2026.05.12 – Regular meeting of the Executive Committee of the City of Gatineau held in the committee room of – Maison du citoyen, 25 Laurier Street, Gatineau, on Tuesday, May 12, 2026, at 1:34 p.m., at which are

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• awards a contract to the contractor Pavage GIP (GIP Paving inc.), located at 636, chemin Klock, Gatineau, Québec, J9L 3G9, for the execution of the 2024 road rehabilitation project – arterial and collector roads (lot 1 – phase 2), on boulevard Saint-Raymond, between boulevards des Allumettières and Alexandre-Taché, as well as on chemin d’Aylmer, between rues Victor Beaudy and Maple Grove. The contract is awarded based on the unit and lump-sum prices entered in the tender form for an approximate total amount of $2,710,663.61 including taxes, all in accordance with the call for tenders documents and its bid submitted on March 24, 2026, as being the lowest received and compliant bid;

• authorizes a derogation to Règlement numéro 44-2003 concerning noise on the territory of the Ville de Gatineau in order to allow the contractor Pavage GIP (GIP Paving inc.) to carry out the work for the chemin d’Aylmer road rehabilitation project, in the Aylmer sector, outside of permitted hours, over an approximate period of five weeks in the summer of 2026.

A treasurer's certificate was issued on May 6, 2026.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm T.G.C. inc., 535, rue Pépin, Sherbrooke, Québec, J1L 1X3, for phase 4 of the municipal services reconstruction work on rue Notre-Dame, from rue Campeau to boulevard Lorrain, based on the unit and lump-sum prices entered in the tender form for an approximate total amount of $7,100,000.00 including taxes, all in accordance with the call for tenders documents and its bid submitted on March 27, 2026, as being the lowest received and compliant bid. A treasurer's certificate was issued on May 6, 2026.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the contractor Eurovia Québec Construction inc., 960, chemin Edelweiss, Wakefield, Québec, J0X 3G0, for the 2025 road repair work (Lot 1 - Phase 1), on rues Saint-Alexandre, de Brouage, North, and Victoria. The contract is awarded based on the unit and lump-sum prices entered in the tender form for an approximate total amount of $2,167,559.75 including taxes, all in accordance with the call for tenders documents and its bid submitted on April 2, 2026, as being the lowest received and compliant bid. A treasurer's certificate was issued on May 6, 2026.

CONSIDERING THAT the ministère des Transports et de la Mobilité durable must carry out road rehabilitation work on boulevard Saint-Raymond, from boulevard de la Cité-des-Jeunes to rue Archambault;

CONSIDERING THAT the work, lasting two consecutive weeks, will be carried out between August and October 2026;

CONSIDERING THAT there will be a complete closure of one direction at a time according to the phases and traffic diversion in the opposite direction;

CONSIDERING THAT during the road rehabilitation work, traffic on this section would be greatly affected if carried out during the day;

CONSIDERING THAT at least one lane will be maintained in each direction on the open roadway by diverting one lane onto the roadway of the opposite direction which is unobstructed according to the phases;

CONSIDERING THAT the Ministry wishes to carry out the work at night (from 7 p.m. to 7 a.m. Monday to Friday) and on weekends (Friday 7 p.m. to Monday 5 a.m.), all to minimize impacts on traffic;

CONSIDERING THAT Article 7 of Règlement numéro 44-2003 concerning noise on the territory of the Ville de Gatineau stipulates that work carried out outside permitted hours, i.e., Monday to Saturday between 7 a.m. and 9 p.m., must be authorized by the Executive Committee if a building used for accommodation is located within 150 m of the work;

CONSIDERING THAT the work will be carried out outside the periods permitted by règlement numéro 44-2003;

CONSIDERING THAT a limited number of residences will be potentially affected:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• authorizes a derogation to Règlement numéro 44-2003 concerning noise on the territory of the Ville de Gatineau in order to authorize the ministère des Transports et de la Mobilité durable to carry out road rehabilitation work on boulevard Saint-Raymond, from boulevard de la Cité-des-Jeunes to rue Archambault, outside permitted hours;

• requests that the ministère des Transports et de la Mobilité durable publish press releases to the population and notify the Service des infrastructures et des projets of the exact schedule of the work, at least five working days before the execution thereof.

CONSIDERING THAT the ministère des Transports et de la Mobilité durable must carry out redevelopment work on the montée Paiement and autoroute Guy-Lafleur interchange;

CONSIDERING THAT the work will take place from August to December 2026;

CONSIDERING THAT there will be occasional complete closures of montée Paiement and autoroute Guy-Lafleur with detour routes on the municipal network according to the phases;

CONSIDERING THAT during the work with complete closures of the interchange, traffic on this section would be greatly affected if carried out during the day;

CONSIDERING THAT a detour route on the municipal network will be set up during the complete closures;

CONSIDERING THAT the Ministry wishes to carry out the work with complete closures at night (from 7 p.m. to 7 a.m. Monday to Friday) and on weekends (Friday 7 p.m. to Monday 5 a.m.), all to minimize impacts on traffic;

CONSIDERING THAT Article 7 of Règlement numéro 44-2003 concerning noise on the territory of the Ville de Gatineau stipulates that work carried out outside permitted hours, i.e., Monday to Saturday between 7 a.m. and 9 p.m., must be authorized by the Executive Committee if a building used for accommodation is located within 150 m of the work;

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Les Entrepreneurs généraux Raymond & Associés inc., 65, rue Jean Proulx, Gatineau, Québec, J8Z 1W2, for the compliance upgrade work of the Centre aquatique Paul Pelletier – Phase II, based on the unit and lump-sum prices entered in the tender form for a total amount of $7,665,532.72 including taxes, all in accordance with the call for tenders documents and its bid submitted on April 14, 2026, as being the lowest received and compliant bid. A treasurer's certificate was issued on May 7, 2026.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the following firms, all in accordance with the call for tenders documents and the bids submitted on March 17, 2026, the firms having submitted the lowest received and compliant bids for each section, namely:

• the firm 174541 Canada inc., 251, rue Laramée, Gatineau, J8Y 2Z4, for Section 1 – Aylmer Sector and Section 4 – Hull Centre-Ville Sector, for the cleaning and maintenance service of indoor and multi-level parking lots for a period of three years for an approximate amount of $13,762.51 including taxes, for section 1 and $110,238.03 including taxes, for section 4;

• the firm 9423-6627 Québec inc., 43, chemin Champagne, Val-des-Monts, J8N 7B3, for Section 2 – Hull Sector, for the cleaning and maintenance service of indoor and multi-level parking lots for a period of three years for an approximate amount of $31,381.28 including taxes;

• the firm 6535755 Canada inc. (Envert et Fils), 1662, rue Routhier, Gatineau, J8R 3Y7, for Section 3 – Gatineau Sector, for the cleaning and maintenance service of indoor and multi-level parking lots for a period of three years for an approximate amount of $84,216.89 including taxes.

After the first year of the contract, the unit prices will be revised annually, all based on the Consumer Price Index of Statistique Canada. The treasurer is authorized to make transfers if necessary to follow up on the awarding of the contract and to provide for the necessary sums in the budgets for the years 2027 to 2029 to follow up on this. PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards contracts for sections 1 and 2 to the firm Eurovia Québec Construction inc., 960, chemin Edelweiss, Wakefield, Québec, J0X 3G0, for the 2026 patching program for a period of six months, for an approximate total amount of $386,862.13 including taxes, for section 1, and $174,934.46 including taxes, for section 2, all in accordance with the call for tenders documents and its bid submitted on March 16, 2026, as being the lowest received and compliant bid for each section. The treasurer is authorized to make transfers if necessary to follow up on the awarding of the contract. A treasurer's certificate was issued on May 6, 2026.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee awards a contract to the firm Groupe Pavage CG (11325973 Canada inc.), 465, chemin industriel, L’Ange-Gardien, J8L 0A9, for the 2026 resurfacing program for a period of six months, for an approximate total amount of $2,541,934.54 including taxes, all in accordance with the call for tenders documents and its bid submitted on April 9, 2026, as being the lowest received and compliant bid. The treasurer is authorized to make transfers if necessary to follow up on the awarding of the contract. A treasurer's certificate was issued on May 8, 2026.

CONSIDERING the conclusions of the investigation conducted by the representatives of the Ville de Gatineau;

CONSIDERING THAT the various failures of employee number 110878 over time have resulted in the irreparable breakdown of the bond of trust between the latter and the City;

CONSIDERING all the facts as well as the current state of jurisprudence in this matter;

CONSIDERING THAT the representatives of the Service des ressources humaines and the department concerned authorize the conclusions following the investigation:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorizes the dismissal of employee number 110878.

CONSIDERING THAT the Centre Slush Puppie has hosted and allowed the hockey club Les Olympiques de Gatineau inc. to play its home games and hold other related activities since 2021;

CONSIDERING THAT the Ville de Gatineau, by its resolution number CE-2021-713 adopted by the Executive Committee of the Ville de Gatineau on August 18, 2021, concluded an agreement with Les Olympiques de Gatineau inc. concerning the purchase of advertising visibility for a value of $50,000 over five years;

CONSIDERING THAT the Olympiques and the Ville de Gatineau wish to agree on a new agreement including the purchase of advertising visibility in the Centre Slush Puppie;

CONSIDERING THAT this agreement is for a term of five years, which will begin on July 1, 2026, and will end on June 30, 2031;

CONSIDERING THAT the visibility agreement will promote the enhancement of the institutional image of the Ville de Gatineau and will contribute to increasing the reach of Gatineau and showcasing the City:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• accepts the visibility agreement between Les Olympiques de Gatineau inc. and the Ville de Gatineau for five years, which will begin on July 1, 2026, and will end on June 30, 2031;

• grants a financial contribution of $72,800 per year plus applicable taxes, to Les Olympiques de Gatineau inc. for the duration of this agreement;

• authorizes the Director General to sign the agreement;

• authorizes the treasurer to issue a check for $72,800 per year plus taxes, upon presentation of an invoice, as a financial contribution to Les Olympiques de Gatineau inc.;

• authorizes the treasurer to provide for the necessary sums in the budgets for the years 2027 to 2031 to follow up on this. A treasurer's certificate was issued on May 11, 2026.

CONSIDERING THAT the Robert-Guertin museum space will allow for paying tribute to the former Robert-Guertin arena through a historical journey highlighting the milestones, events, and actors who contributed to its influence;

CONSIDERING THAT this arena represents an important part of the community, event, and sports history of the Ville de Gatineau, having marked several generations;

CONSIDERING THAT the project offers an opportunity for reach beyond Gatineau through the event and sports programming of Slush Puppie and its high number of annual visitors;

CONSIDERING THAT the project has an impact on the enhancement of the Gatineau identity, cultural and social development, and this, in accordance with the guiding principles of the Guide aimed at framing the outreach fund:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• accepts that the Ville de Gatineau grants financial assistance of $25,000 to Vision Multisports Outaouais for the Robert-Guertin museum space project;

• authorizes the treasurer to issue a check for $25,000, upon presentation of an invoice, as a financial contribution to "Vision Multisports Outaouais". The funds will be taken from sub-project 10072.01 (outreach fund). A treasurer's certificate was issued on May 11, 2026.
