2024.12.04 – Ordinary meeting of the Gatineau City executive committee held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, December 4, 2024, at 9:30 a.m.

CONSIDERING THAT on June 6, 2022, the government of Québec adopted the Politique nationale de l’architecture et de l’aménagement du territoire. To implement this policy, the government developed the 2023-2027 Implementation Plan (PMO) for the Policy;

CONSIDERING THAT under measure 1.2 of the Policy's PMO, the government of Québec committed to publishing new government land-use guidelines (Orientations gouvernementales en aménagement du territoire - OGAT);

CONSIDERING THAT the government of Québec adopted the new OGAT on May 22, 2024;

CONSIDERING THAT the new OGAT will come into effect on December 1, 2024, and that the deadline for updating the Schéma d’aménagement et de développement révisé (SADR) is three years from the effective date;

CONSIDERING THAT on July 2, 2024, the Minister of Municipal Affairs, Andrée Laforest, sent a letter to the Mayor of the City of Gatineau, Maude Marquis-Bissonnette, requesting that the City of Gatineau begin the process of updating its Schéma d’aménagement et de développement (SAD) to ensure its compliance following the adoption of the new OGAT;

CONSIDERING THAT under measure 1.4 of the 2023-2027 PMO, financial assistance is provided to regional county municipalities (MRCs) to support them in updating their SAD to account for the new OGAT and to enable them to quickly achieve the Policy's objectives;

CONSIDERING THAT the financial assistance is available from May 30, 2024, to March 31, 2027, and no funds may be paid after March 31, 2027;

CONSIDERING THAT the financial assistance represents a maximum annual sum of $69,306 over three years, for a maximum of $207,918 per MRC;

CONSIDERING THAT to obtain the maximum financial assistance, MRCs must apply and sign the financial assistance agreement no later than March 1, 2025;

CONSIDERING THAT to submit an application for financial assistance, the City of Gatineau must sign a financial assistance agreement accompanied by the resolution adopted by the council identifying the persons authorized by the council to sign it, and submit it to the regional office of the ministère des Affaires municipales et de l’Habitation (MAMH):

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council authorize:

• The SUDD (Urban Planning and Sustainable Development Service) to apply for financial assistance from the MAMH for the work required to update its SAD to account for the new OGAT adopted on May 22, 2024;
• The Mayor, or in her absence the Acting Mayor, and the City Clerk, or in her absence the Deputy City Clerk or Assistant City Clerk, to sign a financial assistance agreement with the MAMH to provide for the rights and obligations of the parties regarding the payment of financial assistance of a maximum amount of $207,918 by the Minister to the City.

This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT this committee, by its resolution number CE 2022-231 of April 6, 2022, awarded a contract to the firm 6369472 Canada inc. / Équinoxe JMP for the partial refurbishment of the discharge pipe of the Angers pumping station for an approximate total amount of $2,323,534.55 including taxes;

CONSIDERING THAT 10 new change orders are required to finalize the file, proceed with the final accounting, and in a next step, release the committed funds, an additional amount of $240,777.66 including taxes is necessary to date;

CONSIDERING THAT under Règlement numéro 816-2017 concerning the delegation of power of the executive committee to certain officials, including the power to authorize expenses and enter into contracts on behalf of the City of Gatineau, authorization by municipal authorities is required when the total of additional work exceeds the lesser of 10% of the awarded contract or $250,000:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the cost adjustment for additional work in the amount of $240,777.66 including taxes, with budgetary impact, for the 10 change orders within the framework of the partial refurbishment work of the Angers pumping station discharge pipe, thus bringing the total value of the contract to the amount of $2,564,312.21 including taxes. A treasurer's certificate was issued on December 2, 2024.

CONSIDERING THAT this committee, by its delegation of power number 196252 of July 27, 2023, awarded a contract to the firm Tetra Tech QI for professional consulting engineering services for the refurbishment of the discharge pipes of the Touraine pumping station for a total amount of $106,719.81 including taxes;

CONSIDERING THAT a modification notice AMC-10108 has already been approved for an amount of $52,924.66 including taxes, for previously recommended professional fees;

CONSIDERING THAT the firm Tetra Tech QI, mandated by the City of Gatineau for professional consulting engineering services for the project, recommends a total amount of $98,497.65 including taxes for additional fees necessary to date;

CONSIDERING THAT under Règlement numéro 816-2017 concerning the delegation of power of the executive committee to certain officials, including the power to authorize expenses and enter into contracts on behalf of the City of Gatineau, a resolution of the executive committee is necessary since the cumulative amount of additional fees exceeds the 10% limit provided for in the regulation or is greater than $250,000;

CONSIDERING THAT after verification, the Service des infrastructures et des projets recommends the approval of these additional costs:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee:

• Endorse the modification notice AMC-10108 for an amount of $52,924.66 including taxes;
• Authorize an additional amount of $98,497.65 including taxes to the contract of the firm Tetra Tech QI within the framework of professional consulting engineering services for the refurbishment of the discharge pipes of the Touraine pumping station, with no budgetary impact.

