CONSIDERING THAT the Loi modifiant diverses dispositions législatives principalement en matière d’habitation (Act to amend various legislative provisions mainly regarding housing) (LQ 2022, c. 25; bill no. 37) was sanctioned on June 10, 2022, to allow municipalities to exercise a right of preemption on immovables;

CONSIDERING THAT subsection 32.1 of the Loi sur les cités et villes (Cities and Towns Act) frames the exercise of the right of preemption by a municipality;

CONSIDERING THAT the right of preemption is a right that allows a city to evaluate the opportunity of a transaction at the time of the sale of the immovable and to withdraw, if applicable;

CONSIDERING THAT the right of preemption allows a city to acquire immovables at a fair price for any project for the benefit of the community;

CONSIDERING THAT the Société canadienne d’hypothèques et de logement (CMHC) indicates that the average monthly rent on the traditional market for two-bedroom units in Gatineau was $1,252 in 2023, representing an increase of 8.9% over the last two years;

CONSIDERING THAT, according to the latest CMHC report on the rental market, the market remains tight in Gatineau with a vacancy rate of 1.1%;

CONSIDERING the entry into force, on August 22, 2023, of the règlement relatif à l'exercice du droit de préemption sur le territoire de la ville de Gatineau (bylaw number 938-2023);

CONSIDERING the mandate of the Service des biens immobiliers (Real Estate Department) to implement the action plan resulting from the strategy for the acquisition and disposition of properties (CP-SBI-2023-002);

CONSIDERING the work plan of the Commission de développement du territoire et de l’Habitation (Territory and Housing Development Commission) and the adoption by the council, on July 4, 2023, of the affordable housing strategy, which has as a guideline to act on multiple fronts in order to favor an offer of housing adapted to the particularity and diversity of needs;

CONSIDERING the capital importance of the 1,000 affordable units that the real estate portfolio of Immeubles Tassé represents, currently managed by the Fiducie Desjardins, as well as the development potential above the commercial complexes of the park, estimated at more than 500 units;

CONSIDERING THAT the teams are currently evaluating all the tools at their disposal to preserve this portfolio of affordable housing, faced with the fear of losing these units;

CONSIDERING the urgency of the situation and the necessity to take imminent decisions;

CONSIDERING THAT this right cannot be exercised following the registration of a notice of subjection to the right of preemption in the land register;

CONSIDERING the issues and opportunities identified by the administration;

CONSIDERING THAT a collaborative approach with the Fiducie Desjardins and the prospective buyer is recommended in order to present a better potential for gains for the community and a better use of human and financial resources:

CONSIDERING THAT the City of Gatineau wishes to play an active role in the protection of natural and semi-natural environments of its territory;

CONSIDERING THAT this corridor connects Gatineau Park to the Ottawa River;

CONSIDERING THAT this corridor is identified by the National Capital Commission as essential to the migration of species between Gatineau Park and the regions further south;

CONSIDERING THAT under the terms of the Loi sur la conservation du patrimoine naturel (Natural Heritage Conservation Act) (RLRQ, c. C-61.01), a protected area is a clearly defined geographical space, recognized, dedicated, and managed, by any effective means, legal or other, in order to ensure in the long term the conservation of nature as well as the ecosystem services and cultural values associated with it;

CONSIDERING THAT phases of analysis and consultation will be carried by the government and will allow for adequately characterizing the territories and gathering all the information necessary for an informed position regarding the territories to be protected in priority in the region;

CONSIDERING THAT the prioritization of territories to be protected will take into account the vision of regional stakeholders;

CONSIDERING THAT the next step, in the fall of 2024, consists of a pre-analysis of the projects by the concerned ministries;

CONSIDERING THAT Bylaw number 14-2001 concerning the internal management of the council, commissions, and the plenary committee as well as the sharing of functions between the council and the executive committee provides that this council must adopt each year the calendar of meetings of the municipal council, the plenary committee, and the executive committee;

CONSIDERING THAT the elected officials also wish to meet with citizens in different sectors of the City:

IT IS PROPOSED BY COUNCILLOR STEVEN BOIVIN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT this council accepts the calendar of meetings of the municipal council, the plenary committee, and the executive committee for the year 2025 which is attached hereto to form an integral part thereof;

It is also resolved to mandate the administration to return to the municipal council before the end of 2024 to propose the holding of municipal council meetings in 2025 in establishments in the different sectors of the City and that this proposed amendment to the meeting calendar mentions the costs associated with these outings of the municipal council.

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2024-701 of October 22, 2024, this council authorizes the treasurer to draw an amount of $658,000 from the reserve for project adjustments – Maintenance component in order to complete the 2024 financial arrangement to proceed with the purchase of priority equipment as well as to perform priority optimization and maintenance works at plants.
