Adoption of the 2027 funding for the Investment Plan - Maintenance Component 2026, 2027, and 2028
WHEREAS the Investment Plan - Infrastructure Maintenance Component was prepared over five years and its adoption is over three years, as specified in Article 473 of the Loi sur les cités et villes;
WHEREAS during the budget study which took place from December 1 to 5, 2025, the Investment Plan – Maintenance Component 2026-2030 was studied by the municipal council;
WHEREAS on December 18, 2025, the municipal council adopted, by resolution CM-2025-795, the Investment Plan – Infrastructure Maintenance Component of the City of Gatineau for the years 2026, 2027, and 2028, including only the funding for the year 2026;
WHEREAS the municipal council wishes to review the approach for adopting the funding of the Investment Plan – Infrastructure Maintenance Component to allow for better flexibility for the launch of calls for tenders;
WHEREAS the municipal administration presented to the plenary committee on April 7, 2026, funding options for the Investment Plan – Maintenance Component, and the chosen option allows for the adoption of the 2027 funding in 2026 for use starting January 1, 2027:

• to draw the necessary sums starting January 1, 2027, from the various funds listed (cash payments, funds dedicated to infrastructure – Cash, park funds, working capital, and lifecycle reserve) and according to the maximum provided in the funding table above;
• to perform the accounting entries to give effect to this.

Authorization to sign a financial assistance agreement under the Flood Resilience and Adaptation Program (PRAFI) - Burke Creek Master Plan (3000156) - Masson-Angers Electoral District - Michael Korhonen
WHEREAS the 2021-2025 municipal council program commits to structuring its interventions around a scientific and ambitious approach to climate change adaptation and greenhouse gas emission reduction;
WHEREAS the City adopted Phase 1 of its Climate Plan via resolution CM-2021-765 on October 5, 2021;
WHEREAS within the framework of this plan, the City of Gatineau aims to reduce its climate vulnerabilities, particularly regarding torrential rains and extreme heat;
WHEREAS the 2023 budget, adopted by resolution CM-2022-810 on December 6, 2023, provides $1.2 million for the implementation of actions related to the climate plan;
WHEREAS the Government of Quebec has established a financial assistance program, the Flood Resilience and Adaptation Program (Programme de résilience et d’adaptation face aux inondations - PRAFI);
WHEREAS the PRAFI is a measure of the ministère des Affaires municipales et de l’Habitation (MAMH) implemented as part of the territory protection plan following the 2017-2019 floods, which also aims to address the consequences of climate change;
WHEREAS the PRAFI program aims to financially assist Quebec municipalities in carrying out work or studies to, among other things, increase the resilience of communities and ecosystems in the face of intensifying risks due to climate change;
WHEREAS the City is planning studies on Burke Creek that fit into the resilient development component of the PRAFI program, specifically: 1) sustainable management of rainwater and runoff, and 2) creation of freedom space for watercourses;
WHEREAS the council, by resolution CM-2023-984 on December 5, 2023, authorized the submission of a financial assistance application to the PRAFI program;
WHEREAS the City submitted the Burke Creek watershed study project to the PRAFI program and it was selected;
WHEREAS the City received the letter of promise of financial assistance signed by the Minister on February 12, 2026, stipulating that the Burke Creek watershed study project is eligible for financial assistance of $188,332;
WHEREAS it is required to transmit to the ministère des Affaires municipales et de l’Habitation a council resolution authorizing the signing of the financial assistance agreement between the Minister of Municipal Affairs and the City of Gatineau:
PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council authorize the Mayor, or in her absence the Acting Mayor, and the City Clerk, or in her absence the Deputy City Clerk or Assistant City Clerk, to sign the financial assistance agreement between the Minister of Municipal Affairs and the City of Gatineau, if applicable. 2026-2030 Agreement between the City of Gatineau and the Université du Québec en Outaouais for the funding of the UQO Gallery
WHEREAS on August 28, 2025, the Service des arts, de la culture et des lettres (SACL) launched the call for applications for the Cultural Organization Support Program (Programme de soutien aux organismes culturels - PSOC), which offers multi-year support to professional organizations under certain conditions;
WHEREAS on January 20, 2026, the council adopted the recommendations regarding the PSOC, in which financial support of $47,500 for 2026 is reserved for the Galerie de l’Université du Québec en Outaouais (UQO) (CM-2026-40);
WHEREAS the UQO and the City of Gatineau have a structuring partnership, solidified by collaboration agreements, and wish to expand it to culture, notably through multi-year support for the UQO Gallery that respects the conditions for this purpose within the framework of the PSOC;
WHEREAS in January 2026, the UQO rectorate and the General Management of the City of Gatineau, in concert with the SACL, agreed to submit to the municipal council a draft agreement providing financial support to the UQO Gallery as part of an agreement for the years 2026 to 2030 inclusive;
WHEREAS the PSOC expert committee positions the UQO Gallery as a leader in the visual arts sector and an essential player in cultural development, and recognizes its contribution to the reach and positioning of culture in Gatineau;
WHEREAS the UQO Gallery contributes to the Cultural Policy in these four areas: cultural discoverability, new practices and innovation, compliance with exhibition standards, and development of the next generation and emerging artists and diversity:
PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council:
• accept the multi-year agreement between the City of Gatineau and the UQO which provides for an annual contribution of $47,500 intended for the UQO Gallery for the years 2026 to 2030 inclusive, for a total of $237,500;
• authorize the Mayor, or in her absence the Acting Mayor, and the City Clerk, or in her absence the Deputy City Clerk or Assistant City Clerk, to sign the 2026-2030 multi-year agreement and any amendment to the agreement with the UQO;
• authorize the Treasurer to pay the financial assistance for the UQO Gallery according to the clauses and conditions stipulated in the memorandum of understanding and upon presentation of supporting documents prepared by the Service des arts, de la culture et des lettres;
• authorize the Treasurer to provide the necessary funds in the budgets for the years 2027 to 2030.