The total revised cost of the contract, following this adjustment, represents an amount of $258,142.11 including taxes. A treasurer's certificate was issued on November 29, 2024.

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee award a contract to the firm 6739741 Canada inc. / Gestion DMJ Management, 57, route 105, Chelsea, Québec, J9B 1L3, for the expansion work at the Centre communautaire Front, on the basis of the unit and lump-sum prices appearing in the bid form, for an approximate total amount of $2,687,592 including taxes, all in compliance with the tender documents and its bid submitted on October 24, 2024, as being the lowest bid received and compliant. A treasurer's certificate was issued on November 29, 2024.

CONSIDERING THAT the Programme d’aménagement durable des forêts (PADF) aims to contribute to the development of integrated forest management plans by supporting the operation of local tables for integrated resource and territory management, by promoting the acquisition of knowledge to support decisions and orientations related to forest planning on the territory;

CONSIDERING THAT the PADF allows for targeted interventions aimed in particular at carrying out activities to raise awareness, promote, and enhance the impact of the forest environment with regard to climate change, ecosystems, and biodiversity;

CONSIDERING THAT the ministère des Ressources naturelles et des Forêts wishes to delegate part of the management of the PADF to delegates;

CONSIDERING THAT the MRCs of the Outaouais as well as the City of Gatineau wish to be delegated part of the management of the PADF;

CONSIDERING THAT the delegates designate the MRC de Pontiac to administer the PADF management delegation agreement;

CONSIDERING THAT under Article 264.0.2 of the Loi sur l’aménagement et l’urbanisme, the City of Gatineau has the same powers and responsibilities as a regional county municipality;

CONSIDERING THAT several administrative documents will need to be signed during this 2021-2024 phase of the Programme d’aménagement durable des forêts:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council:

• Authorize the Mayor, or in her absence the Acting Mayor, and the City Clerk, or in her absence the Deputy City Clerk or Assistant City Clerk, to sign the delegation agreement concerning the Programme d’aménagement durable des forêts 2024-2027;
• Designate the MRC de Pontiac as the designated delegate MRC for the PADF 2024-2027 for the Outaouais administrative region;
• Authorize the Director General to sign any document relating to the PADF 2024-2027 management agreement concerning the City of Gatineau;
• Authorize the Treasurer to make the required accounting entries in sub-project 10449.03 to give effect to this.

This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT this committee, by its resolution number CE-2020-794 of December 8, 2020, awarded a contract to the firm Deslauriers – 137269 Canada ltée for the access control maintenance service for the City of Gatineau's real estate assets in the amount of $344,840.64 including taxes;

CONSIDERING THAT the executive committee, by its resolution number CE-2023-1028 of December 6, 2023, authorized a first renewal of the contract as well as an additional amount to the firm Deslauriers – 137269 Canada ltée in the amount of $287,409.38 including taxes;

CONSIDERING THAT the prices submitted by the aforementioned firm are valid and that two optional one-year periods are provided for in the contract:

CONSIDERING THAT the Service des biens immobiliers wishes to avail itself of the last optional period provided for in the contract;

CONSIDERING THAT the cost of materials is higher than originally anticipated and that the demand for security has increased in an unprecedented way, requiring another additional amount;

CONSIDERING THAT under Règlement numéro 816-2017 concerning the delegation of power of the executive committee to certain officials, including the power to authorize expenses and enter into contracts on behalf of the City of Gatineau, a resolution of the executive committee is necessary since the cumulative amount of additional fees exceeds the 10% limit provided for in the regulation or is greater than $250,000:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize:

• The management of the Service des biens immobiliers to avail itself of the last optional year provided for in the contract, all in compliance with the tender documents and the bid submitted on November 10, 2020;
• An additional amount of $172,462.50 including taxes within the framework of the contract for the access control maintenance service for the City of Gatineau's real estate assets, for a cumulative total of adjustments to be approved of $287,409.38 including taxes.

