5. Presentation of the Homelessness and Social Development Action Plan: Recreation, Sports, and Community Development Services

Julie Sénéchal presents the 2025-2029 Municipal Action Plan on homelessness and social development to the members. Members are asked what social development is, what their concerns are regarding homelessness, and what role the City of Gatineau should play in homelessness. Bryana Eddo joins the meeting at 1:18 p.m. A Vox Pop-style video, made by the Youth Commission, is presented. It was viewed during the Homelessness Summit (Sommet de l’itinérance). A quiz on homelessness is also held to test the members' knowledge.

The process of developing the action plan was carried out through validations following the Homelessness Summit and online consultations, as well as with the help of reports and profiles. People experiencing homelessness were also consulted. A Municipal Reference Framework on homelessness also guides the municipality's role.

The Action Plan includes 6 major orientations:

  • Governance;
  • Adapted communications;
  • Research, consultation, and partnership;
  • A suitable roof for all;
  • Interventions adapted to realities (for which a video on the TAPAJ program is presented);
  • Neighborhood life and community development (for which a video on 'Free Play in the Street' will be sent to the Messenger group, due to lack of time).

A comment is made to clarify why the term "person experiencing homelessness" (personne en situation d’itinérance) is used rather than "homeless person" (personne itinérante). The City of Gatineau's definition focuses on the situation, since it can last for a variable amount of time. We do not wish to label the person.

A question is also asked regarding housing. Many housing units are being built, but they are not necessarily affordable; is there a plan in Gatineau for affordable housing? The Sustainable Development and Urban Planning Department is in charge of the file, and they have a complete affordable housing strategy that is being developed thanks to a housing policy that will be implemented.

We highlight the nomination of Keshet Sagy to Force Avenir 2025 edition. At Collège St-Joseph, all socks were donated during the Francophonie Day. Also, an Allies Committee was set up to support students of the allosexual community. To this effect, it is mentioned that during the Youth Summit, socks of an exclusive color will be given out. A member wants to know the procedures of other members to encourage student participation in their school.
