CONSIDERING THAT pursuant to resolution number CE-2023-424 of May 24, 2023, the City of Gatineau awarded a contract to the firm Pomerleau inc. for the realization of the Lucy-Faris library project for a total amount of $42,192,671.13 including taxes;

CONSIDERING THAT additional costs covered by change orders for an amount of $190,497.41 including taxes have been authorized pursuant to change notices numbers 10125, 10172, 10180, 10181, 10182, and 10208;
CONSIDERING THAT the contractor has filed a new request in the amount of $205,490.93 including taxes, which brings the cumulative total of supplements to an amount of $395,988.34 including taxes;
CONSIDERING THAT the firms Les Services EXP inc. and In Situ / DMA, mandated by the City of Gatineau for the production of plans and specifications and for the supervision of the work, have analyzed the additional cost requests filed by the firm Pomerleau inc. and recommend their payment;
CONSIDERING THAT pursuant to Règlement 816-2017 concerning the delegation of power of the executive committee to certain officials, including the power to authorize expenditures and enter into contracts on behalf of the City of Gatineau, a resolution of the executive committee is necessary since the cumulative amount of additional fees exceeds the 10% limit provided for in the bylaw or is greater than $250,000;
CONSIDERING THAT after analysis, the Service des infrastructures et des projets recommends the approval of these additional costs:
PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:
• ratify change notices numbers 10125, 10172, 10180, 10181, 10182, and 10208 for a total amount of $190,497.41 including taxes;
• authorize the additional amount of $205,490.93 including taxes to the contract of Pomerleau inc., thus bringing the tender cost adjustment to the amount of $395,988.32 including taxes, with no budgetary impact. CONSIDERING THAT the Bureau des événements has completed the first series of analyses of support requests for the 2025 calendar for events ranging from January to April inclusive, within the framework of the Major Events Support Program and the Event Support Program – Eligible budgets of less than $50,000;
CONSIDERING THAT two other draft resolutions will be presented to this council in January and May for the support of other 2025 events ranging from May to December;
CONSIDERING THAT the Bureau des événements recommends that the council adopt financial contributions of $494,640 in cash, $60,300 in cost-based services, and $66,400 in service value to organizations, in accordance with the budgets allocated to the two support programs concerned:

• to approve the financial contributions and services detailed in Appendix A within the framework of the Major Events Support Program (PSGÉ) for the period from January 1 to April 30, 2025, conditionally upon the adoption of the budget;
• to approve the financial contributions and services detailed in Appendix B within the framework of the Event Support Program – Eligible budgets of less than $50,000 (PSÉ) for the period from January 1 to April 30, 2025, conditionally upon the adoption of the budget;
• to approve the change of dates and site for the Symposium Gatineau en couleurs 2024 as well as the adjustment of services presented in Appendix C;
• to authorize the treasurer to:
- pay the expenses for cost-based services incurred within the framework of the organization of events and which are provided for by the City in the service support registered in the memoranda of understanding;
- make payments to the organizations identified in Appendices A and B prepared by the Service des arts, de la culture et des lettres;
- pay an additional maximum sum of $5,000 per organization to those committing to a strategic plan process or a traffic and origin study according to budgetary availability.
In the event of exceptional circumstances determined by the City, the contribution in services could be higher than the forecasts, while respecting the limits established in the support programs. The Bureau des événements may, in these circumstances, reimburse invoices to the targeted organizations, upon presentation of supporting documents, or pay suppliers, if applicable.
• to authorize the Service de police – Parking Section, adult school crossing guard, and animal control to:
- provide free or billable parking spaces in certain municipal parking lots;
- move permit holders to time-limited parking lots or to parking meters (paid spaces);
- take all arrangements required for the smooth running of the activities concerned;
• to authorize the management of the Service des arts, de la culture et des lettres or its representatives to sign the memoranda of understanding as well as any other modification or amendment to the memoranda of understanding with organizations receiving less than $250,000 in subsidies.
