PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm 9363-9888 Québec inc. (Sanivac), 100, rue Huot, Notre-Dame-de-l’Île-Perrot, Quebec, J7W 1M4, for the rental of portable toilets for a period of three years, for an approximate total amount of $294,549.40 including taxes, all in accordance with the call for tender documents and its bid submitted on March 24, 2025, as being the lowest compliant bid received.

After the first year of the contract, unit prices will be revised annually, based on the Statistics Canada Consumer Price Index. The contract could be renewed for two additional one-year periods, which would bring the total value of the contract to $490,915.67 including taxes. Funds will be taken from the relevant budget items. The treasurer is authorized to make transfers if necessary to give effect to the awarding of the contract. Furthermore, the treasurer is authorized to provide for the necessary sums in the budgets for the years 2025 to 2030 to give effect to this resolution. 0021527 A treasurer's certificate was issued on May 5, 2025.

CONSIDERING the funding requests submitted by non-profit organizations and educational institutions for various events;

CONSIDERING THAT councillors wish to subsidize these projects from the funds available under municipal policy PO-035 "Use of support budgets for organizations and neighborhood development by council members":

CONSIDERING THAT the City of Laval has developed a technological solution for the management of municipal elections for which it holds the intellectual property;

CONSIDERING THAT the City of Gatineau wishes to obtain license rights for the use of the results entry module of Laval's technological solution for its election management software;

CONSIDERING THAT the City of Laval will provide Gatineau with access to the tools and modules of the Municipal Election Management Solution developed by Laval, among other things, that no support service for the implementation of the Solution, nor any technical or functional support service and no updates to the Solution will be offered by the City of Laval:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council authorize:

• the signing of the partnership memorandum of understanding to be entered into between the City of Laval and the City of Gatineau for the use of the Solution for the management of municipal elections;

• the mayor or in her absence the acting mayor and the city clerk or in her absence the deputy city clerk or the assistant city clerk to sign the memorandum of understanding attached hereto as well as any other document to give it full effect.

This recommendation of the Executive Committee comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT the collective agreement for the aquatic sector employees of the City of Gatineau – SCFP – Local 4881 expired on April 6, 2023;

CONSIDERING THAT the collective agreement for casual employees – SCFP – Local 5104 expired on December 31, 2024;

CONSIDERING THAT the Parties wish to negotiate a joint collective agreement covering the union certifications representing the casual employees (SCFP 5104) and the aquatic sector employees (SCFP 4881) of the City of Gatineau in order to formalize the terms provided for in the letter of agreement ENT-OCC-2025-001;

CONSIDERING THAT it is required to proceed with the renewal of the collective agreements concerned under the Loi concernant le régime de négociation des conventions collectives et de règlement des différends dans le secteur municipal;

CONSIDERING THAT it is required to grant a negotiation mandate to the employer's negotiation committee in order to begin talks with the Unions:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee mandate the administration to negotiate the terms of a joint collective agreement for the aquatic and casual unions with their authorized representatives of the Syndicat canadien de la fonction publique – Locals 5104 and 4881 according to recommendation CE-RH-2025-005.

CONSIDERING THAT the parties concluded an agreement for the loan of police services from the Service de police de la Ville de Gatineau to the Sûreté du Québec assigned to the Escouade régionale mixte de l'Outaouais, for the period from April 1, 2021, to March 31, 2025, hereinafter called "the 2021-2025 agreement", (CM-2021-393);

CONSIDERING THAT article 19 of the 2021-2025 agreement provides that despite the date of its signing by the parties, this agreement is effective from April 1, 2021, to March 31, 2025;

CONSIDERING THAT article 12 of the 2021-2025 agreement provides that any modification to its content must be the subject of a new written agreement by the parties;

CONSIDERING THAT the parties agree to modify this agreement in order to extend it for an additional period of one year, i.e., from April 1, 2025, to March 31, 2026:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council authorize the director of the Police Service to sign amendment number 2 of the memorandum of understanding between the City of Gatineau and the Sûreté du Québec in order to extend the participation of three police officers in the Escouade régionale mixte de l'Outaouais by one year.
