CONSIDERING THAT as part of a feasibility analysis by the Water and Residual Materials Management Service, it was determined that the addition of a new ecocentre in the Aylmer sector will contribute to better management of recoverable residual materials;

CONSIDERING THAT during its meeting of December 10, 2019, the municipal council approved the addition of an ecocentre in the sector through the adoption of resolution number CM-2019-837, and the 2024-2028 Investment Plan – Maintenance Component, adopted on December 5, 2023, by the municipal council, provides for the sum of $14,000,000 for its construction as well as its financing plan;

CONSIDERING THAT following the evaluation of several potential sites, lot 3 835 037 of the Quebec Cadastre, Gatineau land registration division, with an area of 216,518.4 m², was identified as the best location to establish this ecocentre;

CONSIDERING THAT discussions with the company 1534238 Ontario Inc., owner of the land targeted for the addition of the ecocentre, led to a mutual agreement and a promise of sale was signed on December 4, 2023;

CONSIDERING THAT all concerned municipal services have been consulted and are in favor of this transaction:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends that the council:

  • Accept the promise of sale and acquire by mutual agreement lot 3 835 037 of the Quebec Cadastre, Gatineau land registration division, having an area of 216,518.4 m², in the amount of $5,000,000 plus GST and QST, if applicable, under the conditions provided for in the City of Gatineau's standard contract and other conditions stipulated in the promise of sale negotiated and signed on December 4, 2023;
  • Mandate the Clerk's Office to prepare the documents necessary for the transaction and to coordinate all steps required to follow up on this;
  • Authorize the Real Estate Assets Service to extend any deadline for signing the deed of sale, as provided for in the promise of sale, if required, and to perform the proper management of the transaction while ensuring compliance with the terms and conditions of the deed to be executed;
  • Authorize the treasurer to draw the sums required for the acquisition and to perform the accounting entries required to follow up on this.

In case of exceptional circumstances determined by the City, the contribution in services could be higher than the forecasts, while respecting the limits established in the support programs. The Events Office may, in these circumstances, reimburse invoices to the targeted organizations, upon presentation of supporting documents, or pay suppliers, if applicable.

  • Authorize the Police Service – Parking Section, adult school crossing guard, and animal control to:
    • Provide free or billable parking spaces in certain municipal parking lots;

CONSIDERING THAT the exercise of the three-year workforce plan made it possible to prioritize needs in order to create new permanent positions or abolish positions in compliance with the allocated budgets;

CONSIDERING THAT the Urban Planning and Sustainable Development Service has carried out an analysis of its needs;

CONSIDERING THAT the position of information and customer service technician (UDD-BLC-142) is vacant:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends that the council accept to modify the organizational structure of the Urban Planning and Sustainable Development Service as follows:

  • Abolish the positions of information and customer service technician (position numbers UDD-BLC-140, UDD-BLC-141, and UDD-BLC-142) located at class 6 of the white-collar salary scale;
  • Create three positions of information and permit technician (position numbers UDD-BLC-150, UDD-BLC-151, and UDD-BLC-152) located at class 8 of the white-collar salary scale, under the guidance of the unit head, Service and Information;
  • Rename the positions of architecture analyst to urban planning analyst (position numbers UDD-BLC-063, UDD-BLC-081, UDD-BLC-095, and UDD-BLC-146);
  • Administratively attach the positions of urban planning technician (position numbers UDD-BLC-047 and UDD-BLC-139) under the guidance of the section head, Real Estate Projects.

The Human Resources Service is authorized to modify the organizational chart of the concerned service. The funds for this purpose will be taken from the budget items of the concerned service. A treasurer's certificate was issued on January 22, 2024. This executive committee recommendation comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT the incumbent of the position Human Resources Advisor (position number SRH-CAD-051) in the Human Resources Service must travel with their personal vehicle as part of their duties;
