The presentation is made by Sonia Blouin and pursues the following two objectives:
a) Present the financial assistance request prepared by the Arts, Culture and Letters Department (Service des arts, de la culture et des lettres) with the goal of concluding a specific 2025-2027 cultural development agreement with the Ministry of Culture and Communications (ministère de la Culture et des Communications).
b) Obtain a recommendation from the CACLP with a view to having the financial assistance request approved by the municipal council and authorizing its submission to the Ministry of Culture and Communications as part of the Cultural Development Agreement.
Regarding orientation 1, it is asked if the activities will be led by the City of Gatineau only, or in partnership with the community. This will be done with partners. The Salon du livre de l’Outaouais is interested in taking part in visits to seniors' residences. Regarding orientation 5, it is noted that there is no mention of eco-responsibility, for example, actions related to the reuse of materials, etc. For this aspect, organizations can call upon the municipality's green fund. It is asked if the presented orientations will be structured around calls for projects; this will be the case in certain situations, notably via the Cultural Organization Support Program (Programme de soutien aux organismes culturels - PSOC).

The Arts, Culture, Letters and Heritage Commission recommends that the municipal council:
• Approve the financial assistance request of $6,111,370 prepared by the Arts, Culture and Letters Department and authorize its submission to the Ministry of Culture and Communications in order to conclude a specific cultural development agreement for 2025-2027 as part of the Cultural Development Agreements program.

The presentation is made by Noëlle Gratton-Tétreault and pursues two main objectives: to present the highlights of the 2024 BiblioQUALITÉ Report for Gatineau, and to provide feedback on the letter submitted by the Association des résidentes et résidents de l’île de Hull (ARIH).
It is noted that the BiblioQUALITÉ portrait presented in the media covered the entire Outaouais region and not just the City of Gatineau, which can create certain distortions regarding the situation in the Gatineau territory. With the upcoming opening of the Lucy-Faris library and the expansion and renovation of the Guy-Sanche library, we expect that the scores for Gatineau and the region will continue to improve. Since 2020, there has been constant progress in the City's results.
The ARIH's request to have an entrance to the Maison du citoyen library that is independent of City Hall is linked to the desired increase in opening hours. It is recalled that it is important to be concerned about the well-being and safety of library employees, who are often called upon well beyond their field of expertise for issues related to homelessness and psychosocial interventions. A response letter will be sent to the ARIH following today's meeting.

Two follow-ups were made:
a) Redevelopment and improvement of equipment at Espace René-Provost: The Cultural Policy provides for this hall to be redeveloped and upgraded. Priorities have already been identified and the Real Estate Department (Service des biens immobiliers) has been met to discuss the various possible options. A follow-up will be done shortly with the Infrastructure Department (Service des infrastructures) to estimate the costs of these options.
b) Request from Julie Martineau regarding the possibility of accessing meeting documents even when the invitation has been declined: The simplest way is to save the documents upon receipt of the notice of meeting, before declining the invitation. At any time, it is also possible to request missing documents from the generic email address for committees and commissions. It is noted that it would be useful for the minutes of the meetings to be posted on the City's website as quickly as possible.
