CONSIDERING THAT on June 25, 2014, the federal and provincial governments announced the conclusion of a new agreement regarding the transfer of a portion of the federal excise tax revenues on gasoline which allocates new sums to the government of Quebec for the next 10 years, i.e., for the period from 2014 to 2024;

CONSIDERING THAT the government of Quebec announced a significant financial participation in the Gas Tax and Quebec Contribution Program (Programme de la taxe sur l’essence et de la contribution du Québec - TECQ) allowing for total aid of $3.415 billion for the next five years;

CONSIDERING THAT the financial aid for the City of Gatineau amounts to $101.297 million, established according to the population decree in effect on January 1, 2019;

CONSIDERING THAT following the suspension of the FIMEAU program, the financial aid for the City of Gatineau was increased by an amount of $31.838 million, thus bringing the total financial aid to an amount of $133.135 million;

CONSIDERING THAT the MAMH announced on May 4, 2023, that the application of the Gas Tax and Quebec Contribution Program (TECQ), which was to end on December 31 of this year, was extended until December 31, 2024;

CONSIDERING THAT the program is thus renamed TECQ 2019-2024 and that this one-year extension will allow for better responding to the needs of communities in terms of infrastructure;

CONSIDERING THAT the City of Gatineau has taken note of the Guide regarding the terms of payment of the government contribution as part of the Gas Tax and Quebec Contribution Program (TECQ) for the years 2019 to 2024 for drinking water and sanitation infrastructure as well as local roads;

CONSIDERING THAT the City of Gatineau must respect the terms of this guide which apply to it in order to receive the government contribution which was confirmed to it in a letter from the Minister of Municipal Affairs and Housing;

CONSIDERING THAT to obtain the financial aid, the City of Gatineau must also file with the ministère des Affaires municipales et de l’Habitation a final programming of work that respects the eligible categories of work:

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2025-706 of August 26, 2025, this council:

Draft Bylaw 530-9-2025 Amending Urban Plan 530-2020 to Integrate the Vieux-Aylmer Special Planning Program

CONSIDERING THAT the Schéma d’aménagement et de développement number 2050-2016 came into force on December 8, 2015, and identifies the urban core of Vieux-Aylmer as a tertiary hub within the City's priority 1 development area;

CONSIDERING THAT the Urban Plan number 530-2020, which came into force on December 22, 2020, specifies the orientations for the urban core of Vieux-Aylmer by identifying it as a planning area that could be the subject of a planning process to develop a special planning program (PPU);

CONSIDERING THAT the City initiated an integrated design process based on citizen participation in 2022 and 2023 with the "Understanding Vieux-Aylmer" approach, which aimed to carry out a participatory territorial diagnosis identifying the strengths, weaknesses, opportunities, and threats of Vieux-Aylmer and the themes that would be addressed by the Vieux-Aylmer PPU;

CONSIDERING THAT the City began the development phase of the Vieux-Aylmer PPU in 2024, focused on citizen participation in order to define a common vision, propose developments, prioritize interventions, integrate the specific needs of community groups, and present a complete plan;

CONSIDERING THAT the result of this process is a complete Vieux-Aylmer PPU with a planning horizon of 2041;

CONSIDERING THAT the Vieux-Aylmer PPU proposes a unifying vision aiming to strengthen the vocation of the hub as a traditional recreational-tourism and commercial destination, improve mobility within the neighborhood particularly for active modes, accommodate careful densification near the planned tramway, and enhance greening and natural infrastructure to better manage stormwater;

CONSIDERING THAT the Vieux-Aylmer PPU proposes structural collective projects focused on Rue Principale which propose, in particular, the creation of a network of parks and public spaces promoting neighborhood life;

CONSIDERING THAT the integration of the Vieux-Aylmer PPU implies the modification of other elements of the Urban Plan, such as the existing summary sheet for the urban core of Vieux-Aylmer, maps, and certain other provisions;

CONSIDERING THAT the Commission de développement du territoire et de l’habitation, during its regular meeting on June 5, 2025, recommended to the municipal council that the Vieux-Aylmer PPU be completed in the spirit of the elements presented and that the City continue the process with a view to its official adoption;

CONSIDERING THAT the Vieux-Aylmer PPU proposal was presented to the plenary committee on July 3, 2025:
