2026.03.18 – Ordinary meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, March 18, 2026, at 9:30 a.m.

CONSIDERING THAT this committee awarded a contract to the firm 6739741 Canada inc. / Gestion DMJ Management, via resolution number CE-2024-823 on December 4, 2024, for expansion work at the Centre communautaire Front for a total amount of $2,687,592.00 including taxes;

CONSIDERING THAT since the award: • three change notices were approved (AMC-10700, AMC-10771, and AMC-10848), recommended by the firms Confluence Architecture, Groupe LCA, DWB consultants, and the Infrastructure and Projects Department, totaling $229,081.54 including taxes; • the contractor submitted a new request (AMC-10941), grouping 11 change orders recommended by consultants Confluence Architecture, Groupe LCA, and DWB, totaling $219,958.30 including taxes;

CONSIDERING THAT under Règlement numéro 816-2017 regarding the delegation of power from the executive committee to certain officials, including the power to authorize expenditures and enter into contracts on behalf of the Ville de Gatineau, salary expenses associated with a workload increase of more than $250,000 must be submitted to the executive committee:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee: • ratifies the change notices AMC-10700, AMC-10771, and AMC-10848 for a total amount of $229,081.54 including taxes; • authorizes the additional amount of $219,958.30 including taxes, bringing the tender cost adjustment to $449,039.84 including taxes, with no budgetary impact.

The total cost of this adjusted contract represents an amount of $3,136,631.84 including taxes. Funds for this purpose will be drawn from sub-project 20400.01 - Centre Communautaire Front Agrandissement. A treasurer's certificate was issued on March 16, 2026.

CONSIDERING THAT as part of the municipal service reconstruction project - Bassin chemin Montréal Est phase 3, the Ville de Gatineau carried out work including the addition of a new storm sewer, the replacement of the existing drinking water pipe and sanitary sewer network, as well as the construction of the road structure, asphalt, sidewalks, and curbs on rue Camille-Deslauriers, between rue du Bassin and chemin Montréal Est;

CONSIDERING THAT given that the work was carried out on part of lot 2 470 042 of the cadastre du Québec, land registration division of Papineau, and in order to regularize the sidewalk encroachment, the Ville de Gatineau must quickly acquire part of lot 2 470 042 of the cadastre du Québec, land registration division of Papineau, with an area of 8.6 m², identified on the plan accompanying the technical description prepared by Doris Lapointe, land surveyor, on November 19, 2025, under number 2841 of her minutes and owned by Madame Anick Mathelier;

CONSIDERING THAT being unable, to date, to reach a mutual agreement with the owner Madame Anick Mathelier for the acquisition of the rights to the required parcel, and considering the imperative to regularize the encroachment due to the work already executed by the Ville de Gatineau, the Legal Affairs Department, the Infrastructure and Projects Department, and the Real Estate Department jointly recommend initiating expropriation procedures for the required rights:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee: • authorizes the acquisition, by mutual agreement or by expropriation, for municipal purposes, of a part of lot 2 470 042 of the cadastre du Québec, land registration division of Papineau, with an area of 8.6 m², as illustrated on the plan accompanying the technical description prepared by Doris Lapointe, land surveyor, on November 19, 2025, under number 2841 of her minutes; • mandates the Infrastructure and Projects Department to proceed with the preparation of any plan and technical description, and to carry out any cadastral operation required for this purpose of acquisition, by mutual agreement or by expropriation, for municipal purposes; • mandates and authorizes the Legal Affairs Department to undertake the procedures for acquisition by mutual agreement or by expropriation, for municipal purposes, of a part of lot 2 470 042 as identified above; • authorizes the treasurer to pay the expropriated party, or on their behalf, any indemnity, both provisional and final, negotiated by the parties or awarded by the Tribunal administratif du Québec, as the case may be, and applicable to the aforementioned lot, in accordance with the Loi concernant l’expropriation, from the budget of project 16-3047 Réfection chemin Montréal phase 3 (20429 PIVO).

The mayor or in her absence the acting mayor and the clerk or in her absence the deputy clerk or assistant clerk are authorized to sign the documents for the purposes of this resolution. A treasurer's certificate was issued on March 16, 2026.

CONSIDERING THAT a traffic study carried out in 2012 by the firm AECOM demonstrated the relevance and necessity of intervening at the intersection of boulevards Labrosse and Saint-René in order to correct a fluidity issue;

CONSIDERING THAT to this effect, it is recommended in the study to review the configuration of the intersection and its approaches in order to increase vehicular capacity, thereby improving the fluidity of the intersection while promoting the integration of active transport. Additionally, it was determined that the traffic lights at this intersection have reached their lifespan and require replacement;

CONSIDERING THAT in 2020, the Ville de Gatineau mandated the firm WSP Canada inc. to carry out the design of the geometric redevelopment of the intersection and traffic lights (CE-2020-526). During the preliminary design studies, it was found that it was necessary to make land acquisitions to obtain the spaces required for the layout of the new traffic light equipment, but also for the relocation of urban technical network poles (Hydro-Québec, telecommunications, etc.);

CONSIDERING THAT in order to carry out this project, the Ville de Gatineau must acquire two lot parcels, namely a part of lot: • 3 445 709 of the cadastre du Québec, land registration division of Hull, with an area of 421 m², identified on the plan accompanying the technical description, prepared by Doris Lapointe, land surveyor, on December 3, 2025, under number 2847 of her minutes and owned by monsieur André Guay; • 6 374 578 of the cadastre du Québec, land registration division of Hull, with an area of 104 m², identified on the plan accompanying the technical description, prepared by Doris Lapointe, land surveyor, on December 3, 2025, under number 2846 of her minutes and owned by Garage Louis Guay Ltée.;

CONSIDERING THAT being unable to reach a mutual agreement with the owners for the acquisition of the rights to the required parcels and considering the schedule to be respected in the realization of the project, the Legal Affairs Department, the Infrastructure and Projects Department, and the Real Estate Department jointly recommend initiating expropriation procedures for the required rights on a part of the aforementioned lots:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee: • authorizes the acquisition by mutual agreement or by expropriation, for municipal purposes, of a parcel of lot 3 445 709 of the cadastre du Québec, land registration division of Hull, with an area of 421 m², identified on the plan accompanying the technical description, prepared by Doris Lapointe, land surveyor, on December 3, 2025, under number 2847 of her minutes; • authorizes the acquisition by mutual agreement or by expropriation, for municipal purposes, of a parcel of lot 6 374 578 of the cadastre du Québec, land registration division of Hull, with an area of 104 m², identified on the plan accompanying the technical description, prepared by Doris Lapointe, land surveyor, on December 3, 2025, under number 2846 of her minutes; • mandates the Infrastructure and Projects Department to proceed with the preparation of any plan and technical description, and to carry out any cadastral operation required for this purpose of acquisition, by mutual agreement or by expropriation, for municipal purposes; • mandates and authorizes the Legal Affairs Department to undertake the procedures for acquisition of the two required parcels identified above, by mutual agreement or by expropriation; • authorizes the treasurer to pay the expropriated parties, or on their behalf, all indemnity, both provisional and final, negotiated by the parties or awarded by the Tribunal, as the case may be, and applicable to the aforementioned lots, in accordance with the Loi concernant l’expropriation, from sub-project 20438.04 and to perform the accounting entries required to follow up on this resolution.

The mayor or in her absence the acting mayor and the clerk or in her absence the deputy clerk or assistant clerk are authorized to sign the documents for the purposes of this resolution. A treasurer's certificate was issued on March 16, 2026.
