CONSIDERING THAT on June 25, 2014, the federal and provincial governments announced the conclusion of a new agreement relative to the transfer of a portion of the revenues from the federal excise tax on gasoline which allocates new sums to the government of Quebec for the next 10 years, i.e., for the period from 2014 to 2024;
CONSIDERING THAT the government of Quebec announced a significant financial participation in the Gas Tax and Quebec Contribution Program allowing for total assistance of $3.415 billion for the next five years;
CONSIDERING THAT the financial assistance for the City of Gatineau amounts to $101.297 million, established according to the population decree in force on January 1, 2019;
CONSIDERING THAT following the suspension of the FIMEAU program, the financial assistance for the City of Gatineau was increased by an amount of $31.838 million, thus bringing the total financial assistance to an amount of $133.135 million;
CONSIDERING THAT the MAMH announced on May 4, 2023, that the application of the Gas Tax and Quebec Contribution Program (TECQ), which was to end on December 31 next, was extended until December 31, 2024;
CONSIDERING THAT the program is thus renamed TECQ 2019-2024 and that this one-year extension will allow for better responding to the needs of communities in terms of infrastructure;
CONSIDERING THAT the City of Gatineau has reviewed the Guide relative to the terms of payment of the government contribution as part of the Gas Tax and Quebec Contribution Program (TECQ) for the years 2019 to 2024 for drinking water and sanitation infrastructure as well as local roads;
CONSIDERING THAT the City of Gatineau must respect the terms of this guide which apply to it in order to receive the government contribution which was confirmed to it in a letter from the Minister of Municipal Affairs and Housing;
CONSIDERING THAT to obtain the financial assistance, the City of Gatineau must also file with the Ministry of Municipal Affairs and Housing a final programming of work which respects the eligible categories of work:
PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends that council:
• commit to respecting the terms of the guide which apply to the City of Gatineau;
• commit to being solely responsible and to release the government of Canada and the government of Quebec, as well as their ministers, senior officials, employees, and agents from any liability regarding claims, demands, losses, damages, and costs of all kinds having as a basis an injury inflicted on a person, the death of that person, damage caused to property, or loss of property attributable to a deliberate or negligent act arising directly or indirectly from the investments made by means of the financial assistance obtained as part of the TECQ 2019-2024 program;
• approve the content and authorize the sending to the Ministry of Municipal Affairs and Housing of the final programming of work version number 05 attached hereto and all other documents required by the Ministry with a view to receiving the government contribution which was confirmed to it in a letter from the Minister of Municipal Affairs and Housing;
• attest by this resolution that the final programming of work number 05 attached hereto includes truthful realized costs;
• commit to reaching the minimum threshold of capital assets imposed on it for the entire five years of the program;
• commit to informing the Ministry of Municipal Affairs and Housing of any modification that will be made to the programming of work approved by this resolution.

CONSIDERING THAT the municipal council adopted its Revised Land Use and Development Plan (SADR) number 2050-2016 on October 20, 2015, which came into effect on December 8, 2015;
CONSIDERING the receipt of the request to modify the SADR from the Minister of Municipal Affairs and Housing (MAMH), notified on April 2, 2024, aiming to integrate the government land use guideline (OGAT) titled "Planning living environments ensuring access to quality, accessible, and affordable housing for all households" into its SADR;
CONSIDERING THAT the Ministry of Municipal Affairs and Housing offers a grant to RCMs/cities to comply with the new OGATs;
CONSIDERING THAT in order to reduce expenses related to the revision project of its Revised Land Use and Development Plan, the City of Gatineau submitted a request to the MAMH to obtain the maximum grant provided, being an amount of $207,918 over three years;
CONSIDERING THAT the municipal council, by its resolution number CM-2024-942, authorized the Urban Planning and Sustainable Development Department to apply for financial assistance from the MAMH for the work necessary to update its SADR to take into account the new OGATs adopted on May 22, 2024;
CONSIDERING THAT the financing agreement signed on March 6, 2025, provides for the rights and obligations of the parties regarding the payment of financial assistance;
CONSIDERING THAT the amount of $207,918 is divided into three payments of $69,306, representing 33.3% of the total sum paid each year;
CONSIDERING THAT following the signing of the agreement, the City of Gatineau has until September 6, 2025 (six months) to present to the Ministry, in the form of a resolution, a description of the project via a form to obtain its approval;
CONSIDERING THAT no later than February 15, 2026, the City must transmit to the Minister a progress report presenting the activities conducted and work completed with a view to obtaining the second payment;
CONSIDERING THAT, no later than February 15, 2027, the City must also submit to the Minister a final claim of its eligible expenses, duly incurred and paid, accompanied by the required supporting documents:

CONSIDERING THAT this agreement is advantageous for both parties and allows the City of Gatineau to save more than $70,000 in transport and treatment costs for compostable materials:

CONSIDERING THAT community and institutional partners have been mobilized, to work together on the identification and prioritization of structuring actions to be implemented to reduce the risk factors for violence among youth:
