The process initiated in December 2023 is recalled. The objective is to reach a consensus on: 1. Identifying the elements to include in the 2024-2025 work plan; 2. Considering emerging issues; 3. Recommending the 2024-2025 work plan. To do this, a look is taken at the progress of files, their importance, and the roles played by the Commission, and if any follow-ups remain to be done regarding them. This process serves to identify what could be renewed over the next two years. A proposal, submitted on the spot, is reviewed. It consists of five files and five objectives:

Renewal of municipal policies: Recreation, sports and urban outdoor policy Contribute to the renewal of the Recreation, sports and urban outdoor policy and the policies of the Service des loisirs, des sports et du développement des communautés.

The means are mainly the subject of discussion. The comments, questions, or answers formulated concern:

FILES MEANS
Urban outdoor development plan Clarifications are requested on what will be recommended. This concerns the urban outdoor action plan.
Master plan for recreational, sports and community infrastructure (PIRDSC) It is desired that the tripartite agreement be prioritized. Given that the Commission cannot rule on budgetary issues, the way to ensure follow-up with the Finance Committee and the infrastructure monitoring committee will be examined. The Commission could exert its influence on recommendations related to sports and recreational opportunity files. The Arena Development Plan (updated document, obsolescence issues, etc.) must be renewed or updated with particular attention to the East sector. The Commission is the guardian of the PIRDSC. The Service des loisirs, des sports et du développement des communautés (SLSDC) could follow up on this to the Commission once a year.

Agreed amendments:

  • Add "prioritization and analysis of opportunity files" to the means: Ensure monitoring of planning work for new major infrastructure, in compliance with the work and prioritizations of the PIRDSC and intervention plan.
  • Add "PIRDSC reference: indoor ice surfaces component" to the means: Monitor the Community Rink Program and its funding.
  • Add "over 4 seasons" to the means: Present a report on the Park Surveillance Program.

Volunteering The possibility of establishing a link with the work of the committee on citizen interaction will be examined. Agreed amendment: Add "willingness to support volunteer action" to the means: Contribute to reflections on governance and volunteer recruitment strategies.

Support for organizations It is mentioned that the follow-up of the Recreation, sports and urban outdoor policy has been paired with support for organizations.

Renewal of municipal policies: Recreation, sports and urban outdoor policy Nothing to modify.

  • The SLSDC is preparing a presentation calendar for each of the commissions. The members express their satisfaction; this will allow them to better contribute to discussions and recommendations;
  • The SLSDC will carry out checks regarding park surveillance during the winter season;
  • We would like a follow-up on the progress of actions and recommendations resulting from the Commission. The same applies to opportunity files;
  • The emerging issues presented will not be integrated into the work plan. However, these issues should be directed to bodies that will handle them. The SLSDC will submit a proposal at the next meeting so that work can be done in parallel on them.

At the end of the exchanges, the members are to recommend the adoption of the work plan with the discussed amendments.

CLSDC-2024-01 The Recreation, Sports and Community Development Commission, during its regular meeting of February 8, 2024, recommends to the City Council:

  • to adopt the 2024-2025 work plan of the Recreation, Sports and Community Development Commission as amended.

Workshop on ethics, safety, and integrity
The commission held a workshop to discuss ethics, safety, and integrity in recreational and community activities. Participants explored municipal roles and intervention strategies, such as informing, transforming, or regulating. The invited persons join the session for the conduct of the workshop. The objectives of the workshop are:

  • Communicate the provisional mandate of the Regional Committee on Ethics, Safety and Integrity;
  • Determine and prioritize parameters for planning municipal measures in ethics, safety, and integrity;
  • Determine the role of the City at the regional level, in complementarity with its partners.

In the wake of the steps taken subsequently by the Commission, the workshop aims to identify the municipal means to favor to eliminate attacks on the integrity of participants in leisure, sports, outdoor, and community activities. The levels of intervention are regional and local. Meeting in sub-groups, the participants are invited to determine the means available to or that could be available to the City and to situate them on a continuum of intervention: inform, transform, or regulate.
