CONSIDERING THAT the City of Gatineau is the owner of lot 5 428 972, cadastre du Québec, Hull land registration division, being the site of the aréna Robert-Guertin located at 125, rue de Carillon;

CONSIDERING THAT given the urgency of the homelessness situation on the territory of the City of Gatineau, the non-profit organization Transition Québec wishes to erect a transitional and temporary housing village, composed of new converted shipping containers, which will be able to accommodate up to 100 people living in a situation of homelessness;

CONSIDERING THAT the City is currently working with Transition Québec and the various partners involved in the realization of this transitional housing project, notably through the eventual loan of a portion of the aforementioned land and by participating in the development of the infrastructure necessary for the accomplishment of this initiative;

CONSIDERING THAT Transition Québec would have liked to conclude a substantial land loan agreement with the City in order to obtain the funds necessary for the establishment of its project and to complete the various studies, analyses, and requests for authorizations required;

CONSIDERING THAT the development of the project is in an embryonic state, the rights and responsibilities of the City and Transition Québec, as well as the detail of the services and activities that will be exercised on the site of the transitional housing village will be determined later;

CONSIDERING THAT in order to help Transition Québec in its search for funding, the City wishes to confirm, by the signing of a letter of intent, that the land requested for the development of this project will be loaned free of charge;

CONSIDERING THAT all concerned municipal services have been consulted and are in favor of this transaction:

PROPOSED AND RESOLVED UNANIMOUSLY THAT this committee recommends that council:

• support the organization Transition Québec in the construction of a transitional housing village called Village Transition;

• reserve a portion of lot 5 428 972, cadastre du Québec, Hull land registration division, representing an area of approximately 8,000 m² for the Transition Québec project;

• authorize the Director of the Real Estate Department or their substitute to sign a letter of intent substantially in accordance with the letter attached hereto and whose main elements are as follows:

  • Commitment by the City to conclude an agreement before November 30, 2024, for the loan of land free of charge in favor of Transition Québec, being a portion of lot 5 428 972, cadastre du Québec, Hull land registration division, representing an area of approximately 8,000 m², for an initial period of three years;

  • The rights and responsibilities of each of the parties will be detailed therein;

  • At the end of the initial period of the land loan, Transition Québec will benefit from two additional renewal options of one year each;

  • This land loan agreement will be drafted by the City and must be subject to approval by the competent municipal authorities.

This recommendation of the executive committee comes into effect on the day of its approval by resolution of the municipal council. Adopted.

CONSIDERING THAT CREDDO proposes to create a Partenariat Climat Outaouais (Outaouais Climate Partnership) modeled after similar partnerships in Montreal and Quebec City, the approach of which includes mobilizing economic, philanthropic, institutional, and community forces to accelerate the region's decarbonization and strengthen its resilience in partnership with municipal authorities:

CONSIDERING THAT the land (lots 1 287 779, 1 288 369, and 5 491 382-B) targeted by the studies is municipal property and that these will document the state of land belonging to the City;

CONSIDERING THAT the Cultural Policy has a commitment to develop a strong cultural hub in the downtown area:

PROPOSED AND RESOLVED UNANIMOUSLY THAT this committee recommends that council:

• amend resolution number CM-2023-537 and authorize the granting of maximum financial aid of $128,070 to the Coopérative de solidarité Les Ateliers du Ruisseau for the realization of an environmental study (phase 2) and a geotechnical study, financed by the $22.55 M grant reserved for the project in block D of the long-term financial plan;
