2025.03.12 – Regular meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, March 12, 2025, at 9:30 a.m.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee decree amendments to the parking signage on Labrosse and Des Affaires boulevards, file RS-24-298, as illustrated in plan number CRO-24-459 dated February 13, 2025, all in order to:

Implement a no-stopping zone:

Implement a no-parking zone:

This resolution cancels or replaces any previous signage governing parking in the parking zone mentioned herein. The Public Works Department is authorized to proceed with the installation of the required regulatory signage, all according to the directives of the Mobility Department, in accordance with plan number CRO-25-459 which is an integral part of this document.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Combustion R.P. (3175014 Canada inc.), 789, boulevard Maloney Est, Gatineau, J8P 1G5, for the provision of hourly refrigeration and gas technician services for a period of five years, for an approximate total amount of $4,979,337.30 including taxes, all in compliance with the tender documents and its bid submitted on December 16, 2024, this being the only bid received and compliant.

The funds for this purpose will be drawn from the following budget items:

The treasurer is authorized to provide the necessary sums in the budget for the years 2026 to 2030 to give effect to this. The treasurer is authorized to make the necessary transfers to give effect to this. A treasurer's certificate was issued on March 7, 2025.

CONSIDERING THAT the maintenance, support, and update contract for police and fire management, communication, and information software was renewed until December 31, 2025, by resolution number CE-2024-925;

CONSIDERING THAT an error occurred, the planned amount was $456,785.68 including taxes and it should have been $491,657.96 including taxes:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• amend resolution number CE-2024-925; • authorize the additional amount of $34,872.27 including taxes, for the maintenance, support, and update contract for police and fire management, communication, and information software from the firm Versaterm inc., 2300, avenue Carling, Ottawa, Ontario, K2B 7G1; • provide in the 2025 budget the additional amount necessary to give effect to this.

The funds for this purpose will be drawn from the relevant budget items, up to the limit of budgetary availability. The treasurer is authorized to make the necessary transfers to give effect to this. A treasurer's certificate was issued on March 7, 2025.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award contracts to the following firms, all in compliance with the tender documents and the bids submitted on December 11, 2024, the firms having submitted the lowest compliant bids received for each section, namely:

• The firm 153362 Canada inc / Remorquage Henrie, 25, rue Émile-Bond, Gatineau, J8Y 3M9, for sections 1 and 3.2 for towing and municipal impound management service for a period of five years, for an approximate amount of $672,977.42 including taxes; • The firm 3462820 Canada inc / Remorquage Tin-Tin, 372, rue Saint-Louis, Gatineau, J8P 8B3, for sections 2 and 3.1 for towing and municipal impound management service for a period of five years, for an approximate amount of $461,279.70 including taxes.

The funds for this purpose will be drawn from the relevant budget items. The treasurer is authorized to:

• make transfers, if necessary, to give effect to the bid adjustment; • provide the necessary sums in the budget for the years 2026 to 2030 to give effect to this.

A treasurer's certificate was issued on March 7, 2025.

CONSIDERING THAT the organization Les Œuvres Isidore Ostiguy obtained, on August 7, 2015, recognition for property tax exemption purposes for the building located at 149, rue Fernand-Arvisais;

CONSIDERING THAT the Loi sur la fiscalité municipale provides for the periodic review of recognition every nine years;

CONSIDERING THAT the organization Les Œuvres Isidore Ostiguy has requested the renewal of the property tax exemption for the building located at 149, rue Fernand-Arvisais;

CONSIDERING THAT the Commission municipale du Québec can confirm the recognition of the property tax exemption after consultation with the City:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee agree to defer to the decision of the Commission municipale du Québec to confirm the recognition of the property tax exemption granted to the organization Les Œuvres Isidore Ostiguy for the building located at 149, rue Fernand-Arvisais;

Furthermore, this committee wishes to inform the Commission municipale du Québec that should a hearing be held to allow for a decision in this file, the City will not be present.

CONSIDERING THAT the municipal council must take all necessary means to ensure that municipal tax revenues of the municipality are collected promptly:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend to the council:

• to order the clerk or in her absence the assistant clerk or the deputy clerk to sell at public auction, in the salle Jean-Despréz of the Maison du citoyen, 25, rue Laurier, Gatineau, on Wednesday, June 18, 2025, at 10 a.m., and every following day, if necessary, the properties appearing on the list of properties for sale for unpaid taxes prepared by the Finance Department on February 28, 2025; • to exclude from this auction, at the request of the Director of the Finance Department and Treasurer, the following properties appearing on the list of properties excluded from the sale for unpaid taxes:

