CONSIDERING THAT cities and municipalities must take measures to ensure the protection of life, health, and the integrity of persons and property during disasters, in accordance with several legislative texts, including the Loi sur la sécurité civile (RLRQ, c.S-2.3), the Loi sur les cités et villes (RLRQ, c.C-19), and the Code municipal du Québec (RLRQ, c.C-27.1);

CONSIDERING THAT the City participates in the Société d’habitation du Québec's temporary housing and housing search assistance program (CM-2024-565 of July 9, 2024);

CONSIDERING THAT the City mandated the Office d’Habitation de l’Outaouais to ensure the coordination of the temporary housing and housing search assistance program (CM-2023-630 of August 22, 2023);

CONSIDERING THAT a fire broke out on June 29 at Appartements Aylmer Arms, a non-profit housing organization located at 166, rue Principale in the Aylmer sector;

CONSIDERING THAT 25 housing units were evacuated on the night of the fire and 28 additional units were damaged by smoke and water;

CONSIDERING THAT demolition, decontamination, and restoration work for 53 units are required and could span several months;

CONSIDERING THAT 22 tenants do not have insurance and several victims have exhausted the amounts granted by their insurance;

CONSIDERING THAT the tenants are low-income seniors;

CONSIDERING THAT several evacuated tenants wish to return to Appartements Aylmer Arms following the work due to the low cost of rent and the quality of life offered;

CONSIDERING THAT the administrative procedures provided for in the agreement between the City and the Office d’Habitation de l’Outaouais (CM-2023-630 of August 22, 2023) within the framework of the temporary housing and housing search assistance program require participants to initiate an HLM (low-income housing) application with the Office d’Habitation de l’Outaouais in order to be eligible for the program;

CONSIDERING THAT an HLM lease must be for a minimum duration of six months to one year;

CONSIDERING THAT Appartements Aylmer Arms does not have the insurance to cover the care of the victims or the loss of rental income and that a right of subrogation is ruled out in the current situation;

CONSIDERING THAT the residents of Appartements Aylmer Arms form a community contributing to the development of their living environment and their sector;

CONSIDERING THAT there is an urgent need to intervene to find housing solutions for the victims;

CONSIDERING THAT a fundraising campaign has been launched to raise funds to help Appartements Aylmer Arms defray the costs of building rehabilitation and aid to victims;

CONSIDERING THAT a partnership between the City of Gatineau, the Fondation Philanthropie Outaouais, and Appartements Aylmer Arms is proposed to carry out this fundraising campaign and that the terms of the partnership are governed by the agreement to oversee support for the victims;

CONSIDERING THAT the City of Gatineau commits to donating all funds received to Appartements Aylmer Arms at the end of the fundraising campaign:

  • Ratify the agreement reached between the City and Appartements Aylmer Arms to oversee support for the victims of 166, rue Principale;
  • Authorize the treasurer to draw the sum of $60,000 from the 2024 budget contingencies and to make the required accounting entries to give effect to this.

CONSIDERING THAT on June 6, 2022, the government of Québec adopted the Politique nationale de l’architecture et de l’aménagement du territoire. To implement this policy, the government developed the 2023-2027 Implementation Plan (PMO) for the Policy;

CONSIDERING THAT under measure 1.2 of the Policy's PMO, the government of Québec committed to publishing new government land-use guidelines (Orientations gouvernementales en aménagement du territoire - OGAT);

CONSIDERING THAT the government of Québec adopted the new OGAT on May 22, 2024;

CONSIDERING THAT the new OGAT will come into effect on December 1, 2024, and that the deadline for updating the Schéma d’aménagement et de développement révisé (SADR) is three years from the effective date;

CONSIDERING THAT on July 2, 2024, the Minister of Municipal Affairs, Andrée Laforest, sent a letter to the Mayor of the City of Gatineau, Maude Marquis-Bissonnette, requesting that the City of Gatineau begin the process of updating its Schéma d’aménagement et de développement (SAD) to ensure its compliance following the adoption of the new OGAT;

CONSIDERING THAT under measure 1.4 of the 2023-2027 PMO, financial assistance is provided to regional county municipalities (MRCs) to support them in updating their SAD to account for the new OGAT and to enable them to quickly achieve the Policy's objectives;

CONSIDERING THAT the financial assistance is available from May 30, 2024, to March 31, 2027, and no funds may be paid after March 31, 2027;

CONSIDERING THAT the financial assistance represents a maximum annual sum of $69,306 over three years, for a maximum of $207,918 per MRC;

CONSIDERING THAT to obtain the maximum financial assistance, MRCs must apply and sign the financial assistance agreement no later than March 1, 2025;
