2025.06.25 – Regular meeting of the Ville de Gatineau executive committee held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, June 25, 2025, at 9:30 a.m.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Les Constructions B.G.P. / 990067 Canada inc., 139, avenue Gatineau, Gatineau, Québec, J8T 4J7, for the culvert replacement work at the lac Beauchamp outlet and for stormwater management improvements in Zone L of the ruisseau Wabassee watershed, based on the lump sum and unit prices entered in the tender form, for an approximate amount of $643,164.69 including taxes, all in accordance with the call for tenders documents and its bid submitted on May 21, 2025, as being the lowest compliant bid received. A treasurer's certificate was issued on June 23, 2025.

CONSIDERING THAT the Plan de gestion des matières résiduelles (PGMR) 2023-2029 of the Ville de Gatineau came into effect on February 14, 2023 (CM-2023-92), with the objective of reducing the quantity of residual materials sent to landfill, focusing on source reduction, reuse, and citizen awareness;

CONSIDERING THAT action 3 of the PGMR 2023-2029 provides for financial support for organizations involved in the sustainable management of residual materials, particularly in the areas of source reduction, reuse, and information, awareness, and education (ISÉ), and that an annual amount of $300,000 is provided for this purpose in the total PGMR budget;

CONSIDERING THAT the Ville de Gatineau recognizes the central role of non-profit organizations (NPOs) in implementing local strategies aimed at promoting sustainable residual materials management practices;

CONSIDERING THAT several NPOs in the Ville de Gatineau territory carry out major activities related to source reduction, reuse, and ISÉ;

CONSIDERING THAT these NPOs contribute to reducing the waste sent to landfill by Gatineau citizens and therefore the collection, transport, and landfill costs for the City;

CONSIDERING THAT a financial support program for NPOs was developed by the Service de l’eau et des matières résiduelles to support the financial stability and growth of NPOs in the Gatineau territory by providing them with dedicated funding for their initiatives related to residual materials management;

CONSIDERING THAT a guide including eligibility criteria, funding terms, and submission procedures for applications was drafted and published on the City's website to guide organizations interested in the financial support program, and that an information session was held on March 26, 2025;

CONSIDERING THAT 12 organizations submitted an application under the financial support program, and that 10 of these applications were deemed eligible after analysis according to the criteria and weighting established in the program guide;

CONSIDERING THAT, in accordance with the recommendations of the Evaluation Committee, a total amount of $122,400 will be granted to eligible organizations to support the implementation of their initiatives in sustainable residual materials management:

PROPOSED AND UNANIMOUSLY RESOLVED: THAT this committee recommend to council: • to approve the granting of financial aid to 10 NPOs in the amount of $122,400 for the year 2025-2026; • to authorize the division head of Gestion des matières résiduelles or, in their absence, the director or assistant director of the Service de l’eau et des matières résiduelles to sign the letters of agreement and other documents necessary for the implementation of the support program, the funding of the NPOs, and the reporting by them; • to authorize the treasurer to proceed with payments in accordance with the terms established in the letters of agreement, upon presentation of supporting documents validated by the Service de l’eau et des matières résiduelles, up to a maximum of $15,000 per organization.

A treasurer's certificate was issued on June 23, 2025. This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Aquatech, Société de gestion de l’eau inc., for professional services for the operation of wastewater treatment facilities in the Masson-Angers and Buckingham sectors (Section 1) as well as for the monitoring of various overflow facilities of the sewer networks in the Aylmer, Hull, Gatineau, Masson-Angers, and Buckingham sectors (Section 2), for an approximate amount of $610,494.17 including taxes, all in accordance with the call for tenders documents and its bid submitted on May 6, 2025, as being the only compliant bid received that qualified after evaluation by a selection committee, all in accordance with the authorized evaluation grid.

For Section 1, the contract will be for a duration of one year, taking effect from the date of award with the possibility of renewing it for two additional one-year periods. For Section 2, the contract will be for a duration of three years, taking effect from the date of award. The treasurer is authorized to provide in the budgets for the years 2026 to 2028 the amounts necessary to follow up on this. The funds for this purpose will be taken from various budget items, up to the limit of available funds. A treasurer's certificate was issued on June 23, 2025.

