CONSIDERING THAT this council, by its resolution number CM-2024-335, authorized the acquisition of 975, boulevard Saint-Joseph to allow the construction of the new Headquarters of the Gatineau Police Service;

CONSIDERING THAT this council also authorized, by the same resolution number CM-2024-335, the acquisition of 80, rue Jean-Proulx to allow a secondary vehicular link leading to rue Jean-Proulx;

CONSIDERING THAT an authorization certificate was issued for the demolition of the commercial building located at 975, boulevard Saint-Joseph;

CONSIDERING THAT the project requires the granting, by the council, of minor variances to Zoning Bylaw 532-2020, aiming to reduce the minimum insertion front setback, increase the threshold level of the main entrance door, and decrease the required number of trees bordering the parking space;

CONSIDERING THAT the major part of the construction of the new main building will be carried out on the footprint of the existing building to be demolished;

CONSIDERING THAT the project provides for vegetation compensation measures, notably in the storage areas as well as on the roof of a multi-level parking lot;

CONSIDERING THAT the minor variances raised will not cause prejudice to the owners of neighboring properties;

CONSIDERING THAT the project complies with Zoning Bylaw 532-2020, with the exception of the requested minor variances;

CONSIDERING THAT in accordance with the provisions of Bylaw 851-2023 on the methods of publishing public notices, a public notice was published on September 15, 2025, on the City of Gatineau website and that it was published at least 15 days before the holding of the session where the council must rule on the minor variance request, as indicated in article 145.6 of the Act respecting land use planning and development;

CONSIDERING THAT the Urban Planning Advisory Committee, at its meeting of September 22, 2025, ratified the recommendation of the Urban Planning and Sustainable Development Service:

IT IS PROPOSED BY COUNCILLOR ISABELLE N. MIRON, SECONDED BY COUNCILLOR CAROLINE MURRAY, AND RESOLVED THAT this council grant minor variances to Zoning Bylaw 532-2020, at 975, boulevard Saint-Joseph, in order to build the project of the new Headquarters of the Gatineau Police Service, namely to:

  • reduce the minimum insertion front setback from 28 m to 19 m;
  • increase the main entrance door threshold level from 56.1 m to 57 m;
  • decrease the number of trees required in three sections of grass strip, bordering the parking space, from six trees to no trees.

All as illustrated in the project analysis in the documents entitled:

BYLAW 530-9-2025 AMENDING THE URBAN PLAN 530-2020 TO INTEGRATE THE VIEUX-AYLMER SPECIAL PLANNING PROGRAM (PPU)

CONSIDERING THAT the Land Use and Development Plan number 2050-2016 came into force on December 8, 2015, and identifies the urban core of Vieux-Aylmer as a tertiary hub within the City's priority 1 development;

CONSIDERING THAT the Urban Plan number 530-2020 which came into force on December 22, 2020, specifies the orientations for the urban core of Vieux-Aylmer by identifying it as a planning area that can be the subject of a planning process to develop a special planning program (PPU);

CONSIDERING THAT the City initiated an integrated design process based on citizen participation in 2022 and 2023 with the "Understanding Vieux-Aylmer" approach which aimed to carry out a participatory territorial diagnosis identifying the strengths, weaknesses, opportunities, and threats of Vieux-Aylmer and the themes that would be addressed by the Vieux-Aylmer PPU;

CONSIDERING THAT the City began in 2024 the development phase of the Vieux-Aylmer PPU focused on citizen participation in order to define a common vision, propose developments, prioritize interventions, integrate the specific needs of community groups, and present a complete plan;

CONSIDERING THAT the result of this process is a complete Vieux-Aylmer PPU with a planning horizon of 2041;

CONSIDERING THAT the Vieux-Aylmer PPU proposes a unifying vision aiming to strengthen the vocation of the hub as a traditional recreational-tourism and commercial destination, improve mobility within the neighborhood particularly for active modes, accommodate careful densification near the proposed tramway, and improve greening and natural infrastructures to better manage stormwater;

CONSIDERING THAT the Vieux-Aylmer PPU proposes structuring collective projects focused on Principale Street which propose notably the creation of a network of parks and public spaces favoring neighborhood life;

CONSIDERING THAT the integration of the Vieux-Aylmer PPU implies the modification of other elements of the Urban Plan, such as the existing summary sheet for the urban core of Vieux-Aylmer, maps, and certain other provisions;

CONSIDERING THAT the Territory and Housing Development Commission, during its regular session of June 5, 2025, recommended to the municipal council that the Vieux-Aylmer PPU be completed in the spirit of the elements presented and that the City continue the process with a view to its official adoption;

CONSIDERING THAT the proposal for the Vieux-Aylmer PPU was presented to the plenary committee on July 3, 2025;

CONSIDERING THAT during the municipal council session of August 26, 2025, notice of motion number AM-2025-616 was given and the draft bylaw was adopted;

CONSIDERING THAT a public consultation assembly was held on September 23, 2025:

CONSIDERING THAT the Cultural Policy 2024-2034 has a commitment to support the development of structuring real estate projects of Gatineau cultural organizations;

CONSIDERING THAT the City manifests a strong will to rely on culture and a creative economy to animate the heart of the downtown and develop a strong cultural hub there;

CONSIDERING THAT the lack of artist workshops in Gatineau constitutes a major brake on the fulfillment of cultural actors and that it weakens the ecosystem of visual arts, harming the retention of our artists and the influence of their talents;

CONSIDERING THAT Les Ateliers du Ruisseau form a solidarity cooperative that wishes to offer workplaces and dissemination spaces to artists in visual arts, fine crafts, and digital arts of Gatineau and the Outaouais;

CONSIDERING THAT the municipal council supported the organization three times with resolution numbers CM-2020-442 (July 7, 2020), CM-2022-724 (October 18, 2022), and CM-2023-537 (July 4, 2023);

CONSIDERING THAT the organization is installed, since 2022, at 135, rue Eddy as a tenant and that it has arranged nine artist workshops there in order to meet the urgent need for a place of creation;

CONSIDERING THAT the organization mobilized in order to find a sustainable solution where to welcome its members and that it desires to make the acquisition and adaptation of the heritage building located at 75, promenade du Portage, to arrange 24 artist workshops there;

CONSIDERING THAT the cost of the project is evaluated at $3,089,318 and that the financing structure relies on a one-time financial participation of the City of Gatineau of $2,300,000, composed of the City's share of $1,959,324 and a subsidized share of $340,676 coming from the Ministry of Culture and Communications within the framework of the Cultural Development Agreement 2025-2027 and on a mortgage loan contracted by the organization of $789,318 over 20 years;

CONSIDERING THAT this project allows a significant advance for the improvement of practice conditions, favoring the retention and return of our artists and cultural workers to Gatineau, thus participating in countering their exodus towards large centers:

IT IS PROPOSED BY COUNCILLOR ISABELLE N. MIRON, SECONDED BY COUNCILLOR STEVEN BOIVIN, AND RESOLVED THAT to follow up on the recommendation of the executive committee number CE-2025-837 of October 2, 2025, this council:

  • accept to participate in the financing of the Les Ateliers du Ruisseau project at 75, promenade du Portage by granting the organization a sum of $1,959,324 drawn from the Contingency Fund to allow its acquisition and its adaptation into 24 artist workshops by the organization;

CONSIDERING THAT for several years, drainage issues have been present along chemin de Chambord as well as more generally in the White Zone sector during heavy rains, thus causing inconvenience for the residents of the sector;

CONSIDERING THAT with a view to the sustainable improvement of runoff management (stormwater) and the reduction of nuisances for the residents of the sector, the Real Estate Assets Department was mandated by the Asset Planning and Investment Service to proceed with the acquisition of a portion of lot 4 064 290 of the Cadastre of Quebec, Hull land registration division, with an approximate area of 23,003 m², with a view to setting up a retention basin there;

CONSIDERING THAT in order to correct in a sustainable manner the recurring drainage problems present in this sector, the City must also acquire real and perpetual drainage and passage easements on a portion of lots 4 064 290, 4 313 992, and 4 064 288 of the Cadastre of Quebec, Hull land registration division;

CONSIDERING THAT in parallel, in order to meet the growth needs of the Centre de services scolaire des Draveurs (CSSD), a new school has been planned in the same sector. This need was confirmed by the CSSD in a letter addressed to the mayor of Gatineau, dated September 12, 2025, highlighting the importance of having an adequate site for the realization of this project;

CONSIDERING THAT in accordance with article 272.10 of the Loi sur l’Instruction publique, it is specified that when the sector identified in the planning of space needs of the school service center is included in the territory of a single local municipality, it must transfer, free of charge, to the school service center, a building located in this sector in accordance with the characteristics set out in the planning;

CONSIDERING THAT in a desire for coordination, the City wishes to respond in a concerted manner to the needs of citizens by integrating the issues related to stormwater management and those related to school infrastructure, in order to promote a coherent and integrated approach to urban development;

CONSIDERING THAT in this regard, during discussions with the owner of the concerned land, he proposed to the City an alternative portion of the lot, deemed less restrictive for the realization of his future development project, compared to the location initially envisaged by the City for the future school. This proposal was taken into consideration within the framework of this resolution, with the aim of reconciling the various interests present;

CONSIDERING THAT despite the steps and negotiations undertaken with the owner with a view to a mutual purchase agreement, no agreement could be reached to date;

CONSIDERING THAT a joint analysis, carried out in 2021 by the City and the consultant AECOM, made it possible to draw up findings and issues on the current regulations governing PIIAs, highlighting that the current regulations present several limits, both in terms of their structure, their application, their content, as well as in terms of their architectural integration results which do not meet expectations and hinder architectural innovation;

