter purchased from UMQ member organizations and $0.0100/liter purchased from non-members of the UMQ; o may invoice participants with very low volumes minimum management fees of $200.00 (per year).

In addition, it is understood that the preamble is an integral part of this document as if recited in full. The treasurer is authorized to provide in the 2025 to 2028 budgets the amounts necessary to follow up on this. Funds for this purpose will be taken from various budget items of the departments concerned, up to the limit of budgetary availability. A treasurer's certificate was issued on November 15, 2024, conditional upon the adoption of the 2025 budget.

Negotiation mandate for the renewal of the collective agreement between the City of Gatineau and the Syndicat des cols bleus de Gatineau - CSN

CONSIDERING THAT the collective agreement for blue-collar workers expires on December 31, 2024;

CONSIDERING THAT it is required to proceed with its renewal under the Loi concernant le régime de négociation des conventions collectives et de règlement des différends dans le secteur municipal;

CONSIDERING THAT it is required to grant a negotiation mandate to the employer's negotiating committee in order to begin talks with the Union:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee mandates the administration to negotiate the terms of the next collective agreement to be entered into between the City of Gatineau and the Syndicat des cols bleus de Gatineau – CSN according to recommendation CE-RH-2024-010.