CONSIDERING THAT this committee, by its resolution number CE-2024-163 of March 20, 2024, awarded to the firm Eurovia Construction Québec, for the installation of new traffic lights at the intersections of rue Georges/Maclaren Ouest and rue Georges/Filion, for $1,090,597.77 including taxes;

CONSIDERING THAT the contract modification notices numbers 10564 and 10606 have already been approved for $100,770.16 including taxes;

CONSIDERING THAT the firm Eurovia Construction Québec submitted to the City a bid for additional costs of $34,842.32 including taxes, for additional rock breaking and the custom construction of a traffic light foundation block, all of which has been verified and recommended by the consulting firm CIMA+, s.e.n.c., mandated by the City for the supervision of the work;

CONSIDERING THAT under Règlement numéro 816-2017 concerning the delegation of power from the executive committee to certain officials, including the power to authorize expenses and enter into contracts on behalf of the Ville de Gatineau, a resolution of the executive committee is necessary since the adjustment amount exceeds the limit provided for in the bylaw;

CONSIDERING THAT after verification, the Service de la mobilité recommends this cost adjustment for the additional work and quantities of materials incurred:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee: • endorse the AMC (contract modification notices) numbers 10564 and 10606 for $100,770.16 including taxes; • authorize the additional cost adjustment incurred of $34,842.32 including taxes, to the contractor Eurovia Construction Québec, and this, without budgetary impact, as part of the project for the installation of new traffic lights at the intersections of rue Georges/Maclaren Ouest and rue Georges/Filion, thus bringing the cumulative adjustments to be approved to $135,612.48 including taxes. The total revised cost of the mandate, following this adjustment, represents $1,226,210.26 including taxes. A treasurer's certificate was issued on June 23, 2025.

CONSIDERING THAT the Service de l’approvisionnement responsable published on May 15, 2025, on the Quebec government's electronic tendering system, a notice of intent to grant a contract by mutual agreement to the supplier identified as "unique" under section 573.3 al.1 (2) of the Loi sur les cités et villes (chapter C-19);

CONSIDERING THAT following the research and verifications carried out, the supplier "L’Arsenal" was the only one able to meet the specified requirements;

CONSIDERING THAT in this context, the Ville de Gatineau had the obligation to verify that only one supplier met the technical requirements and that there was no alternative solution that could guarantee the repair of vehicle 341F361;

CONSIDERING THAT following this notice of intent, no other supplier came forward:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to L’Arsenal, 2250, rue André C.-Hamel, Drummondville, Québec, J2C 8B1, for the repair of vehicle 341F361 for an approximate amount of $365,385.95 including taxes. A PEC (expenditure commitment) of $237,771 has been requested since the beginning of the year; the estimated cost of repairs increased by $95,875 for a total of $333,646 (chargeable cost). The funds for this purpose will be taken from the relevant budget item up to the sum of $365,385.95 including taxes.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Carle Ford inc., 901, rue Dollar, Gatineau, Québec, J8L 3T4, for the purchase of a six-wheel truck with an enclosed box and crane, for a total amount of $363,453.22 including taxes, all in accordance with the call for tenders documents and its bid submitted on April 9, 2025, as being the lowest compliant bid received. The funds for this purpose will be taken from the following budget items:

CONSIDERING THAT this committee, by its resolution number CE-2024-70 of August 21, 2019, awarded a contract to the firm 11182609 Canada inc., 84 rue Monet, Cantley, Québec, J8V 3L6, for arboriculture services near the Hydro-Québec network, based on the unit prices appearing in the tender form, for an approximate total amount for two years of $252,738.05 including taxes;

CONSIDERING THAT two AMCs were created, namely AMC-10476 and AMC-10495, for a total addition including taxes of $25,267.43. This brings the contract, including the CPI of November 2024, to a total amount of $279,777.59 including taxes;

CONSIDERING THAT section 6 of the Special Specifications provides that the quantities indicated in the tender form are for information purposes only and may vary upwards or downwards according to actual needs during the contract:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize an additional amount of $75,000 including taxes, to the firm 11182609 Canada inc., based on the unit prices appearing in the tender form, all in accordance with the call for tenders documents 2023 SP 400. This brings the contract, including additions and CPI, to the total amount of $354,777.59. The prices will be subject to indexation based on the Consumer Price Index for Canada, All-items (not seasonally adjusted), this period ending three months preceding the anniversary date. The treasurer is authorized to make transfers if necessary to follow up on the awarding of the contract.