CONSIDERING THAT a reflection focused on the discretionary framework of development projects in architectural and landscape terms became necessary;

CONSIDERING THAT the objectives of the overhaul aim to simplify and clarify the structure of the bylaw, encourage innovation and the adherence of stakeholders, and harmonize it with planning tools and urban planning bylaws, with the ultimate goal of enhancing the quality of projects;

CONSIDERING THAT the majority of the lots targeted by the request comprise natural environments with high ecological value, including wetlands and hydric environments, considerably reducing their potential for agricultural development;

CONSIDERING THAT the specifically projected use, namely "9212 – Reserve for wildlife protection", is not currently authorized in the specification grids of zones Ag-19-006, Ag-20-002, Ag-21-002, and Pu-21-006 targeted by the request, in accordance with Zoning Bylaw 532-2020;

CONSIDERING THAT the municipal council mandated the administration to develop a structuring proposal in connection with commercial development and renewed the protocols with commercial associations for one year;

CONSIDERING the consultation process conducted from March 10 to May 26, 2025, with merchants and commercial associations for the development of the Commercial Development Policy;

CONSIDERING THAT the Commercial Development Policy defines the role that the Ville de Gatineau intends to play to regulate and stimulate commercial development on its territory, based on the principle that commercial prosperity relies on collaborative governance, a shared vision, and a concerted mobilization of all economic actors;

CONSIDERING THAT the Commercial Development Policy proposes an orientation to create more attractive and dynamic commercial hubs according to municipal planning;

CONSIDERING THAT this orientation aims to promote economic development and urban animation by supporting commercial associations and encouraging the mobilization of the community through a new support framework;

CONSIDERING THAT the support framework for commercial hubs aims to contribute to the revitalization of traditional commercial streets and commercial hubs by supporting commercial associations, animation projects, and structuring projects in commercial development;

CONSIDERING THAT the support framework offers, through programs, equitable funding with objectives, a component-based approach, and alignment with urban planning;

CONSIDERING THAT the Economic Development Office accompanies commercial associations and has proposed transitional measures for a deployment of the support framework for commercial hubs and programs in the fall of 2025;

CONSIDERING THAT the financing of the policy, the support framework, and the programs will be done through various existing budget items;

CONSIDERING the need to continue exchanges and support for commercial associations during this period of change:

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2025-845 of October 2, 2025, this council accepts:

• The maintenance of the protocols with the five associations for the year 2026;

• To finalize and adopt the support framework for commercial hubs and associated programs in the winter of 2026 according to the three-component approach, service levels, and objectives with a view to launching calls for projects in the fall of 2026 and an application in 2027;

• To renew, for 2026, the use of the $1 million envelope intended for former town centers according to the same terms as in 2025, and to mandate and authorize the territorial directorates, in collaboration with the Downtown Office, to submit, as part of the 2027 budget study, guidelines for the sustainability of this envelope;

CONSIDERING THAT under article 126.2 of the Loi sur les compétences municipales, a regional county municipality may take any measure to promote local and regional development on its territory. To this end, it may in particular take any measure to support entrepreneurship, including social economy entrepreneurship;

CONSIDERING THAT under article 126.3 of the Loi sur les compétences municipales, a regional county municipality may conclude, with government ministries or agencies and, where applicable, with other partners, agreements concerning its role and responsibilities regarding the exercise of the powers conferred upon it by article 126.2, in particular for the implementation of regional priorities and the adaptation of government activities to regional particularities. The regional county municipality administers the sums entrusted to it within the framework of these agreements and possesses all the powers necessary for their realization;

CONSIDERING THAT this council, through its resolution number CM-2024-983, selected the optimized mixed/hybrid model (City/ID Gatineau) with the repatriation and reorganization of certain responsibilities between the City and the current delegate, ID Gatineau, as well as the establishment of a partnership between the City and the Coopérative de développement régional Outaouais-Laurentides for the support of social economy enterprises;

CONSIDERING THAT a new agreement has been prepared for the delegation of powers between the Corporation ID Gatineau and the City;

CONSIDERING THAT the delegation agreement with the Corporation ID Gatineau must be authorized by the ministère des Affaires municipales et de l’Habitation, after consultation with the ministère du Développement Économique de l’Innovation et de l’Energie, all in accordance with article 126.4 of the Loi sur les compétences municipales:

CONSIDERING THAT this council, through its resolution number CM-2022-810 on the adoption of the 2023 budget, authorized the treasurer to provide a sum of $400,000 for the implementation of equity, diversity, and inclusion actions, spread over three years (2023, 2024, and 2025), including $150,000 for the year 2023 starting with a diagnostic of the organizational culture including consultations with stakeholders. A recurring amount of $25,000 was also authorized starting in 2026;
