CONSIDERING THAT the City of Gatineau is recognized as an Age-Friendly Municipality (Municipalité amie des aînés - MADA) and in this capacity, it promotes the participation of seniors by relying on consultation, partnership, and community mobilization;
CONSIDERING THAT the City acts as a supporting organization under the New Horizons for Seniors Program (NHSP) – Pan-Canadian Stream, administered by Employment and Social Development Canada (ESDC);
CONSIDERING THAT the New Horizons for Seniors Program supports the implementation of concerted actions aimed at social inclusion, citizen participation, and improving the quality of life of vulnerable seniors at risk of exclusion;
CONSIDERING THAT the City has submitted a Collective Impact Plan and a work plan aimed at significantly increasing the social inclusion of vulnerable seniors in Gatineau, and that sub-projects have been identified and validated by local partners during consultations and thematic meetings held over the past months;
CONSIDERING THAT the collaborating organizations (Table des aînés de Gatineau, Solidarité Gatineau Ouest, Table de concertation des aînés et des retraités de l’Outaouais, Centre d’Animation Familiale de l’Outaouais, and Loisir sport Outaouais) are non-profit organizations recognized in the territory, and that they possess expertise as well as a network of partners allowing them to support the sub-projects of the Collective Impact Plan;
CONSIDERING THAT the sums recommended to the five collaborating organizations aim to support the realization of sub-projects, ensure the coordination of concerted actions, strengthen the social participation of vulnerable seniors, and contribute to achieving the expected results of the New Horizons for Seniors Program, from April 1, 2026, to March 31, 2027;
CONSIDERING THAT the granting of funds is conditional upon the required authorizations and approvals, including the recognition and approval of the collaborating organizations by Employment and Social Development Canada, as well as the signing of an auxiliary agreement and a memorandum of understanding between the City and the collaborating organizations:

CONSIDERING THAT the government of Quebec has established a financial assistance program, the 2023 Municipal Water Infrastructure Program (PRIMEAU);
CONSIDERING THAT the PRIMEAU program, published in April 2023 by the ministère des Affaires municipales et de l’Habitation (MAMH), aims to financially support Quebec municipalities in the construction, repair, or upgrading of water infrastructure;
CONSIDERING THAT the City of Gatineau has reviewed the guide for the 2023 PRIMEAU program, understands all program terms applicable to it or its project, and has consulted with the Ministry as needed;
CONSIDERING THAT the City of Gatineau must comply with the terms of this guide to obtain financial assistance under the 2023 PRIMEAU program and to receive payment of such assistance;
CONSIDERING THAT the City has obtained a letter of commitment under the 2023 PRIMEAU program for Lot 1 of the Programme de réfection de l’usine de production d’eau potable du secteur de Gatineau (PRUPEP) and that funds in the amount of $12.518 million are still available in this envelope;
CONSIDERING THAT it is appropriate for the City of Gatineau to submit a financial assistance application to the MAMH under the 2023 PRIMEAU program regarding the renovation project for the Champlain station:

• Authorize the Asset Planning and Investment Department to submit a financial assistance application to the ministère des Affaires municipales et de l’Habitation (MAMH) under the 2023 PRIMEAU program, component 1, sub-component 1.2, for the renovation project of the Champlain pumping station in the Gatineau sector;
• Confirm that the City has reviewed the guide for the 2023 PRIMEAU program and commits to respecting all terms applicable to it;
• Authorize the City to commit to assuming full responsibility for the work and any modifications that may be made to it. Signing of the Grant Agreement with the Ministry of Municipal Affairs and Housing for the 2025-2027 Sustainable Rainwater Management Program
CONSIDERING THAT the City of Gatineau is authorized, by resolutions CM-2025-588 and CM-2026-25, to submit a financial assistance application under the 2025-2027 Sustainable Rainwater Management Program (Programme pour la gestion durable des eaux de pluie - PGDEP) of the ministère des Affaires municipales et de l’Habitation (MAMH);
CONSIDERING THAT the City of Gatineau has submitted a financial assistance application under the PGDEP to develop a municipal program related to sustainable rainwater management aimed at financially supporting citizens and organizations in carrying out projects meeting the objectives and criteria of the municipal program;
CONSIDERING THAT a freeze on the granting of financial assistance was in effect during the fall of 2025 and that the President of the Treasury Board announced the lifting of the grant freeze on November 18, 2025;
CONSIDERING THAT the MAMH, following this announcement, contacted the City of Gatineau to clarify the terms of its funding;
CONSIDERING THAT the financial contribution of the MAMH under this program corresponds to 50% of the eligible expenses incurred by the City, and not 50% of the eligible project costs as previously understood;
CONSIDERING THAT the City of Gatineau has reviewed the regulatory framework detailing the rules and standards of the 2025-2027 Sustainable Rainwater Management Program, has consulted with the Ministry, and understands the program terms applicable to it and its project;
CONSIDERING THAT the City of Gatineau will assume all non-eligible costs associated with its project as well as all expenses incurred if it does not meet the deadlines;
CONSIDERING THAT the City of Gatineau commits to respecting laws and regulations;
CONSIDERING THAT the City of Gatineau will pay its share of eligible costs and ongoing maintenance and operating costs, if applicable;

• Accept the offer of disposition of surplus property from the ministère des Transports et de la Mobilité durable and acquire by mutual agreement lot 3 296 702 of the Quebec cadastre, Gatineau land registration division, at the price of $56,000 plus applicable taxes, under the conditions stipulated in the offer duly transmitted to the City on February 12, 2026;
• Authorize the signing of a temporary occupation permit for lot 3 296 702 of the Quebec cadastre, Gatineau land registration division, owned by the ministère des Transports et de la Mobilité durable, free of charge, allowing the City to temporarily access the aforementioned lot until the deed of sale is signed. CONSIDERING THAT the City adopted a recreation, sports, and outdoor policy in 2007 which identifies its action priorities for sports development, hosting sports events, and its service offering at the initiation, recreation, and sports excellence support levels;
CONSIDERING THAT the City works in concert with local organizations to offer diversified and quality services, in accordance with axes 3 and 4 of its policy which deals with support and partnership. Through the partnership with sports organizations, the city thus meets needs for which it does not possess expertise;
CONSIDERING THAT the organization, founded in 2009, has the mission of overseeing sports development and supporting sports excellence by offering peripheral services to athletes and coaches in the Outaouais. The organization represents the region within the network of regional multisport excellence centers of Quebec;
CONSIDERING THAT the City recognizes Excellence sportive Outaouais as a privileged partner in the realization of its mission, vision, and objectives in physical activity, sport, physical literacy, and in the implementation of environments favorable to the development of sports actors;

CONSIDERING THAT the number of files processed annually by the SPVG regarding domestic violence has been evolving over the last five years;
CONSIDERING the commitment of the SPVG in the fight against crime, particularly regarding domestic violence, and its desire to intensify its actions in order to act in prevention, awareness, and intervention among young people aged 12 to 35 presenting certain vulnerabilities or likely to engage in a delinquent path;
CONSIDERING THAT the SPVG wishes to consolidate its collaborations with various partners specialized in the fight against crime, particularly regarding domestic violence, so that the fight against violence between intimate partners is more structured and complementary;
CONSIDERING THAT the SPVG's domestic violence action plan contains an axis of action aimed at the prevention of domestic violence;
CONSIDERING THAT the Ministry of Public Security of the government of Quebec grants funding of up to $250,000 per year, for the 2025-2026, 2026-2027, and 2027-2028 financial periods for the implementation of human resources or for the development of tools and materials dedicated to the fight against crime;
CONSIDERING the importance of equipping the SPVG with human resources in the fight against crime, particularly regarding domestic violence, which will allow it to develop a prevention program in concert with field partners and with people who commit violence between intimate partners, in order to consolidate the skills of police personnel, consolidate the partnership, and develop consensual intervention tools (Police Service and organization supporting authors of violence between intimate partners):

2025-2026 Partnership Agreement between the FRQ and the City of Gatineau - Scientist-in-Residence Municipal Stream
CONSIDERING THAT the FRQ have the mission to support and promote research excellence and the training of the next generation of researchers;
CONSIDERING THAT since 2023, the Scientist-in-Residence – Municipal Stream program allows doctoral degree holders to carry out scientific residencies in cities, municipalities, and RCMs to explore scientific consulting as a career perspective;
CONSIDERING THAT in 2024, the city of Gatineau established a scientific council (CSVG) which aims to facilitate access to academic knowledge while strengthening the City's capacity to make informed decisions;
CONSIDERING THAT the CSVG does not currently hold specific expertise in the "housing and homelessness" theme and is therefore limited in the scientific advice it can provide to the City of Gatineau in this matter;
CONSIDERING the great complexity, the challenges associated, and the plurality of actors involved, the city of Gatineau and the CSVG see the need to host a scientist in residence who would work full-time on this theme;
CONSIDERING THAT the purpose of this agreement is the joint administration of the municipal stream of the Scientist-in-Residence program by the FRQ and the City, so that the latter can leverage a Scientist-in-Residence in the framework necessary for the realization of these;

CONSIDERING THAT the City of Gatineau has adopted an urban forestry plan with an objective to decrease the impact of heat islands through the planting of trees in urban environments, as well as a water management plan with an objective to improve the management of rainwater in order to face climate change;
CONSIDERING THAT the planting of trees and the implementation of other green infrastructure contribute to maintaining and promoting the flourishing of a rich and diversified environment that contributes sustainably to improving air quality, soil quality, water quality, biodiversity, and vital exchanges, to reducing energy consumption, and to improving the quality of life of neighborhoods and the city;
CONSIDERING THAT the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) has set up the OASIS program to offer financial support to municipal organizations so that they can plan and carry out greening projects allowing them to better adapt their environment to the impacts of climate change;
CONSIDERING THAT the City of Gatineau participated in the first component of the Program in order to carry out the analyses necessary to have tree planting and the implementation of other green infrastructure financed under the second component;
CONSIDERING THAT the City of Gatineau can currently submit an application to the second component of the OASIS program, which aims to support the realization of tree planting projects and the implementation of other green infrastructure:
PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommends that council authorize:
• The Ecological Transition Department to submit a grant application to the second component of the OASIS program for a project with a total maximum value of $6,000,000, of which the 20% counterpart (maximum of $1,200,000) will be ensured from the budgets of the services involved for the years 2027 and 2028;
• The Director of the Ecological Transition Department, or his replacement, to sign any document necessary to submit and support the City's candidacy;