• 7842-36-3343;
• 5627-14-3346;
• 7941-27-4353;
• 5630-12-9574; • to authorize the imposition of fees of $120 on each of the properties registered on the list of properties for sale for unpaid taxes and which have not been paid at the time of the adoption of the list, for various expenses related to this sale such as bailiff fees, newspaper publications, research, and others; • to authorize the clerk or the assistant clerk to subtract from the sale the properties whose owners appear on the list of properties for sale for unpaid taxes and who have paid their property taxes to the Finance Department before the auction; • to authorize the representatives of the Real Estate Department to bid and, if necessary, to become the adjudicator on behalf of the City of Gatineau, in accordance with the provisions of section 536 of the Loi sur les cités et villes and section 18 of the Charte de la Ville de Gatineau, for properties forming part of the list of properties adopted by the executive committee and which may be necessary in the context of various municipal and future projects or for land reserve purposes; • to authorize the treasurer to draw from the "Property Acquisitions" reserve the sums required to give effect to this. However, should the municipality dispose of properties during the year, the treasurer is authorized to draw these same sums from the proceeds of property dispositions of the current year; • to mandate the mayor or in her absence the acting mayor and the clerk or in her absence the assistant clerk or the deputy clerk to sign the deeds of sale mentioned in section 525 of the Loi sur les cités et villes; • to mandate the mayor or in her absence the acting mayor and the clerk or in her absence the assistant clerk or the deputy clerk to sign the withdrawal deeds resulting from the sale of properties for unpaid taxes, if they are presented within the time limit provided for in section 531 of the Loi sur les cités et villes.

A treasurer's certificate was issued on March 7, 2025. This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT the City of Gatineau has always been a partner of Centraide Outaouais in its fundraising projects;

CONSIDERING THAT Centraide Outaouais helps nearly 88 local and regional organizations and that its role is essential to them;

CONSIDERING the great needs of the community and the impact of underfunding of organizations by Centraide Outaouais;

CONSIDERING THAT municipal employees have contributed to the Centraide Outaouais campaign since 2005;

CONSIDERING THAT the City has committed to paying 50 cents for every dollar paid by employees;

CONSIDERING THAT 420 employees contributed an amount of $101,273.15. It is a grant of $50,636.58 that is added to this amount for a total of $151,909.73 which will be given to Centraide Outaouais for the 2024 campaign:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend to the council to grant a corporate subsidy in the amount of $50,636.58 adding to the contribution of the employees. The treasurer is authorized to:

• draw the sum of $50,636.58 from sub-project 10050.01 - Miscellaneous Grants and to issue the check upon acceptance of this by the municipal council, to the attention of Centraide Outaouais, 74, boulevard Montclair, Gatineau, Québec, J8Y 2E7. • perform the necessary entries and transfers to give effect to this.

A treasurer's certificate was issued on March 7, 2025. This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT the Association des professionnels, industriels et commerçants d’Aylmer is organizing the event "Le Vieux-Aylmer se sucre le bec" on March 29 and 30, 2025, to animate and revitalize the rue Principale sector;

CONSIDERING THAT the Association des professionnels, industriels et commerçants d’Aylmer has requested authorization from the City of Gatineau to temporarily close sections of Park and Broad streets, between rue Principale and rue du Patrimoine, from March 28 to 31, 2025, inclusive, to allow for the setup and dismantling of the site and the holding of the event;

CONSIDERING THAT the requested closures will allow the two private residences to access their parking at all times and that a traffic lane will be kept free on each of the two closed streets to allow access for emergency vehicles;

CONSIDERING THAT the necessary signage will be installed and removed by the organization:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the Association des professionnels, industriels et commerçants d’Aylmer, organizer of the event "Le Vieux-Aylmer se sucre le bec", to close a section of Park Street and a section of Broad Street, between rue Principale and rue du Patrimoine, between March 28 and 31, 2025, all according to the following conditions:

• Provide, install, and remove all required signage as identified in the approved street closure plan; • Ensure the management of residual materials during the event and clean the premises after it is held; • Assume the costs of damages caused to the property of the City of Gatineau; • Release the City of Gatineau from any liability for damages to others that may result from the holding of the event and commit to holding a civil liability insurance policy for an amount of $5,000,000 which identifies the City of Gatineau as an additional insured and to provide proof thereof to the Aylmer territorial management before the event is held; • Obtain the temporary event permit required for the holding of the event.

CONSIDERING the conclusions of the investigation conducted by the representatives of the City of Gatineau;

CONSIDERING THAT the faults committed by employee number 120903 have irreparably broken the bond of trust between the latter and the City;

CONSIDERING the set of facts as well as the current state of jurisprudence in this matter;

CONSIDERING THAT the representatives of the Human Resources Department and the concerned department authorize the conclusions following the investigation:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the dismissal of employee number 120903.

CONSIDERING the conclusions of the investigation conducted by the representatives of the City of Gatineau;

CONSIDERING THAT the fault committed by employee number 118474 has broken the bond of trust between the latter and the City irreparably;

CONSIDERING the set of facts as well as the current state of jurisprudence in this matter;

CONSIDERING THAT the representatives of the Human Resources Department and the concerned department authorize the conclusions following the investigation:
