CONSIDERING THAT the new sectoral agreement ESBO-3 aims to ensure the continuity of regional interventions in a strategic context marked notably by the adoption of the Outaouais Bio-food Development Plan 2025-2030, the Government Strategy to ensure the occupation and vitality of territories 2025-2029, the Bio-food Policy 2025-2035, as well as by the revision of agricultural zone development plans;

CONSIDERING THAT the government of Canada imposed restrictions on the Temporary Foreign Worker Program (PTET) in the fall of 2024 which have been causing significant labor losses for nearly a year in companies unable to renew the permits of their workers;
CONSIDERING THAT these restrictions on the PTET have major economic impacts, including risks of closure for 35% of the concerned companies;
CONSIDERING THAT all regions of Quebec are grappling with a structural labor shortage, and that the use of temporary foreign workers remains indispensable for the vitality of key sectors such as construction, manufacturing, health, food processing, local services, and the tourism industry;
CONSIDERING THAT the abolition of the PEQ has increased the urgency to act for the renewal of the permits of temporary foreign workers;
CONSIDERING THAT the Union of Quebec Municipalities (UMQ) considers that the measures announced in the Skilled Worker Selection Program (PSTQ) remain insufficient to correct the effects of the abolition of the PEQ and requests the implementation of a grandfather clause for the orphans of the PEQ as well as the abandonment of the restrictions imposed on the PTET and a grandfather clause for the concerned workers;
CONSIDERING THAT according to a Léger survey commissioned by the UMQ, 79% of the population believes that immigration planning must reflect the needs of all regions and allow established workers to stay in Quebec:

CONSIDERING THAT the City of Gatineau has always been a partner of Centraide Outaouais in its fundraising projects;
CONSIDERING THAT Centraide Outaouais helps nearly 88 local and regional organizations and that its role is essential to them;
CONSIDERING the great needs of the community and the impact of underfunding of organizations by Centraide Outaouais;
CONSIDERING THAT municipal employees have contributed to the Centraide Outaouais campaign since 2005;
CONSIDERING THAT the City has committed to paying 50 cents for every dollar paid by employees;
