CONSIDERING THAT the Société d’habitation du Québec (SHQ) has created the programme d’habitation abordable Québec (PHAQ) with the goal of financially supporting affordable rental housing projects intended for low- or moderate-income households, as well as for people with special housing needs;

CONSIDERING THAT within the framework of the PHAQ program, the organization "Habitations de l’Outaouais métropolitain" submitted during the 2nd call for projects in June 2023 a new construction project on land located at 344, rue Champlain, to offer 199 housing units for families;

CONSIDERING THAT the Ville de Gatineau provided its support to the "Sacré-Cœur" project through a letter of interest dated September 15, 2023 (CM-2023-763 of September 19, 2023);

CONSIDERING THAT the "Sacré-Cœur" project was selected among the projects submitted to the SHQ within the framework of its PHAQ for a base grant estimated at $34,756,065 in order to carry out the project;

CONSIDERING THAT according to the PHAQ regulatory framework, a municipal contribution is required for selected projects and that this contribution must be equivalent to a minimum of 40% of the SHQ base grant;

CONSIDERING THAT according to the PHAQ regulatory framework, the municipal contribution can take the form of a land donation, a monetary contribution, infrastructure work carried out on the project building, or a tax credit:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that council:

• grant a financial participation in the realization of a permanent housing project within the framework of the programme d’habitation abordable Québec (PHAQ) – "Sacré-Cœur" Project, located at 344, rue Champlain, in the downtown urban village and its communities, specifically:

  • A grant equivalent to a tax reimbursement of $797,334.80 per year over 10 years; which represents a total discounted amount of $6,889,034 according to the SHQ calculation criteria;
  • A monetary contribution of $7,013,392 financed from the balances available for social housing at the PIVM for the years 2021, 2022, and 2024, and this, conditionally upon the approval of a loan by-law; • authorize the treasurer to make the accounting entries required to follow up on this; • authorize the mayor or, in her absence, the acting mayor and the clerk or, in her absence, the deputy clerk or the assistant clerk to sign any document necessary to give full effect to this resolution.

CONSIDERING THAT under resolution number CM-2020-734 of December 8, 2020, the municipal council ratified the Agreement between the City and Corporation ID Gatineau for the management of the portfolio from the local investment fund (FLI) and the local solidarity fund (FLS) for the period from January 1, 2021, to December 31, 2025;

CONSIDERING THAT the lender of the Fonds local de solidarité FTQ, société en commandite, has made changes to the line of credit and the partnership model with the goal of optimizing the use of resources;

CONSIDERING THAT these modifications provide that henceforth, all funds provided for in the FLS will be centralized, and a total sum of $86 million will be allocated to all the RCMs and economic development organizations with which the FTQ collaborates;

CONSIDERING THAT these changes also provide for the abolition of the credit limit; the largest users will no longer have to plan and request an increase in their authorization;

CONSIDERING THAT the modifications to the partnership model provide that the Joint Investment Committee (CIC) will be composed of five to nine people and that the majority of seats will be filled by independent persons;

CONSIDERING THAT the Agreement between the City and Corporation ID Gatineau for the management of the portfolio from the FLI and the FLS stipulates, in section 3.2 d), that any modification to the management rules related to the CIC will require an amendment to the agreement:

CONSIDERING THAT the municipal council, by its resolution number CM-2019-843 of December 10, 2019, adopted an urban outdoor development plan;

CONSIDERING THAT the Ville de Gatineau has adopted a Community Development Support Framework aimed at supporting the initiatives of organizations dedicated to recreation, sports, outdoor activities, and community development and that the municipal council adopted its update, by its resolution number CM-2024-123;

CONSIDERING THAT within the Support Framework, a program allows for partnership agreements to be made with organizations for the management of urban outdoor sites;

CONSIDERING THAT in December 2023, the municipal council, by its resolution number CM-2023-1025, mandated the General Management to continue negotiations with the Fondation forêt Boucher by recognizing the organization's conservation mission, and to return to council as quickly as possible before June 2024. Additional sums will be available following negotiations, if applicable;

CONSIDERING THAT the City plans to adopt a biodiversity plan in which conservation objectives for the forêt Boucher ecoterritory are provided;

CONSIDERING THAT the City recognizes the Fondation forêt Boucher as a privileged partner for the development and conservation of the forêt Boucher;

CONSIDERING THAT this organization wishes to continue the partnership with the City to contribute to the development of an urban outdoor service offer and to ensure the conservation of the forêt Boucher;

CONSIDERING THAT the Service des loisirs, des sports et du développement des communautés and the Service de la transition écologique have analyzed the partnership, according to the evaluation criteria provided for in the Community Development Support Framework and the biodiversity action plan:

CONSIDERING THAT the Human Resources Service was authorized to fill the position of director, Urban Planning and Sustainable Development Service (position number UDD-CAD-001) at the Urban Planning and Sustainable Development Service, under the direction of the assistant director general, Sustainable Development according to the standards and practices in force:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that council accept the probationary hiring and permanence of Ms. Guylaine Déziel to the position of director, Urban Planning and Sustainable Development Service (position number UDD-CAD-001) at the Urban Planning and Sustainable Development Service.

Ms. Déziel's salary is established at class 11, step 7 of the salary scale for management employees of the Ville de Gatineau. Ms. Déziel is subject to a 12-month probationary period. Her start date will be determined by the Human Resources Service. Ms. Déziel is subject to all the working conditions of management employees of the Ville de Gatineau.

Permanence in this position will be granted to her as a matter of right, conditionally upon the probationary period being completed, in accordance with the provisions of the Recueil des conditions d’emploi des cadres de la Ville de Gatineau. The funds for this purpose will be taken from sub-project 10370.01, account 52100, Urban Planning and Sustainable Development Service. This executive committee recommendation comes into effect on the day of its approval by municipal council resolution.
