CONSIDERING THAT three studies were conducted by the Bureau de coordination du centre-ville (BCCV) to respond to this issue, namely a study on economic diversification by the Observatoire en développement de l’Outaouais (ODO), a study on the perception and identity of the downtown area (Léger), and a study on the portrait and comparison between different downtowns (Altus);

CONSIDERING THAT these studies highlight findings and avenues for action and underscore the need for a strong and better-structured intervention in the downtown area, particularly in terms of economic diversification;

CONSIDERING THAT the results of these studies were shared with the members of the Table de concertation du centre-ville as well as with the members of the CDE and the CDTH on February 2, 2024, and that a commitment was made to return to the municipal council with a work plan to respond to the avenues for action proposed by the ODO;

CONSIDERING THAT a working committee composed of members of the Table de concertation du centre-ville was set up to select promising actions that can be implemented quickly, taking into account actions already underway and planned;

CONSIDERING THAT the preliminary results of this work were discussed in the presentation to the plenary committee on April 23, 2024, and that during this presentation, council members expressed that the additional efforts required downtown act in complementarity with the actions taken in other sectors of the municipality and that the ripple effect of this downtown reflex could also bear fruit on other commercial arteries of the economic ecosystem of the City of Gatineau by including them in a global reflection;

CONSIDERING THAT during the plenary committee of April 23, 2024, the preliminary results of the working committee's work were shared with the members of the municipal council;

CONSIDERING THAT it is desirable that the additional efforts required downtown act in complementarity with the actions taken by the City and can even serve as a lever in other sectors of the municipality;

MODIFICATIONS TO THE ORGANIZATIONAL STRUCTURE - ARTS, CULTURE AND LETTERS DEPARTMENT

CONSIDERING THAT the three-year workforce plan exercise has allowed for the prioritization of needs in order to create new permanent positions or abolish positions while respecting allocated budgets;

CONSIDERING THAT the Arts, Culture and Letters Department has conducted an analysis of its needs;

CONSIDERING THAT a reorganization process is underway at the Arts, Culture and Letters Department:

PROPOSED AND UNANIMOUSLY RESOLVED 0020816 THAT this committee recommends that the council agree to modify the organizational structure of the Arts, Culture and Letters Department as follows:

  • Create five Library Technician Supervisor positions (position numbers ART-BLC-096, ART-BLC-097, ART-BLC-098, ART-BLC-099, and ART-BLC-100) located at class 8 of the white-collar salary scale, under the supervision of the Librarians, Programs and Citizen Services;
