CONSIDERING THAT the objective of this bylaw is to eliminate the overlap, between the two municipalities, of lot 4 003 233 of the cadastre du Québec, Gatineau land registration division, being a landlocked and unbuilt lot located along chemin Kelly in the City of Gatineau;

CONSIDERING THAT in accordance with articles 126 and following of the Loi sur l’organisation territoriale municipale, a local municipality may extend the limits of its territory by annexing, in whole or in part, the contiguous territory of another local municipality;

CONSIDERING article 131 of the Loi sur l’organisation territoriale municipale which provides that, within 30 days of receiving the copy of the annexation bylaw, the council of the municipality whose territory is targeted by the annexation must make known its opinion on the annexation request;

CONSIDERING THAT when the council of the municipality whose territory is targeted by the annexation does not take a position on it, the bylaw must be submitted for the approval of the persons qualified to vote in the territory targeted by the annexation;

CONSIDERING THAT the Loi sur les élections et les référendums dans les municipalités applies for the purposes of this approval as if the bylaw had been adopted by the council of the municipality whose territory is targeted by the annexation;

CONSIDERING THAT the request presented only serves to regularize a problematic situation for a citizen and, apart from the relatively minimal loss of tax revenue, no other issue was identified during the analysis of the request;

CONSIDERING THAT the modeling analyses carried out for the travel demand projected for the 2046 horizon demonstrate that future mobility needs are lower than the initial forecasts for sections 1 and 3, i.e., between Pink and Plateau as well as between McConnell and Aylmer;

CONSIDERING THAT with the recommended development concept for chemin Vanier, the project would not be subject to the Règlement sur l’évaluation et l’examen des impacts sur l’environnement of the MELCCFP, notably due to its characteristics, i.e., a widening to 4 lanes or more over a length of less than 2 km;

CONSIDERING THAT the projected flows for section 3 between chemin McConnell and chemin d’Aylmer do not reach road capacity at the 2046 horizon (capacity reserve of approximately 25%) but that they are approaching it;

CONSIDERING THAT the Arts, Culture, and Letters Department organized a first writer-in-residence in library in 2009 and launched in 2023 a program to offer a grant for a creative residency at the Théâtre de l’Île;

CONSIDERING THAT the realization of these programs encourages local authors to create texts and to meet the public of Gatineau with the goal of discussing literature, and to support research and innovation in the theatrical field and the fostering of the development of local professional theatrical projects;

CONSIDERING THAT for the writer-in-residence program, a series of literary mediation activities offered by the laureate will take place during the month of October 2026, which could culminate during the Quebec Public Libraries Week which will take place from October 17 to 24, 2026;

CONSIDERING THAT the creative grant of the Théâtre de l’Île is accompanied by a residency of 150 hours at the Théâtre de l’Île in September, followed by a residency exit at the Espace René-Provost in January 2027;

CONSIDERING THAT the selection jury recommends the project La dernière séance by Mr. Julien Morissette as the recipient of the creative residency grant at the Théâtre de l’Île, since it fully meets the criteria and objectives of the program and it particularly distinguished itself by its quality and relevance;

CONSIDERING THAT the jury recommends the writing project La couleur des murs as well as the literary creation workshops proposed, Karina Pawlikowski has been selected as the 2026 writer-in-residence of the Gatineau municipal library:

IT IS PROPOSED BY COUNCILLOR ISABELLE N. MIRON SECONDED BY COUNCILLOR CHLOÉ BOURGEOIS AND RESOLVED THAT to follow up on the executive committee recommendation number CE-2026-400 of June 9, 2026, this council:

  • recognizes and congratulates Ms. Karina Pawlikowski as the 2026 writer-in-residence of the Gatineau municipal library;

CONSIDERING THAT the United Nations General Assembly adopted the United Nations resolution on drowning prevention (A/75/L.76) and proclaimed July 25 of each year as World Drowning Prevention Day;
