CONSIDERING THAT council, by resolution number CM-2019-164 of January 21, 2020, and amended by resolution number CM-2020-42 of January 21, 2020, granted a financial contribution equivalent to 15% of the maximum eligible cost (CMA) required by the AccèsLogis Québec program for the ACL 7044-Saint-Étienne project;
CONSIDERING THAT due to the presence of power lines on the construction site and the delay incurred by Hydro-Québec to perform safety work, construction work was partially interrupted;
CONSIDERING THAT during the site shutdown, the building was exposed to heavy precipitation and water infiltration, causing partial contamination of the building;
CONSIDERING THAT under the advice of specialized firms, the organization and the contractor agreed on the urgency of proceeding with decontamination and on the method to be applied to ensure the building's safety;
CONSIDERING THAT the contractor GMR performed the work and is claiming from the organization a total amount of $600,000 plus taxes for the decontamination work, costs related to the site shutdown, as well as costs related to the extension of the work due to site conditions;
CONSIDERING THAT a portion of the costs associated with the decontamination work were not eligible under the AccèsLogis program and that the organization does not have the financial capacity to assume them;
CONSIDERING THAT to avoid legal action, the organization decided to initiate a mediation process to resolve the dispute with the contractor;
CONSIDERING THAT following the mediation that took place on May 1, 2024, both parties agreed on an amount of $600,000 plus taxes, which the organization must pay to GMR Construction, distributed as follows:
- Costs related to the Hydro-Québec work stoppage: $255,000;
- Costs related to the extension of work due to site conditions: $165,000;
- Costs related to decontamination: $180,000;
CONSIDERING THAT the costs related to the site shutdown as well as those related to the extension of work due to site conditions are eligible under the AccèsLogis program;
CONSIDERING THAT article 91.1 allows any local municipality to grant aid to any solidarity cooperative that has, by its statutes, prohibited itself from distributing a patronage dividend or paying interest on any class of preferred shares;
CONSIDERING THAT the City of Gatineau could finance this request from the allocated surplus – Additional aid for affordable housing:

- Grant financial aid of a maximum amount of $180,000 plus taxes (i.e., $206,955), drawn from the allocated surplus – Additional aid for affordable housing, to the Coopérative de Solidarité Innovation Habitation Outaouais to cover the costs of the agreement related to the building's decontamination work under the following conditions:
- THAT the aid is conditional upon compliance with the conditions provided for in article 91.1 of the Loi sur les compétences municipales;
- THAT only the actual amount of the work is eligible, including the costs listed below, namely: o For the execution of work related to the decontamination of the building;

CONSIDERING THAT the City is recognized as an Age-Friendly Municipality (Municipalité amie des aînés - MADA) and that, in this capacity, it works to put an end to ageism, to adapt its policies, structures, and services to promote the participation of seniors by relying on consultation, partnership, and the mobilization of the entire community;
CONSIDERING THAT the City adopted, in December 2022 (CM-2022-844), the 2022-2026 Integrated Action Plan – Families, seniors, and people with disabilities;

CONSIDERING THAT the acceleration of the aging of its population in recent years is considered an important demographic issue in Gatineau;
CONSIDERING THAT the Table des aînés de Gatineau has the mission of being a non-profit consultation organization that collaborates with the community for a better quality of life for seniors. Its objectives are to represent all seniors in their diversity, recognize the participation and contribution of seniors to collective life, and collaborate with and influence community bodies in the development and implementation of policies and programs;
CONSIDERING THAT the Table des aînés de Gatineau supports initiatives and projects that improve the quality of life of seniors in Gatineau and that it is an important actor and leader through its complementarity and will, moreover, allow for the support and consultation of community organizations for seniors;
