CONSIDERING THAT a demolition permit application was submitted for a single-family main building located at the address indicated above, in accordance with Bylaw number 900-2021 aimed at governing the demolition of buildings on the territory of the city of Gatineau;

CONSIDERING THAT the Committee on Demolition Applications, at its meeting of May 28, 2024, after hearing the representations and observations of interested persons, rendered a decision to grant the authorization for the demolition of the existing main building located at 1175, Chemin d’Aylmer under bylaw number 900-2021 (CDD-2024-05-28/36);

CONSIDERING THAT article 28 of bylaw number 900-2021 allows any interested person to request a review of the decision of the Committee on Demolition Applications to the municipal council;

CONSIDERING THAT a request for review of the decision of the Committee on Demolition Applications was filed and completed on June 27, 2024, within the prescribed deadlines;

CONSIDERING THAT under the terms of resolution number CM-2024-674 of August 27, 2024, the municipal council had set the hearing of this review for October 1, 2024, at 1:30 p.m.;

CONSIDERING THAT a first request for postponement of the hearing was presented by the appellant on September 13, 2024, and that the grounds in support thereof were analyzed by the concerned authorities;

CONSIDERING THAT under the terms of resolution number CM-2024-740 of September 24, 2024, the municipal council had agreed to postpone the hearing to November 26, 2024, at 1:30 p.m.;

CONSIDERING THAT a second request for postponement of the hearing was presented by the appellant on November 4, 2024, and that the grounds in support thereof were analyzed by the concerned authorities;

CONSIDERING THAT under the terms of resolution number CM-2024-890 of November 19, 2024, the municipal council had agreed to postpone the hearing to February 11, 2025, at 1:30 p.m.;

CONSIDERING THAT the municipal council proceeded, on February 11, 2025, to the hearing of interested persons and to the examination of their request for review against the decision rendered by the Committee on Demolition Applications on June 28, 2024;

CONSIDERING THAT during the hearing, all interested parties who wished to do so had the opportunity to present their arguments and observations, either in writing or in person;

CONSIDERING THAT the municipal council took under advisement the information, reports, and documents received and communicated;

CONSIDERING THAT the existing main building does not appear in the document Ville de Gatineau – Inventaire du patrimoine bâti – 2008, but that the study submitted by the applicant attributes a low to medium value to it, notably because of its architecture and landscaping, which testify to a recognized mastery of an aesthetic concept, as well as its capacity to eloquently illustrate an architectural response to the needs of a given era;

CONSIDERING THAT the building targeted by the demolition is in good condition and habitable;

CONSIDERING THAT no complaint file relative to the deterioration of the quality of life of the neighborhood concerning the building to be demolished is in progress;

CONSIDERING THAT the preliminary program for the reuse of the cleared land provides for the construction of a 10-story multi-family building, with an isolated structure, comprising approximately 172 housing units and does not respect the zoning regulations in force, both regarding the number of housing units and the height of the building;

CONSIDERING THAT the insertion environment does not have the necessary local equipment and services to offer a complete living environment justifying an increase in the density of occupation;

CONSIDERING THAT the municipal council took under advisement the information obtained and communicated during the hearing;

CONSIDERING THAT, before rendering its decision, the municipal council took into consideration the oppositions received as well as the evaluation criteria set out in article 22 of bylaw number 900-2021;

CONSIDERING THAT the municipal council is not convinced of the relevance of the complete demolition of the building, given the public interest and the concerns of the concerned parties;

For the reasons set out in the preamble of the resolution:

IT IS PROPOSED BY COUNCILLOR ANIK DES MARAIS, SECONDED BY COUNCILLOR CAROLINE MURRAY, AND RESOLVED THAT this council:
