2025.02.12 – Regular meeting of the Ville de Gatineau executive committee held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, February 12, 2025, at 9:30 a.m.

CONSIDERING THAT the City of Gatineau is the owner of lot 5 428 972 of the Quebec Cadastre, Hull land registration division, located at 125, rue Carillon;

CONSIDERING THAT Habitations de l'Outaouais métropolitain is the owner of lots 2 181 359 and 2 181 360 of the Quebec Cadastre, Hull land registration division, located at 109-111 and 115-121, rue de Carillon;

CONSIDERING THAT Habitations de l'Outaouais métropolitain has approached the City of Gatineau to acquire a portion of lot 5 428 972 of the Quebec Cadastre, having an area of 965.5 m². The objective of this acquisition is to consolidate the land with its two adjacent properties, located at 109-111 and 115-121, rue de Carillon, to form a real estate complex;

CONSIDERING THAT the municipal council, by its resolution number CM-2024-727 of September 24, 2024, adopted an architectural integration and implementation plan (PIIA) for the construction of a 10-story multi-family housing project, including approximately 150 units, for the properties located at 109 to 121, rue de Carillon;

CONSIDERING THAT the approval of the PIIA is conditional upon the municipal council's approval of the acquisition, by the organization Habitations de l'Outaouais métropolitain, of the aforementioned portion of land;

CONSIDERING THAT discussions with the organization have led to a mutual agreement for the gratuitous transfer of a portion of lot 5 428 972 of the Quebec Cadastre, Hull land registration division, located at 125, rue Carillon, having an area of 965.5 m², under the conditions provided in the City of Gatineau's standard contract and other conditions stipulated in the promise to purchase negotiated and duly signed on December 20, 2024:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends that the council:

• accept the promise to purchase and transfer by mutual agreement, to the organization Habitations de l'Outaouais métropolitain, a portion of lot 5 428 972 of the Quebec Cadastre, Hull land registration division, having an area of 965.5 m², free of charge, under the conditions provided in the City of Gatineau's standard contract and other conditions stipulated in the promise to purchase negotiated and duly signed on December 20, 2024; • mandate the City Clerk's Office to supervise the transaction and coordinate all steps required to follow up on this matter; • authorize the treasurer to perform the accounting entries required to follow up on this matter; • authorize the Real Estate Department to extend any deadline for signing the deed of sale, as provided in the promise to purchase, if required, and to properly manage the transaction while ensuring compliance with the terms and conditions of the deed to be executed; • remove the public character of the portion of lot 5 428 972 subject to this sale, if required.

The mayor or, in her absence, the acting mayor and the city clerk or, in her absence, the deputy city clerk or assistant city clerk are authorized to sign the documents for the purposes of this matter.

This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT the company Immeubles Marché Buckingham inc. has filed a request to proceed, at its own expense and in compliance with current regulations, with the installation of municipal services to serve Phase B of the Lépine commercial development project;

CONSIDERING THAT an agreement must be signed between the City of Gatineau and the company Immeubles Marché Buckingham inc., to establish the guidelines governing the construction of the municipal services required to serve the Lépine commercial development project, Phase B:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends that the council:

• accept the agreement to be entered into between the City of Gatineau and the company Immeubles Marché Buckingham inc. concerning the Lépine commercial development project, Phase B, shown on the overall plan prepared by the firm CLA Experts-Conseils inc., bearing number G-2025-001-01; • ratify the request presented by the aforementioned company to build, at its own expense and in compliance with the current regulations of the City of Gatineau (Règlements numéros 98-2003 et 99-2003 and their amendments), the municipal services in the project; • notify the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs that the City of Gatineau does not object to the issuance of the authorization required for the installation of municipal services in this project; • attest that the existing water and sewer networks are capable of serving the above-mentioned project and comply with the various infrastructure master plans; • authorize the aforementioned company to have the specifications and plans necessary for the execution of the works referred to above prepared, also at its own expense, by the firm CLA Experts-Conseils inc.; • endorse the request of the aforementioned company to entrust the supervision, with residence, of the aforementioned works to the firm CLA Experts-Conseils inc. and that the resulting expense be assumed by this company; • accept the recommendation of the aforementioned company to retain the services of the firm WSP Canada inc. to perform quality control of materials and that the resulting expense be assumed by this company; • require that the company, its assigns, and legal heirs transfer to the City of Gatineau, free of charge, the municipal services and the easements required in this project; • authorize the mayor or, in her absence, the acting mayor and the city clerk or, in her absence, the deputy city clerk or assistant city clerk to sign the agreement, the contract relating to the obtaining of the easements subject to this matter, all as they will appear on the final plans that will be filed at the Land Registry Office (Bureau de la publicité des droits).

This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT section 573.3.5° of the Loi sur les cités et villes (Cities and Towns Act) stipulates that the provisions of sections 573 and 573.1 and those of a bylaw adopted under sections 573.3.0.1 or 573.3.0.2 do not apply to a contract whose object is the supply of media space for the purposes of an advertising or promotional campaign;

CONSIDERING THAT the City of Gatineau must inform, raise awareness, prevent, and encourage behavioral changes among its population via various communication campaigns in response to the needs of all municipal departments;

CONSIDERING THAT the Communication Policy identifies the Communications Department as the sole entity responsible for developing communication strategies, campaigns, and media placements for the City of Gatineau;

CONSIDERING THAT the budgets related to media purchases fall under the budgets of the municipal departments;

CONSIDERING THAT the amount related to media purchases may vary from one year to another depending on the strategies deployed, but represents significant financial commitments:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes the Communications Department to proceed with the purchase of media placements necessary for the deployment of communication strategies related to the communication campaigns of the various municipal departments or for any other need for the year 2025, all while taking into account prices, availability, and analyses of targeted impacts, and this, in the most relevant way to achieve the City's objectives, for a total approximate amount of $676,285.00 including taxes. The funds for this purpose will be taken from the budgets of the departments concerned, up to the limit of budgetary availability. A certificate from the treasurer was issued on February 6, 2025.
