CONSIDERING THAT the Outaouais Bio-food Sector Development Sectoral Agreement (ESBO), led by the ministère de l’Agriculture, des Pêcheries et de l’Alimentation du Québec (MAPAQ), aims to support the development of the regional bio-food sector through the implementation of projects in accordance with the objectives of the Government Strategy to ensure the occupation and vitality of territories, the Outaouais Bio-food Development Plan (PDBO), and the agricultural zone development plans (PDZA) of the RCMs of the Outaouais and the City of Gatineau;
CONSIDERING THAT the City of Gatineau is one of 12 government and regional partners contributing to the ESBO, notably alongside the RCMs of the region, the MAPAQ, the ministère de l’Économie, de l’Innovation et de l’Énergie (MEIE), the ministère des Affaires municipales et de l’Habitation (MAMH), the Centre intégré de santé et de services sociaux de l’Outaouais, Tourisme Outaouais, and the regional federation of the UPA;
CONSIDERING THAT the City of Gatineau has participated in the sectoral agreements for the development of the Outaouais bio-food sector since 2021, in coherence with its Agricultural Zone and Activities Development Plan (PDZAA), and that previous agreements (ESBO-1, ESBO-2, and the extension of ESBO-2) have made it possible to support the implementation of numerous structuring projects contributing to the development, structuring, and vitality of the regional bio-food system;
CONSIDERING THAT these agreements have generated significant benefits, including support for more than 21 structuring projects, the granting of nearly $3.0 million in financial aid for a total project value exceeding $7.6 million, as well as a strengthening of regional governance and intersectoral consultation;
CONSIDERING THAT the updated 2026-2030 action plan of the PDZAA, integrating the City's participation in the ESBO-3, was unanimously recommended by the Agricultural Advisory Committee during the meeting of June 9, 2025, and that its adoption by the municipal council is planned for 2026;
CONSIDERING THAT the new ESBO-3 sectoral agreement aims to ensure the continuity of regional interventions in a strategic context marked notably by the adoption of the Outaouais Bio-food Development Plan 2025-2030, the Government Strategy to ensure the occupation and vitality of territories 2025-2029, the Bio-food Policy 2025-2035, as well as by the revision of the agricultural zone development plans;
CONSIDERING THAT the endorsement of the ESBO-3 sectoral agreement before the adoption of the updated 2026-2030 action plan of the PDZAA makes it possible to meet the budgetary imperatives of the MAPAQ and to maximize the regional financial envelope allocated to the agreement;
CONSIDERING THAT the financial contribution of the City of Gatineau to the ESBO-3 is established at $105,000, corresponding to three annual contributions of $35,000, in addition to a contribution in human resources for participation in committees and professional support;
CONSIDERING THAT the Table agroalimentaire de l’Outaouais will act as the mandating organization for the administrative follow-ups of the agreement and that the MAPAQ will ensure the general coordination of the work, in collaboration with the partners:

• approve the participation of the City of Gatineau in the 2025-2029 Outaouais Bio-food Sector Development Sectoral Agreement (ESBO-3) and include the City of Gatineau as a signatory to the agreement; • authorize the treasurer to pay the sums resulting from this agreement, for a total amount of $105,000, for the entire duration of the agreement, according to the planned terms, at a rate of $35,000 per year, beginning in the 2026-2027 financial year; • authorize the mayor or in her absence the acting mayor and the clerk or in her absence the deputy clerk or the assistant clerk to sign the 2025-2029 ESBO-3 Outaouais Bio-food Sector Development Sectoral Agreement.

CONSIDERING THAT the government of Quebec, through the ministère de la Culture et des Communications (MCC), launched on May 29, 2025, a new Heritage Agreement Program (PEP) of $75 million over three years with the objectives of establishing partnerships to ensure efficient and respectful management of cultural heritage and to ensure the sustainability of the heritage real estate and movable property stock;
CONSIDERING THAT the new program is part of the objectives of the Loi sur le patrimoine culturel (RLQ, chapter P-9.002) and the National Policy on Architecture and Land Use Planning;
CONSIDERING THAT the implementation of the new program is carried out through agreements co-financed by the MCC (50%) and the City of Gatineau (minimum 50%);
CONSIDERING THAT the City of Gatineau wishes to participate in the new PEP program, which is part of its priorities aimed at the safeguarding and enhancement of heritage properties, both private and municipal, in accordance with its policies, orientations, and urban planning tools, notably the Development and Planning Scheme, the Urban Plan, the Affordable Housing Strategy, and the Heritage Policy;
CONSIDERING THAT the current PSMMPI agreement ended on December 31, 2025, in accordance with the provisions of amendment number 5 signed on October 28, 2025, and that the City of Gatineau expresses its desire to conclude a new agreement with the MCC for the following three financial years, namely 2025-2026, 2026-2027, and 2027-2028;
CONSIDERING THAT the City of Gatineau plans to submit, as part of the new PEP program, a final application stating financial contributions spread over three years, namely a contribution of $2,281,618 from the City and $900,618 from the MCC, for a total amount of $3,182,236;

CONSIDERING THAT the City of Gatineau granted, in 1984, an emphyteutic lease to Les Habitations Carolam inc. (hereinafter "Carolam") for a plot of land located at 140, rue Montcalm, in order to build and operate a residence for the elderly offering affordable housing;
CONSIDERING THAT on September 22, 2014, the City and Carolam concluded a preliminary contract aimed at modifying the emphyteutic lease in order to modernize the lease, integrate Carolam into the Policy for support to non-profit organizations adopted by resolution number CM-2013-589, and adjust the area covered by the emphyteutic lease;
CONSIDERING THAT the adjustment of the area consisted of proceeding with an exchange of part of triangular lots in order to accommodate the modification of the axis of rue Morin, but that the new lot constituted, namely lot 5 491 382, includes a larger area than that which was provided for therein;
CONSIDERING THAT the correction deed signed on October 19, 2015, in execution of the preliminary contract, designates lot 5 491 382 as being the area ceded in emphyteutic lease, thus inadvertently integrating an additional area;
CONSIDERING THAT the additional area is located in an area of interest for municipal development and that in order to preserve the City's capacity to dispose of the additional area or to support a potential project, it is necessary to correct the title and restore full ownership against third parties;
CONSIDERING THAT the City has negotiated with Carolam a proposal for a correction deed:

CONSIDERING THAT the 2021-2025 Municipal Council Program of the City of Gatineau commits to structuring its interventions around a scientific and ambitious approach to climate change adaptation and greenhouse gas emission reduction;

CONSIDERING THAT the City is planning studies on Blanchette Creek that fit into the resilient development component of the PRAFI program, namely respectively: 1) sustainable management of rainwater and runoff and 2) creation of freedom space for watercourses;
CONSIDERING THAT this council, by its resolution number CM-2023-984 of December 5, 2023, authorized the submission of a request for financial aid to the PRAFI program;
CONSIDERING THAT the City submitted the study project for the Blanchette Creek watershed to the PRAFI program and that the latter was selected;
