2024.06.19 – Regular meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, June 19, 2024, at 9:31 a.m.

CONSIDERING THAT the municipal council, by its resolution number CM-2023-563 of July 4, 2023, committed to contributing an amount of $5,000,000.00 as well as the transfer of the municipal land located north of the current Gîte Ami site for the construction of a warming shelter building and the municipal service work required to serve this lot;

CONSIDERING THAT the Centre intégré de santé et de services sociaux de l'Outaouais (CISSSO) awarded contracts to the firm CIMA+, s.e.n.c., for professional services for consulting, concept development, coordination services, preparatory studies, and the preparation of plans and specifications for the municipal services project – Rue Morin, between Rue Charlevoix and Centre Robert-Guertin;

CONSIDERING THAT the municipal services project, Rue Morin, between Rue Charlevoix and Centre Robert-Guertin, is subject to authorization from the ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP), under the Loi sur la qualité de l’environnement (LQE) and the règlement sur l’encadrement d’activités en fonction de leur impact sur l’environnement (REAFIE);

CONSIDERING THAT the municipal services project, Rue Morin, between Rue Charlevoix and Centre Robert-Guertin, could be subject to other government authorizations;

CONSIDERING THAT a City resolution is required to authorize the mandated firm to file the authorization requests and the certificate of compliance for the work on behalf of the City of Gatineau with the competent authorities:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes the firm CIMA+, s.e.n.c. to submit:

• any authorization request as well as all documents required relating to this work to the MELCCFP, and to present any commitment in connection with the authorization requests required for the municipal services project, Rue Morin, between Rue Charlevoix and Centre Robert-Guertin;

• any authorization request as well as all documents required relating to this work to the competent authorities in the matter, if the situation is made necessary, and to present any commitment in connection with the authorization requests required for the municipal services project, Rue Morin, between Rue Charlevoix and Centre Robert-Guertin;

• to the MELCCFP and the concerned authorities, no later than 60 days after the end of the work or according to the prescribed deadlines, an attestation signed by an engineer or an authorized professional, as the case may be, regarding the compliance of the work with the authorizations granted.

CONSIDERING THAT this committee, by its resolution number CE-2024-119 of February 28, 2024, awarded a contract to the firm T.G.C inc. for the work and replacement of the 900 mm diameter concrete culvert, under Rue Maclaren Ouest, between Rue Georges and Rue de la Lièvre;

CONSIDERING THAT as part of the project, water management and the drying of the excavation bottom are important activities, to ensure the safety of workers and residents, but also to ensure the quality of the works;

CONSIDERING THAT as part of the project, the quantity of water to be pumped, particularly after potential heavy summer rains, is significant;

CONSIDERING THAT the contractual clauses provided for the possibility for the contractor to carry out water pumping operations outside of working hours;

CONSIDERING THAT section 7 of Règlement numéro 44-2003 concerning noise on the territory of the City of Gatineau stipulates that work carried out outside permitted hours, i.e., from Monday to Saturday between 7 a.m. and 9 p.m., must be authorized by the executive committee if a building used for accommodation is located within 150 m of the work;

CONSIDERING THAT the work will be carried out outside the periods permitted by règlement numéro 44-2003:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes a derogation to Règlement numéro 44-2003 concerning noise on the territory of the City of Gatineau in order to allow the firm T.G.C. inc., 535, rue Pépin, Sherbrooke, Québec, J1L 1X3, to carry out operations outside permitted hours, as part of the culvert replacement project under Rue Maclaren Ouest, between July 15 and December 15, 2024.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• awards a contract to the firm QDI, 635, boulevard de la Gappe, Gatineau, Québec, J8T 8G1, for professional services offering consulting engineering services specialized in civil engineering for consulting services, concept development, coordination services, preparatory studies, preparation of plans, specifications, and tender documents as well as services during construction for the projects of "Development of the Sentier de la rue de la Tire and a cycling link on Avenue des Grands-Jardins" and "Development of a cycling link and traffic calming measures on Rue Ernest-Gaboury" for a total amount of $347,859.89 including taxes, in compliance with the tender documents and its submission filed on April 18, 2024, and this, as being the submission having obtained the best score after evaluation by a selection committee, all in accordance with the authorized evaluation grid;

• authorizes the firm QDI to submit any authorization request as well as all documents required relating to this work to the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs, and to present any commitment in connection with the authorization requests required for the projects of "Development of the Sentier de la rue de la Tire and a cycling link on Avenue des Grands-Jardins" and "Development of a cycling link and traffic calming measures on Rue Ernest-Gaboury";

