CONSIDERING THAT the financial package of the projects provides for the application of grants from the government of Quebec and financial contribution from local partners;

CONSIDERING THAT one of the grants is currently allocated for the realization of sports, recreational, and outdoor infrastructure projects at the Complexe Mont-Bleu and that it is appropriate to request a modification to this grant from the government so that it is transferred to the site of the Université du Québec en Outaouais;

CONSIDERING THAT these projects are supported by partnerships with the UQO and the Association de Soccer de Gatineau (ASG) but that no agreement has been signed;

CONSIDERING THAT energy options have been studied and that it is appropriate to decide on the chosen option;

CONSIDERING THAT the financial package of the Dome project requires additional funds;

CONSIDERING THAT it is appropriate to officially approve the financial package of the Ernest-Gaboury synthetic field project:

CONSIDERING THAT this council, by its resolution number CM-2025-445, confirmed the non-renewal of the delegation agreement concluded between the City of Gatineau and Corporation ID Gatineau, which expired on December 31, 2025;

CONSIDERING THAT clause 3 j) of this agreement provided that upon its expiry, the net assets were to be returned to the City of Gatineau;

CONSIDERING THAT this council, by its resolution number CM-2025-835, approved a new delegation agreement for the 2026-2028 period between the City of Gatineau and Corporation ID Gatineau and determined the provisional distribution of the net assets, considering that the financial statements of the Corporation were not yet audited;

CONSIDERING THAT, with the goal of facilitating the transition towards this new agreement and ensuring the continuity of operations as well as allowing for the replenishment of business support funds, an amount of $1,975,000 of the net assets is retained by Corporation ID Gatineau;

CONSIDERING THAT the amount of the net assets to be transferred to the City had then been established provisionally at $2,496,350;

CONSIDERING THAT the audited financial statements of Corporation ID Gatineau for the fiscal year ending December 31, 2025 led to an adjustment of the total amount of the net assets to be returned to the City; 0018883

CONSIDERING THAT the Finance Department confirms that the final amount of the net assets to be transferred to the City amounts to $3,069,528, of which an amount of $2,496,350 has already been invoiced to ID Gatineau and that an additional amount of $573,178 will be the subject of a subsequent invoicing:

CONSIDERING THAT the agreement was again amended on August 27, 2019 by resolution number CM-2019-576 in order to include the modalities for the realization in connection with unforeseen events encountered during the first phase of the redevelopment works of rue Eddy, between rue Laurier, boulevard Alexandre-Taché, and rue Jos-Montferrand for an amount of $180,000 including applicable taxes;

CONSIDERING THAT the agreement was again amended on March 15, 2022 by resolution number CM-2022-184 in order to modify the limits of impasse du Cuvier and the developments provided for therein;

CONSIDERING THAT in order to integrate the realization of the dynamic signaling works within the redevelopment project of boulevard Alexandre-Taché provided for by the City, the applicant will cede to it the project management of these works;

CONSIDERING THAT a citizen survey was carried out and allowed for the identification of municipal locations widely frequented by citizens and which constitute opportunities for service locations for the Espace citoyen project including the Maison du citoyen and the Gatineau Sports Centre:

  • The obligation for the City to build there a reception building including notably changing rooms, offices, a multifunctional room, a sanitary block, a mechanical room, and storage spaces, as well as to install there a seasonal dome;
  • The creation of a right-of-way on the existing private access road, in order to allow the passage on foot or by vehicle of the City, its employees, and its clientele, without harming the usage rights of the UQO, its employees, or its clientele, the use of the right-of-way area for parking purposes will only be permitted in the places expressly identified in the memorandum of understanding;
  • A protocol of use of sports infrastructure defining notably the rules of access, sharing, and use of the facilities, as well as the modalities applicable to the use of parking on the private access road:

IT IS PROPOSED BY COUNCILLOR ADRIAN CORBO, SECONDED BY COUNCILLOR STEVE MORAN, AND RESOLVED THAT, following executive committee recommendation number CE-2026-303 of May 12, 2026, this council:

  • authorizes the City to acquire, by emphyteutic lease and under the modalities provided for in the preliminary contract duly signed by the representatives of the UQO on February 16, 2026, a part of lot 6 643 584 of the Quebec cadastre, land registration division of Hull, with an area of approximately 15,046.9 m², for which a new lot will be created shortly. This preliminary contract provides notably for the creation of a right-of-way on the existing private access road, located on the future lot 6 884 274 belonging to the UQO, for the benefit of the future lot targeted by the emphyteutic lease in favor of the City;

  • mandates the Recreation, Sports, and Community Development Service to ensure the implementation and follow-up of the municipal obligations resulting from the preliminary contract of emphyteutic lease, as well as the application and management of the protocol of use of sports infrastructure, as well as to undertake the required steps with the Ministry of Education aimed at the transfer of the grant obtained within the framework of the Financial Assistance Program for Recreational and Sports Infrastructure (PAFIRS); 0018899

CONSIDERING THAT this council, by its resolution number CM-2025-835, authorized the 2026-2028 Delegation Agreement between the City of Gatineau and Corporation ID Gatineau for the management and administration, for the entire territory of the city, of support and accompaniment services for businesses with the goal of promoting economic development and diversification as well as the creation of wealth on the territory of Gatineau;

CONSIDERING THAT the Delegation Agreement established under sections 126.2, 126.3, and 126.4 of the Loi sur les compétences municipales, RLRQ chapter C-47.1, was sanctioned by the Ministry of Municipal Affairs and Housing on December 19, 2025;

CONSIDERING THAT the City wishes, in addition to the delegation, to offer material and technological support to Corporation ID Gatineau;

CONSIDERING THAT the City and Corporation ID Gatineau want to record in writing the terms and conditions that will govern their respective obligations described in the Agreement for the loan of material resources and technological support:

IT IS PROPOSED BY COUNCILLOR TIFFANY-LEE NORRIS PARENT, SECONDED BY COUNCILLOR TIMMY D. JUTRAS, AND RESOLVED THAT this council authorizes:

  • the Mayor or, in her absence, the Acting Mayor, and the Clerk or, in her absence, the Deputy Clerk or Assistant Clerk, to sign the Agreement for the loan of material resources and technological support including a lease substantially in compliance with the draft lease attached to this resolution and a service agreement for technological support whose main conditions are the following: 0018892

Lease:
