4.2 Presentation by the Recreation, Sports and Community Development Department on the Building Safer Communities Fund
The Building Safer Communities Fund is presented by El Mustapha Bahri, Community Development Coordinator at the SLSDC (Recreation, Sports and Community Development Department).
The presentation aims to inform members of the process for developing tailored and ad-hoc action plans for the Action Strategy to Counter Youth Violence; the assessment of the tailored and ad-hoc action plan. This offensive stems from a financial agreement between the federal government and the ministère de la Sécurité publique du Québec (MSP) supporting the ten largest cities in Quebec (2023-2026) in their actions to counter these scourges. $2.5 million has been granted to the City of Gatineau.
Crime and violence prevention among youth aged 7 to 35 is the flagship orientation for developing an action plan for Gatineau. The development of this plan has been entrusted to the SLSDC as well as the Service de police de la Ville de Gatineau (SPVG). The CGVS has the responsibility to ensure oversight of this project.
An overview is provided on priority issues regarding community safety in the country. The root causes, risk factors, and protective factors of youth violence are also addressed. gatineau.ca
The municipal strategy to build safer communities includes:
- Tailored action plans: Long-term mobilized interventions aimed at resolving or preventing violence issues. This type of plan is deployed in three police sectors.
- Ad-hoc action plan: Rapid intervention in emerging and concerning situations to prevent violence. This type of plan is deployed across the entire territory.
Three police sectors have been chosen: Mont-Bleu/Hautes-Plaines/Mutchmore (# 5); Notre-Dame (# 12); Pointe-Gatineau/Fournier (# 10).
The assessment of the action plans is presented as well as the results obtained to date. The next steps are established as follows:
Tailored action plan
- Continue the consultative process in the two sectors 10 and 5;
- Develop two tailored action plans;
- Spring 2025: Start of the implementation of actions in sectors 10 and 5;
- Continue the implementation, monitoring, and evaluation of the action plans in sectors 10, 5, and 12.
Ad-hoc action plan
- Identify at-risk parks;
- Respond to emerging and concerning situations;
- Continue short-term interventions with lower deployment to prevent violence.

The next Youth Summit will take place on April 25 and will be followed by the Tête d’allumette improvisation tournament led by Dimension sportive et culturelle.
The assessment of the first action plan of the Municipal Youth Action Strategy was conducted with members of the Commission, school stakeholders, the inter-service committee, and the accomplice committee (external partners). The presentation of the assessment is carried out by intervention axis; it results that many efforts are still to be made so that the objectives can be reached. Despite beautiful actions put in place like Adogatineau.ca, the pandemic, and the teachers' strike, among others, have considerably slowed down the mobilization of young people and youth bodies in the realization of the actions. The assessment will make it possible to lay the foundations for the consultation that will be done during the Youth Summit to define the next actions to be included in the 2026-2029 action plan.

Opening remarks: The co-chairs announce that the hiring process for the replacement of the Youth Commission agent is complete and that Roxanne Portelance has obtained the position of Community Development Coordinator. It is also mentioned that an additional workload capacity has been granted. An additional workload capacity allows for the hiring of another resource when it is deemed that there is a surplus of work for a given period. In the case of the commission, considering that the council has authorized a transitional year to finalize the action plan, we can therefore hire another person for one year who will come to assist Roxanne.

5.1 Review of the student council networking day
Recall that the networking day for the student council network is an action of the Municipal Youth Action Strategy whose objective is to set up an inter-school network allowing young people to unite their strength and have a greater social impact by sharing their knowledge and having citizenship training. Five high schools participate in this network and the networking day constituted a first major gathering. More than 25 students were present as well as 5 members of the commission. gatineau.ca
Here is an overview of the day:
- "When student councils change the world", hosted by the Laboratoire de formation populaire.
- "World Café", where they worked on a common project, the "Youth Guide for Community Organizations". The goal being to give tips on how to adapt activities organized by organizations to the needs of adolescents and on how to encourage them to participate.
- "Kahoot activity on the integration of municipal policies", with questions on the habits of young people regarding leisure and activities, but also on their needs and expectations regarding the City's offer.

5.2 Review of the school tour
"La Ville débarque dans ton école" (The City arrives at your school) is a tour of municipal services in high schools to promote the youth service offer, do recruitment for the youth commission, and for jobs available to young people such as day camp animation. Due to the snowstorm, the visit to St-Alexandre and Nouvelles-Frontières was canceled and will be postponed to a later date.

6. Educational block: On se jase-là!, highlighting School Perseverance Week
Caroline St-Georges and Josiane Lapointe from the TEO. A game is proposed to members to highlight School Perseverance Day. The game is explained to the young people, which consists of 40 cards of different colors and subjects: red (icebreaker), green (tie your toque), yellow (it's not a piece of cake), and purple (don't give up). In conclusion to this activity, the objective of the game is to know who you are becoming; it allows you to look at what is happening through your school path, also allows you to move forward, and allows you to set goals by seeing our dreams.
