REQUEST TO THE NEXT PREMIER OF QUEBEC TO DESIGNATE THE MINISTER OF HEALTH AND SOCIAL SERVICES AS THE MINISTER RESPONSIBLE FOR THE OUTAOUAIS REGION

CONSIDERING THAT the mayor of Gatineau, Maude Marquis-Bissonnette, presented, on September 8, 2026, the "Notre juste part" (Our Fair Share) initiative, which includes 22 priority commitments divided into seven sectors and places the rapid tabling of a health catch-up plan at the top of the list in order to put an end to the underfunding of the Outaouais;

CONSIDERING THAT the mayor of Gatineau maintained within the framework of this initiative that the Outaouais should benefit from investments comparable to those granted elsewhere in Quebec;

CONSIDERING THAT the government of Quebec itself referred to the historical problem of underfunding of health care in the Outaouais during the announcement concerning the new hospital complex in the region;

CONSIDERING THAT the health sector deserves special attention on several fronts, notably college and university training, staff retention, and the maintenance of quality infrastructure. The realization of the Centre hospitalier affilié universitaire de l’Outaouais constitutes a major project for the region and requires coordination between Santé Québec Outaouais, the ministère de la Santé et des Services sociaux, and the Société québécoise des infrastructures;

CONSIDERING THAT the designation of the Minister of Health and Social Services as the Minister responsible for the Outaouais, a historical designation, would allow for the establishment of a direct political link between the ministerial portfolio responsible for the main catch-up issue identified in "Notre juste part" and the governmental responsibility for the region:

IT IS PROPOSED BY COUNCILLOR TIMMY D. JUTRAS, SECONDED BY COUNCILLOR JULIE BÉLISLE, AND RESOLVED THAT this council request:

  • the next Premier of Quebec to designate the Minister of Health and Social Services as the Minister responsible for the Outaouais region for the duration of the next government mandate;
  • that this designation be accompanied by a mandate aimed at ensuring the catch-up of the Outaouais in terms of health and social services, notably regarding funding, access to services, workforce, and the realization of the Centre hospitalier affilié universitaire de l’Outaouais.

In addition, that this resolution be transmitted, before the formation of the next government, to the Premier of Quebec as well as to the members of the National Assembly for the Outaouais region.

Councillor Caroline Murray requests a vote and the president asks the members present to vote by voice:

CONSIDERING THAT the date of September 15, 2026, has been designated as the International Day of Democracy;

  • the rule of law ensures that no one is above the law and that laws apply to everyone in an independent, predictable, and equitable manner;
  • the rule of law constitutes a foundation upon which social stability, social trust, economic vitality, and our ability to have faith in the future rest;
  • the rule of law rests on principles that reinforce each other and that, when one of these pillars weakens, it is the balance of the whole that is put to the test;
  • the rule of law remains a collective, living, but fragile construction, which it is up to all of us to understand, defend, and reaffirm;