• authorizes the firm QDI to submit any authorization request as well as all documents required relating to this work to the competent authorities in the matter, if the situation is made necessary, and to present any commitment in connection with the authorization requests required for the projects of "Development of the Sentier de la rue de la Tire and a cycling link on Avenue des Grands-Jardins" and "Development of a cycling link and traffic calming measures on Rue Ernest-Gaboury";

• confirms its commitment to submit to the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs and to the concerned authorities, no later than 60 days after the end of the work or according to the prescribed deadlines, an attestation signed by an engineer or an authorized professional, as the case may be, regarding the compliance of the work with the authorizations granted.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Eurovia Québec Construction inc., 960, chemin Edelweiss, Wakefield, Québec, J0X 3G0, for the reconstruction of the pavement of Rues de Monte-Carlo, de Castillou, and Magnus Est, all over a total length of approximately 2.3 km, on the basis of the unit and lump-sum prices entered in the tender form for a total amount of $4,884,396.97 including taxes, all in compliance with the tender documents and its submission filed on May 6, 2024, and this, as being the lowest submission received and compliant.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Pavage GIP (GIP Paving inc.), 636, chemin Klock, Gatineau, Québec, J9J 3G9, for the road reconstruction of Rue de la Châteauguay including a cycling link on Rues des Sables and de la Châteauguay, all over a total length of approximately 1.9 km, on the basis of the unit and lump-sum prices entered in the tender form for an approximate amount of $2,349,779.80 including taxes, all in compliance with the tender documents and its submission filed on May 14, 2024, and this, as being the lowest submission received and compliant.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Pavage GIP (GIP Paving inc.), 636, chemin Klock, Québec, J9J 3G9, for the reconstruction of the pavement of Rue Georges, located between 109, rue Georges and Rue Pierre-Laporte, on the basis of the unit and lump-sum prices entered in the tender form for a total amount of $1,287,670.08 including taxes, all in compliance with the tender documents and its submission filed on May 24, 2024, and this, as being the lowest submission received and compliant.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm 130247 Canada inc./Pavage Inter Cité, 485, rue de Vernon, Gatineau, Québec, J9J 3K4, for the reconstruction of Rues Arthur-Gratton, Patenaude, de Cannes, Céline, Fortin, and Jacques-Cartier, on the basis of the unit and lump-sum prices entered in the tender form for a total amount of $3,928,452.00 including taxes, all in compliance with the tender documents and its submission filed on May 28, 2024, and this, as being the lowest submission received and compliant.

CONSIDERING THAT the Vieux-Hull Canada Day event will take place on and near the pedestrian zone of Rue Laval on July 1, 2024;

CONSIDERING THAT the modification to automobile traffic is necessary to ensure the safety of participants and to ensure the fluidity of vehicles;

CONSIDERING THAT the costs related to road traffic modifications are covered in service according to the framework of the Major Events Support Program via resolution number CM-2024-49:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes the modifications to automobile traffic as part of the Vieux-Hull Canada Day event on July 1, 2024, namely:

• Prohibition of automobile traffic except for residents and users of the Dubé parking lots on Rue Wellington on the following streets: • Rue Laval, between Promenade du Portage and Rue Wellington; • Rue Wellington, between Rues Leduc and Laval.

All according to plan CRO-23-176 and under the following conditions: • Respect the standards of the road signage of Quebec and the City of Gatineau concerning street closures; • Ensure an emergency lane at all times during the event; • Obtain a general liability insurance certificate of at least $3,000,000 designating the City of Gatineau as an additional insured.

The Road Division of the Public Works Department is authorized to proceed with the installation of the required regulatory signage, all as indicated in the signage plan produced by the Mobility Department.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Les Constructions B.G.P. / 9900667 Canada inc., 139, avenue Gatineau, Gatineau, Québec, J8T 4J7, for the correction work of the G-62 overflow, located at the intersection of Rues du Limousin and de Cavalière, on the basis of the unit and lump-sum prices entered in the tender form for a total amount of $605,335.90 including taxes, all in compliance with the tender documents and its submission filed on May 30, 2024, and this, as being the lowest submission received and compliant.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm 130247 Canada inc. / Pavage Inter Cité, 485, rue de Vernon, Gatineau, Québec, J9J 3K4, for the road reconstruction of Chemin de Chambord, between boulevards Labrosse and Lorrain, of Chemin Saint-Thomas on various sections located between boulevard Lorrain and civic address number 246 as well as of Boulevard de la Cité, between boulevards de La Vérendrye Ouest and Saint-René Ouest, on the basis of the unit and lump-sum prices entered in the tender form for a total amount of $998,457.27 including taxes, all in compliance with the tender documents and its submission filed on June 5, 2024, and this, as being the lowest submission received and compliant.
