CONSIDERING THAT the Society is eligible for a grant from the ministère des Transports et de la Mobilité durable (MTMD), within the framework of the Programme d’aide gouvernementale aux infrastructures de transport collectif (PAGITC) and that the nature of the project confirms that the resulting expenses are eligible for this grant of up to almost the entire amount;

CONSIDERING THAT the Society does not have the required funds and, consequently, must provide for financing through a long-term loan;

CONSIDERING THAT the current situation compromises the network's ability to meet the most pressing needs, and that it generates stress, insecurity, and service disruption;

CONSIDERING THAT the disagreement between the medical federations and the government of Quebec can have catastrophic long-term effects on the health network in Gatineau, notably because it demobilizes people working in the health network and shakes public confidence in it:

IT IS PROPOSED BY MAYOR MAUDE MARQUIS-BISSONNETTE, SECONDED BY COUNCILLOR STEVE MORAN, AND RESOLVED THAT this council:

• Reaffirms its unwavering support for the Gatineau population and expresses its deep concern regarding the human impacts of the current situation which cannot be ignored or assimilated to other regional realities; • Denounces the critical state of the health network in the Outaouais and demands an immediate intervention from the government of Quebec to put an end to the accelerated deterioration of services caused by the successive departure announcements.

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2025-880 of November 25, 2025, this council authorizes the probationary engagement and permanence of Ms. Sheena Ngalle Miano to the position of clerk, Municipal Court for Legal Services (COR-CAD-001). The salary of Ms. Sheena Ngalle Miano is established at class 6, step 7 of the salary scale for management employees of the City of Gatineau. Ms. Sheena Ngalle Miano is subject to a probationary period of 12 months. Her start date will be January 5, 2026. Ms. Sheena Ngalle Miano is subject to all the working conditions of management employees of the City of Gatineau. Permanence in this position will be granted to her by right, conditionally upon the probationary period being completed, in accordance with the provisions of the Recueil des conditions de travail des employés-cadres de la Ville de Gatineau. CONSIDERING THAT section 1 of the Charter of Human Rights and Freedoms recognizes that every human being has a right to life as well as to safety, integrity, and freedom of their person;

CONSIDERING THAT Quebec has had an intervention policy regarding domestic violence since 1995;

CONSIDERING THAT there is a broad consensus in favor of equality between men and women and despite the efforts made, domestic violence still exists and constitutes a brake on the achievement of this equality;

CONSIDERING THAT during the days of action for the elimination of violence against women which take place from November 25 to December 6, significant actions take place across Quebec, and this, every year;

CONSIDERING THAT as a local government, it is appropriate to support the efforts of the Regroupement des maisons pour femmes victimes de violence conjugale and its member houses to sensitize citizens against domestic violence:

IT IS PROPOSED AND RESOLVED UNANIMOUSLY THAT this council proclaims from November 25 to December 6, 2025, the "Days of Action Against Violence Against Women" and that the "Municipalities Allied Against Domestic Violence" flag be hoisted at the Maison du citoyen. Adopted