CONSIDERING THAT the organizations targeted by the memoranda of understanding are non-profit organizations recognized as partner organizations of the Ville de Gatineau via the Cadre de soutien au développement des communautés of the Service des loisirs, des sports et du développement des communautés;

CONSIDERING THAT the Ville de Gatineau is the owner of the buildings targeted by the loan agreements and that it has the power to lend them;

CONSIDERING THAT the borrowing organizations have expressed interest in borrowing part or all of the buildings targeted in the agreements;

CONSIDERING THAT some borrowing organizations already occupy the premises and wish to continue occupying the loaned premises;

CONSIDERING THAT the City and the organizations wish to specify in a deed the conditions of the building loans;

CONSIDERING THAT these authorizations are granted on a precarious and revocable basis and that the parties could terminate them at any time with a 30-day notice;

CONSIDERING THAT no indemnity may be claimed from the Ville de Gatineau for any reason whatsoever and that the borrowing organizations expressly waive any recourse in liability against the Ville de Gatineau:

CONSIDERING THAT the Fête du Canada du Vieux-Hull event will take place on and near the pedestrian zone of rue Laval, on July 1, 2025;

CONSIDERING THAT the modification to automobile traffic is necessary to ensure the safety of participants and to ensure the fluidity of vehicles;

CONSIDERING THAT the costs related to road traffic modifications are covered in service according to the framework of the Programme de soutien aux grands événements via resolution number CM-2025-42 of January 21, 2025:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the modifications to automobile traffic as part of the Fête du Canada du Vieux-Hull event on July 1, 2025, namely:

Prohibition of automobile traffic except for residents and users of the Dubé parking lots on rue Wellington on the following streets:

• Rue Laval, between promenade du Portage and rue Wellington;
• Rue Wellington, between rue Leduc and rue Laval.

All according to plan CRO-23-176 and under the following conditions: • Respect the road signage standards of Quebec and the Ville de Gatineau concerning street closures; • Ensure an emergency lane at all times during the event.

The organization undertakes to provide the Bureau des événements of the Service des arts, de la culture et des lettres, 30 days before the event, a general liability insurance certificate in the amount of $3,000,000 and also undertakes to release the Ville de Gatineau from any liability for damages to others that may result from the holding of the event and to designate the Ville de Gatineau as an additional insured on their liability insurance policy. The Service des travaux publics (Road Division) is authorized to proceed with the installation of the required regulatory signage, all as indicated in the signage plan produced by the Service de la mobilité.

CONSIDERING THAT the 33rd edition of the Triathlon de Gatineau, organized by the Club Espoir Triathlon Gatineau, will take place on Saturday, July 5, 2025;

CONSIDERING THAT the street closure and traffic control by the Service de police de Gatineau are essential elements for the holding of the event and the safety of the participants;

CONSIDERING THAT the costs related to police services are covered by the Programme de soutien aux grands événements via resolution number CM-2025-42 of January 21, 2025;

CONSIDERING THAT the application of the required temporary signage plan and the costs associated with it are chargeable to the organization:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the event organizers, in collaboration with the Service de police de Gatineau, to close streets to traffic according to the following schedule:

Emergency vehicles will have access to all the streets mentioned above if the situation requires it. Residents who are owners or tenants on the streets mentioned above will have access to their property or business at all times via alternative streets. All under the following conditions: • Entrust the implementation of a traffic plan approved by the Service de la mobilité to an authorized company; • Ensure access for emergency vehicles at all times during the event; • Obtain a general liability insurance certificate of at least $3,000,000 designating the Ville de Gatineau as an additional insured.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm Signalisation de l’Estrie inc., 520, rue Pépin, Sherbrooke, Québec, J1L 2Y8, for the supply of signage accessories and posts for a total approximate amount for two years of $255,434.09 including taxes, all in accordance with the call for tenders documents and its bid submitted on June 2, 2025, as being the lowest compliant bid received. The contract will be valid for two years from the date of award and the contract may be renewed for an additional one-year period, thus bringing the total potential value of the contract to an approximate amount of $383,151.14. After the first year of the contract, the unit prices will be revised annually, all based on the Consumer Price Index of Statistics Canada. The funds for this purpose will be taken from the relevant budget items up to the limit of budgetary availability. In addition, the treasurer is authorized to provide the necessary sums in the budget for the year 2026 to 2028 to follow up on this.
