CONSIDERING THAT the soil decontamination work has been fully completed and the total cost of this work amounts to $853,002.15;

CONSIDERING THAT the $800,000 financial assistance granted by the City for the soil decontamination work of project ACL7044 - Saint-Étienne has proven insufficient and there is an overrun of $53,002.15 compared to the initial aid;

CONSIDERING THAT the AccèsLogis Québec program does not allow for the reimbursement of land decontamination costs under clause 5.1.5 of the AccèsLogis Québec development and implementation guide;

CONSIDERING THAT the Coopérative de Solidarité Innovation Habitation has once again requested the City's assistance to finance this additional amount;

CONSIDERING THAT the City of Gatineau has the required funds available from the City's contingency fund:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends that the council:

• grant additional financial assistance of $53,002.15, taken from the City's contingency fund, to the Coopérative de Solidarité Innovation Habitation Outaouais to cover additional soil decontamination work costs under the following conditions:

  • The assistance is conditional upon compliance with the conditions provided for in Article 91.1 of the Loi sur les compétences municipales (Municipal Powers Act);

  • Only the actual amount of the work is eligible, including the costs listed below, namely:

o for the execution of the decontamination work: coordination, administration, and usual profit costs, as well as adjustments to bonds and insurance related to the work;

o for the management of funds paid to the Coopérative de Solidarité Innovation Habitation Outaouais: additional insurance costs and additional accounting audit costs incurred by the Cooperative resulting from the management of financial assistance for a project;

• authorize the treasurer to make the payments necessary for the implementation of this resolution, up to a maximum of $53,002.15, at the end of the work and upon presentation of final invoices and a payment voucher prepared by the Service de l’urbanisme et du développement durable (Urban Planning and Sustainable Development Department);

CONSIDERING THAT this committee, by its resolution number CE-2022-554 of June 29, 2022, awarded a contract of $7,216,406.45 including taxes, to the firm Loiselle inc., for environmental rehabilitation and soil decontamination work at the Fonderie site;

CONSIDERING THAT this committee, by its resolution number CM-2023-323 of April 18, 2023, authorized a bid cost adjustment of $2,112,810.31 including taxes, to the firm Loiselle inc., as part of the environmental rehabilitation and soil decontamination project at the Fonderie site, bringing the total cumulative amount of the project to $9,897,611.90 including taxes;

CONSIDERING THAT this committee, by its resolution number CE-2023-940 of November 15, 2023, authorized a bid cost adjustment of $1,874,573.11 including taxes, to the firm Loiselle inc., as part of the environmental rehabilitation and soil decontamination project at the Fonderie site, bringing the total cumulative amount of the project to $11,772,185.01 including taxes;

CONSIDERING THAT the municipal council, by its resolution number CM-2023-928 of December 5, 2023, authorized an additional $3,200,000 in funding to the project budget and authorized the administration to submit a grant application to the MEI;

CONSIDERING THAT during the budget update on December 5, 2023, the cost of additional work due to the disposal of residual materials was estimated at approximately $4,500.