The treasurer is authorized to provide in the 2025 and 2026 budgets the amounts necessary to give effect to this. The total cost of this contract represents a cumulative total of $919,659.40. The funds for this purpose will be taken from the following project number: 10245.02 (SBI PIMM - Physical and material security). A treasurer's certificate was issued on November 29, 2024.

CONSIDERING THAT the Association Sportive pour l'Engagement Communautaire et la Diversité (ASECD) is a non-profit organization that encourages young people to get involved in their home community through a range of sports, cultural, and community events;

CONSIDERING THAT CAN GATO is a friendly, festive, and fun event to bring together young people from different countries residing in Gatineau-Ottawa around soccer in joy and peace with a view to representing their flag;

CONSIDERING THAT the semi-final matches took place at the Stade Mont-Bleu on August 10, 2024, while the grand final of CAN GATO 2024 was held at the UQO site on August 18, 2024;

CONSIDERING THAT the City of Gatineau wishes to confirm its commitment to financially support the ASECD and Diversity for the CAN GATO 2024 event:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council authorize:

• The Service des loisirs des sports et du développement des communautés to cancel the invoices related to contracts 1631185 ($11,207.19), 1634428 ($1,107.93), and 1634430 ($681.80) for a total amount of $12,996.92;
• The treasurer to pay an amount of $2,925 to the ASECD as a financial contribution for the holding of CAN GATO 2024.

A treasurer's certificate was issued on December 2, 2024. This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.

CONSIDERING THAT École de la Petite-Ourse is planning development work for a playground area in its schoolyard;

CONSIDERING THAT École de la Petite-Ourse falls under the centre de services scolaire des Portages-de-l’Outaouais;

CONSIDERING THAT École de la Petite-Ourse, through the school administration, has made a grant request to Mr. Gilles Chagnon, councillor for the Lucerne district;

CONSIDERING THAT the councillor wishes to allocate a sum of $5,000 to the project, coming from his discretionary budget;

CONSIDERING THAT the City wishes to participate in the financial structure of this project, for an additional sum of $70,000, but currently has no funds available to finance the project;

CONSIDERING THAT the City had reserved a sum of $245,000 for the Jardins-Lavigne park in the 2019 Community Investment Plan, by its resolution number CM-2018-989 of December 11, 2018;

CONSIDERING THAT the Service des loisirs, des sports et du développement des communautés has re-evaluated this project, thus releasing a balance of $70,000 to carry out other community investments;

CONSIDERING THAT this sum of $70,000 can be used to finance part of the financial structure of the École de la Petite-Ourse playground:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend that the council:

• Authorize the treasurer to transfer to the Reserve for project adjustments – Maintenance component, a sum of $70,000, following the revision of the Jardins-Lavigne park project;
• Authorize the treasurer to draw a sum of $70,000 from the Reserve for project adjustments – Maintenance component, so that the City participates in the financial structure of the École de la Petite-Ourse playground;
• Authorize a grant of $70,000 to the centre de services scolaire des Portages-de-l’Outaouais to support the project for the development of a playground area in the École de la Petite-Ourse schoolyard, coming from the Community Investment Plan of the Service des loisirs, des sports et du développement des communautés;
• Authorize an additional grant of $5,000 to the centre de services scolaire des Portages-de-l’Outaouais, coming from the discretionary budget of the councillor for the Lucerne district, Mr. Gilles Chagnon;
• Approve the memorandum of understanding between the City and the centre de services scolaire des Portages-de-l’Outaouais for the project of developing a playground with play structures in the École de la Petite-Ourse schoolyard;
• Authorize the Mayor, or in her absence the Acting Mayor, and the City Clerk, or in her absence the Deputy City Clerk or Assistant City Clerk, to sign the memorandum of understanding between the centre de services scolaire des Portages-de-l’Outaouais and the City of Gatineau, attached hereto, as well as any other document to give it full effect;
• Authorize the treasurer to issue a cheque for the sum of $75,000, payable to the centre de services scolaire des Portages-de-l’Outaouais, to the attention of Mr. Stéphane Lacasse, interim Director General, at 225, rue Saint-Rédempteur, Gatineau (Québec) J8X 2T3.

The treasurer is authorized to make the required accounting entries to give effect to this. A treasurer's certificate was issued on December 2, 2024. This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council.
